United States intelligence services have an extensive and detailed file regarding Genaro Garcia Luna's alleged ties with drug traffickers, DEA sources tell Proceso. Added to the suspicions surrounding the person who served as Secretary of Public Security in Mexico is a pathetic episode in which he was the main actor. In a meeting of the Merida Initiative that took place last September in Washington, Barack Obama's security cabinet was surprised when Garcia Luna begged "forgiveness" for the attack by federal police officers against CIA agents at Tres Marias. "Deplorable" attitude, says one of the witnesses to the incident.
WASHINGTON (Proceso).-- On September 18, 2012, Genaro Garcia Luna's words left Barack Obama's security cabinet stunned: the head of the federal Public Security Secretariat (SSP) apologized for the attack by federal police agents against employees of the Central Intelligence Agency (CIA).
"I want to take this opportunity to apologize on behalf of the institution and personally for the events that took place at Tres Marias," reads the transcript of Garcia Luna's words, contained in State Department "classified documents" -- of which Proceso has a copy-- referring to the meeting of the High Level Consulting Group of the Merida Initiative behind closed doors last September 18th in Washington.
Addressing Secretary of State Hillary Clinton, Attorney General Eric Holder and Janet Napolitano, Secretary of Homeland Security, Garcia Luna stated: "We will do everything to punish the persons responsible."
The State Department's classified documents -- in volumes 7 and 8, provided to Proceso by one of the secretaries present at the meeting -- give the impression that Garcia Luna and Felipe Calderon know who carried out the attack against the CIA agents and a captain of the Mexican marines, and why the attack was carried out.
"The President has instructed us to do our part and our conviction is to carry out an efficient task. The responsible persons will be punished, undoubtedly.
"The agency will do everything necessary to resolve this case and, of course, maintain effectiveness in our cooperation with you," emphasized Garcia Luna in the apology directed at all the members of the United States security cabinet.
A truculent figure
CIA agents Stan Boss and Chase Garnes and a Mexican Marine captain were the victims of an attack on August 24 at Tres Marias, Morelos, carried out by federal police agents --then commanded by Garcia Luna-- wearing civilian clothes and using AK-47s.
Garcia Luna "spoke in Spanish, and I was stunned to hear his words apologizing to the United States for the Tres Marias incident, while the United States Border Patrol keeps killing Mexicans on the border and no one, on behalf of the U.S. government, apologizes for that," said the secretary who delivered the classified documents to Proceso.

Trusted fully by Calderon, Garcia Luna was always a truculent and mysterious figure for the United States government, which throughout the six-year term chose not to get involved and avoided commenting about the hundreds of reports it has about the former head of the SSP's ties with organized crime.
"The intelligence services have a bulky file of reports compiled in Mexico and the U.S. that point to possible links that Garcia Luna has with members of drug trafficking (organizations). For example, with the Beltran Leyvas, with the Zetas and the Gulf Cartel. Some of this information goes back to the Fox administration," a DEA agent, who asked to remain anonymous, tells Proceso.
"If the (Enrique) Pena Nieto government decides to review and follow up the intelligence information regarding Garcia Luna, it's possible that this will clear up some of the doubts and mysteries there are in the Calderon government's struggle against drug trafficking," he specifies.
-- Why now, when Calderon's term is ending, are the U.S. agencies speaking out more openly about Garcia Luna? Why didn't they do this before, if they already had important intelligence information about his?-- the DEA source is asked.
-- Out or respect for Mexican institutions and because he was the direct contact with the United States, assigned by the Mexican president. Only because of that.
-- In the United States, is there proof that could directly implicate Garcia Luna with drug trafficking?
-- There's detailed information. Development of the investigations is the responsibility of Mexican federal authorities, if they have the will to do this and to develop an inquiry-- he answers.
Edgar Valdez Villareal, La Barbie, in a letter published on November 28 in the journal Reforma, claims that Garcia Luna has been on the payroll of drug trafficking groups for ten years.
"I swear that he has received money from me, from drug trafficking and organized crime, also with a select group made up of Armando Espinosa de Benito, who works with the DEA and would leak information to me; Luis Cardenas Palomino, Edgar Eusebio Millan Gomez, Fancisco Javier Garza Palacios, Igor Labastida Calderon, Facundo Rosas Rosas, Ramon Eduardo Pequeno Garcia and Gerardo Garay Cadena, who are also part of this group and receive money from organized crime and from me," says La Barbie.

I was watching a video of Calderon being interviewed in the Us in 2011 talking about Mexico and how it has the most beautiful beaches, resorts, etc in the world and to not worry about the violence, only certain parts of Mexico are dangerous. Calderon was trying to convince the audience not to worry, I mean 2011 was fierce in Mexico. He appeared more worried about tourists coming than the reality of what is really happening. Maybe Calderon should have been reading Borderland Beat for the most up to date true happenings in Mexico and stop listening to his cabinet who have no clue to the terror out there. Maybe they should all stay locked up in a room and watch the videos of the killings and kidnappings we have all seen and many have experienced and then hear them speak.

DeleteA lot of major cities in Mexico rely on tourism as a means of financial stability and longevity.
Tourism stimulates the economy and that generates financial growth in the forms of consumption and taxation. If nobody visits Mexico, than their GDP will go down because people won't have jobs and Would no longer be able to pay taxes. Those taxes fund all military operations. In turn, a successful economy generates the right context for political campaigns to be funded. Money doesn't come from magic hats, you idiot.

Your right in what you are saying and you have every right to say it.You are voicing legitimate concerns,but we are being told it is wrong?Isn't it entirely natural to try and protect something worth protecting?Isn't this what our police forces are for?It is our spineless politicians who are letting us down and even making people feel that somehow we are being racist?That is absolutely disgusting when you cannot even voice concerns about things that are wrong,without feeling as though you are doing something wrong?I cannot blame anyone for looking for a better life,but some kind of order has to upheld or we have absolute chaos,that happens in any walk of life.Without constraints law and order we have jungle law,and there are always people who will take advantage of others with no qualms whatsoever.

How in the world did they've 'verified' its authenticity? E Mailed Hilary? Holder? Please people.
and the standout in this article, with the source and the 'verified bulky documentation' they write 'point to POSSIBLE links'. Luna has been accused of ties with cartels for years, maybe so, but to imply that Calderon is also tied is sensational journalism with no basis of fact or truth. And as an American, I am disgusted by the usage by Mexican journalists of claiming high level anonymous U.S. sources as their proof for their stories. Whether it be a post that someone is the daughter of chapo or implying Calderon is corrupt. the unfortunate result is readers here or anywhere will forget the 'anonymous', or UNSEEN documents or the word 'possible' in this post and will forever more think it was Calderon that is corrupt. He deserves better. Not Luna, Calderon deserves better he took on cartels and captured 3/4 of his most wanted, seems to me if he was in with the narcos they would have been irate about that if they had in all honesty constructed a deal.
Proceso has always hard assed calderon. Proceso and other news outlets have been rumored themselves to have cartel ties and any Proceso reporter not towing the line is killed.
Seems to me as a neutral , the only people who know who is corrupt in mexico is anonymous. They threatened the zetas , and the zetas backed down , the us government can get all the information they need from anonymous. Zetas threatened to kill ten of their own mexicans for every person exposed as corrupt by anonymous. If anonymous knows , they should give that info to the cia.

If corruption by the cartels has gone this high in the Mexican government, how in hell does Mexico expect to ever solve this problem. I'm not a Nieto supporter, but at this point, he can't be any worse than Calderon. Let's hope he sets an example for honesty and transparency and tries to get a handle on all this corruption of the Mexican government. Unfortunately, history tells us that the PRI is not likely to be remembered for honesty and transparency in this new administration.

DeleteI live in Mexico. I have many friends. Drug use here is off the charts. It is sold by the cab drivers. In taco stands, by the newspaper salesmen in the street. It is just not reported how much use there is here as they do not keep records like they do in the USA. I have been to many parties in the USA where you do not see 50 year old people using drugs. Here they pull out baggies and use it like it like a cigarette or a beer. It is just dirt cheap here because people cannot afford to pay as the people in the USA. The poor people in Mexico drown themselves in beer, weed and cocaine. It is everywhere and much easier to find for personal use then in the USA.I do not do any kind of drugs but they are offered all the time.

@5:48pm: Hey Argentina- That's a good question. My bet is because the USA has been a wealthy country for a long time and Americans have had extra cash. That and Americans work too hard and don't get enough vacations. So drugs are an escape. But I will tell you that I think Argentina would also have a more serious drug problem if your economy hadn't gone through so many crises. Some of the biggest cocos I have ever met are guys from your country with extra cash.

ReplyDeleteThe issue here is not just Luna being corrupt. It is a much larger concern about the impact of corruption of the lawmakers, military, police and judiciary. The rule of law does not exist in Mexico at this time. Endemic corruption means you can never have faith in law enforcement - especially if the man at the top is on the take.
The bigger question is how is any of this not known? So many politicians, military and police suddenly live lifestyles they could never afford and it seems like a shock that they are taking "plata" from the narcos?
All police and politicians should automatically be subject to random investigation of their finances. Severe penalties for breaking the public trust should be applied.
Once they learn the penalty for deals with the cartels is harsher than any benefits, we will see changes. But as long as a political career is seen as a goldmine, nothing will ever change.
How many payoffs of $500k per shipment did Gov. Villanueva see? Why were there no questions when he suddenly starts buying jets and houses? Why is he being tried in the US instead of Mexico?
These are questions with complex answers that speak more to the general atmosphere and acceptance of corruption at all levels of government and industry in Mexico.
