Drug Task Force Officers Arrested

Two Mission narcotics
investigators have been arrested alongside other local law enforcement officers
in a federal corruption probe focusing on drug loads stolen from the criminals
they had been tasked with taking down, law enforcement officials told The
Monitor.
Federal
agents Wednesday arrested Jonathan Treviño, son of Hidalgo County Sheriff Lupe
Treviño, and Alexis Espinoza, son of Hidalgo police Chief Rudy Espinoza, three
area law enforcement officials confirmed.
Federal
agents searched the Mission Police Department, where they searched and seized
narcotics investigators' “documents and other items” late Wednesday evening,
Mission police Chief Martin Garza said. Two unmarked white pickup trucks
with tinted windows were seen leaving the police department as local television
stations arrived after 9 p.m.
“The
actions of these two officers should not detract from the actions of the 146
officers that devote their lives and careers to the department,” Garza said.
Garza,
who did not identify the investigators or confirm their arrests, said they have
been suspended pending the outcome of the federal investigation. The chief
declined to disclose any details about the federal case.
Agents
have obtained at least seven arrest warrants in the case, with at least four
law enforcement officers believed to be in federal custody Wednesday night, a
law enforcement officer familiar with the case said.
At
least two others targeted in the federal probe are believed to be Hidalgo County
sheriff's deputies assigned to the narcotics division, two law enforcement
officials said.
“They’re
buddies,” one law enforcement official said of the Mission officers. Jonathan
“has gone unsupervised since the get-go.”
Details
of the investigation, headed by the FBI, remain unclear. No federal court
filings detailing search or arrest warrants, nor any open criminal case files,
had been filed late Wednesday night in U.S. District Court in McAllen.
Spokespersons
for the FBI and Immigration and Customs Enforcement declined to comment
Wednesday night.
“I
can't confirm or deny anything,” FBI spokesman Erik Vasys said.
Several
attempts to reach Sheriff Treviño and Espinoza, formerly a sheriff’s captain before
becoming Hidalgo’s top cop in October, were unsuccessful Wednesday night.
The
federal probe involves a local task force between Hidalgo County and Mission
police known as the Panama Unit, two law enforcement officials said.
“It’s
just going to get real, real nasty, real, real quick,” an area law enforcement
investigator said of fallout in Mission police and the Sheriff’s Office.
Jonathan
Treviño works as a narcotics investigator paid by Mission police assigned to
the Panama Unit. Alexis Espinoza also works alongside the sheriff’s son at
Mission police as a task force officer assigned to ICE.
Widespread
allegations of wrongdoing involving Jonathan Treviño have circulated among
local police departments for years, but they have failed to see light — until
Wednesday.
“With
all the problems he’s had, they should have kicked Jonathan out years ago,” the
official said.
Federal
agents have been investigating the local task force since at least July,
focusing on reports of drug loads stolen from traffickers only to be resold on
the black market.
Whether
the probe into the younger Treviño will have political ramifications for his
father remains to be seen.
Re-elected
last month, Sheriff Treviño has maintained close relationships with the federal
agencies locally and nationally, where he serves as vice chairman of the
Southwest Border Task Force, a 20-member advisory panel launched by Homeland
Security Secretary Janet Napolitano in 2009.
Jonathan
Treviño has worked at Mission police since April 2006, earning a salary of
$41,204, according to city salary records released to The Monitor in
March 2012. No record for Espinoza exists on that document.
“Everybody
knew that kid was dirty,” the investigator said of Jonathan Treviño. “It was
just a matter of making a case.
“It’s
been a long, long time coming.”
Court
Documents Allege:
In August, the FBI learned of the Panama Unit helping distribute narcotics, a criminal complaint states. In September, a confidential source told agents that a drug trafficking organization was looking for corrupt cops who could escort drug loads, the complaint states.
November 1, Espinoza met with a confidential informant and agreed to escort a load of cocaine; he was paid $1,500 as a down payment.
That led to a meeting Oct. 19, when the confidential source told Duran that the organization was going to move a vehicle with 20 kilograms of cocaine from McAllen through the Falfurrias checkpoint, the complaint states. Duran, alongside an another unnamed person gave escort for a vehicle they believed had 20 kilograms of cocaine inside, the complaint states.
November 1, Espinoza met with a confidential informant and agreed to escort a load of cocaine; he was paid $1,500 as a down payment.
Espinoza was paid another $1,500 for his role. After that escort, agents said Espinoza and Duran met at Sam's Club along Jackson Road in McAllen, where they received another $2,000.
November 9, ICE set up a similar operation, where Espinoza was paid a total of $4,000
for his role in escorting the drugs.

Police Chief Rudy Espinoza said he fully supports federal agents after they
arrested his son and three other local lawmen on drug conspiracy charges.
The chief's
son, Alexis Espinoza, and Jonathan Trevino, Fabian Rodriguez and Gerardo Duran
are accused of being part of a scheme to protect drug loads in exchange for
money. The four men were taken into federal custody.
Espinosa and
Trevino were fired from the Mission Police Department on Thursday. Rodriguez
and Duran are deputies with the Hidalgo County Sheriff's Department.
Trevino is
the son of Hidalgo Sheriff Lupe Trevino.
Rudy Espinoza
issued a media release about his son's arrest.
"I am in
support of the federal agencies, as well as any local police units that are
involved in the federal probe," the statement said.
"It is
unfortunate that a close family member is involved in these proceedings ... but
as a longtime supporter and enforcer of the justice system, I believe that all
allegations and police investigations must proceed with clear definition and
with proper cause," the statement said.
Federal
documents show that immigration officers working in Harlingen received a tip
about Alexis Espinoza in August.
Federal
agents spent approximately three months conducting undercover operations. They
moved several kilos of cocaine through the Rio Grande Valley. Records show
those agents paid thousands of dollars to Alexis Espinoza and the other three

It's not like they are on the street homeless and need food, these are "educated" so to speak with upstanding families and earning a decent wage, risking all that for 4,000 here and there. At least their gig is over and they were exposed, law enforcement that are shady are right up there with murderers, rapists and kidnappers, abuse of power taking advantage of the position they are in to harm others need life sentences.

By sealing the border I mean putting layers of razor wire, underground sensors, electric fences etc.... Posting US Army infantry units with orders to shoot to kill would also be a nice touch. Hidalgo County has always been dirty. Everyone tries to screw someone in some form or fashion down here. I’d say 75% of the county, elected officials and employees are dirty. If they piss tested the entire county, there would be an overnight explosion of available positions at the court house. Everyone knows the rumors and yet their votes still get bought for a taco during election season. What makes it even worse is that our local media covers it up, too. Sure they break the story for the first week, and then the story just disappears. Whatever happened to the court coordinator and assistant coordinator that were selling dismissals in County Court 5? What was Judge Aparicio being investigated for before he killed himself? Even more recently, why are there no more details about the Carla Davis, the black court reporter that was fired when she told HR about the breakfast club and people falsifying their time sheets? Now, Lupe’s son gets busted by the Feds! Give it sometime and this story will just fade away, too. Our county has gone to Hell! I wonder if Lupe still thinks that there’s no spillover? Don’t blame me I didn’t vote for him.

You are correct the mindset of good people and the corruption that permeates every segment of society before any hope of a thriving democracy can exist in Mexico.
Because I am a 501C3 I can have a business under the NAFTA treaty in Mex, US or Canada, exempt from taxes. I wanted to open school supply stores bringing in everything from pencils to uniforms and bicycles. I am an importer (pacific rim) so I can do it on the cheap. All proceeds would go to our org. and kids would get dirt cheap supplies. But my advisors in Mex said don't do it, I would be extorted big time. So I did not.

2:44 pm - you are right that I only skimmed the article and did not read all the details. But even if it's 4 law enforcement officers and not 2... it's still just a few bad apples. The majority of our US officers are good people - and we are lucky to have them. I hope that does not change.
ReplyDeleteI expect the cartels to try to penetrate weak points along the US/Mex border - and at major smuggling transit points inside the USA. it will happen. they have big money. those LEO's whose hearts are corrupt will fall. but most US cops are still good people - don't be cynical about them. If anything, pray that they keep their integrity.
i don't say these words easily. i know countries overseas where honest cops are few, and 90% of them are corrupt. imagine trying to be a straight cop in that kind of environment - it takes rare and exceptional courage. But there are still a few good men and women who do it.
For all the good cops - I am grateful. They are a blessing!!

ReplyDeletewow....that is great idea chivis on school supplies.....my kids are in school here in mexico and school supplies are actually higher here than in the states.......but like your people told you right now would not be a good time unless you paid the cuota....right now le frontera is the wild wild west gone bad....sad too say but Reynosa was much better off when the gulfo cartel was ran by the brothers....it has gotten much worse since M3 was killed last year.....keep that thought though ,maybe oneday
ReplyDelete@2:44pm no one has to tell me hispanic families support each other no matter what... i was raised that way but i also brought my wife from mexico legally on a fiance visa. i have also lived in mexico... and without a doubt, the same ppl that bring in drugs also bring ppl across but to imply the drug trade success in the us is based on family ties is just wrong... sure, hispanic families generally dont rat each other out but not every recently arrived mexican family are involved in the drug trade. i know plenty of mexicanos that just got here and not one is involved in the drug trade...nor is anyone in my wife's family or extended family...nor anyone they know. while someone in a family might bring someone into the drug business, they are very few drug trafficking families where everyone is involved...they do exist but the success of the drug trade isnt based on mexican families. the drug trade uses the latino community to blend in and hide in...other latinos in the community and their ties with each other is what makes the drug trade successful here. blaming mex families for the drug trade success helps perpetuate the myth that the majority of mexicans use drugs...and thats not the case

ReplyDeleteThe reason that Reynosa is worse off now is that the Cardenas brothers had everything under control.....government..police....transitos and more importantly..LOS ZETAS.....businesses were allowed to operate freely...no paying cuotas...no kidnaping....no extorsion......If crime was going on in your neighborhood.....there was a number you would call and the Gulfo took care of it....believe it or not they gave a lot to the poor....especially at Christmas and school kids starting back to school.....they wanted the streets peaceful and the support of the people.....after tony the tormenter was killed all hell broke loose....the Zetas broke off kidnapping extorting.....I know firsthand what it is for them to show up and ask for the cuota....I paid four gran US last year to get my sister in law back.....well when M3 ran the Zetas off he restored the calm but after he was killed.. the gulfo broke off into all these factions fighting, extorting, kidnapinh etc..plus Los Zetas keep sending operatives into Reynosa commiting thing that never has been reported in the press...like raping literally dozens of small kids boys and girls...In no way am I saying I support the Gulfos...just stating the facts.....I use to ride around on my motorcycle in the middle of the night with no problems....but the last 3yrs have been hell on earth.....believe me at one time I bet all of Tamaulipas. would have 90 percent voted one of the cardenas brothers for governor...that is how well liked they WERE..

another way to find this is type in lupe trevino and look for x files. mind blowing stuff the fox is guarding the hen house. one of the main reasons you will not hear about spillover violence along the lower rio grande river.

When they put sheriff Brigido Marmolejo in federal prison, the sob did all his time crying like a baby. When I remember this guy I just get sick. He was supposed to be one of the toughest sheriffs in the Texas Valley, and in prison he cried louder than a quinceañera begging for some cock.
ReplyDeleteMore dirty cops in the valley! Im not saying it doesnt happen anywhere else because it does, but every couple of months some cop gets busted there. Thats why more agencies need to start giving polygraphs and regular piss test to all employees, especially upper ranks and task force members, this is embarrasing to the good cops out there trying to make a difference. Police academies should focus on good recruits not just the money!

I agree........where is the national news media with this story???????? Sheriff Trevino is supposedly Obama's point man here in the Texas valley and Obama's much quoted "expert" on there is no spillover violence......we talk about Mx lack of reporting on corruption and look at the lack of news coverage this has had..........of course its probably not politically correct to look into the epidemic of corruption of the "Hispanic law enforcement" on our borders..........call in the national guard Gov Perry.......remember the Alamo!!!!!!!!
