The Police detain in Tamaulipas Jose Guadalupe Reyes Rivera, identified as an operator of Los Zetas, and is accused of having planned and taken part in the killing of 72 migrants in August of 2010.

Elements of the Federal Police apprehended Jose Guadalupe Reyes Rivera, "El Sasi", identified as an operator of Los Zetas and one of those probably responsible of having planned, and killed the 72 migrants in San Fernando Tamaulipas in August of 2010.( See Link to BB reporter Ovemex original report)

The capture happened after an arrest warrant was ordered by a Federal Judge of the Second District in Penal Processes matters with residence in Tamaulipas.

The Prosecutor General of the Republic offered a reward of five million pesos for information leading to his capture.

Reyes Rivera was apprehended in a mechanics garage located in the Camino al Pueblo Colonia, in the Tamaulipas capital of Ciudad Victoria, he was immediately transferred in Matamoros Maximum Security Prison.

It’s been six months since forty-three students from the Ayotzinapa Normal School went missing in the town of Iguala, in Guerrero, one of Mexico’s poorest and most violent states. 

In the indigenous communities of La Montaña and the Costa Chica, where many of the students lived, the disappearances are only one example of the crime, corruption, and impunity that plague the region. 

As Abel Barrera Hernàndez, a human-rights activist, said, “Here in the mountains . . . you live with the demons.”

Note: Abel was wounded in the initial gunfire, and was transferred to the hospital.  He texted his parents and informed them that he was being treated.  He was not heard from again, giving credibility to the reports, that hospital personnel handed over injured normalistas to municipal police.

Family of Miguel Angel Felix Gallardo Recovers Property

After almost 25 years the PGR have failed to prove that a property belonging to Miguel Angel Felix Gallardo was bought with "ill gotten gains".

A woman, from the family of drug trafficker Miguel Angel Felix Gallardo, obtained an amparo in a Federal Tribunal in the state of Jalisco for the Prosecutor General of the Republic, to return a property confiscated after the detention of the leader of Guadalajara Cartel in April of 1989.

The First Collegiate Tribunal in Penal Matters of the Third Circuit confirmed in revision, awarded the amparo and justice protection in October of last year, by the Sixth District Judge specialising in material matter, to Mrs Alicia Felix Salas.

The complainant has claimed since the end of 2013 the restitution of property located in the Calle Paseo de los Parques, between las Calles Paseo de las Colinas, and Colinas de San Javier fraccionamiento, leaning on an assurance warrant issued by the Public Prosecutors office.

The residency in question forms part of a series of insured assets in various entities of Kingpin Miguel Felix and others, in the preliminary investigation 1379/SC/89, however the prosecutor never put that property to a judge for nearly 25 years and its final condemnation is not resolved.

El Aquiles: 8 Tons seized in Tijuana

8 Tons of product de Aquiles seized in Tijuana

In the latest large drug seizure in Tijuana, shortly on the heels of a 319 kilos of cocaine in a safe house, and 19 tons of marijuana at Otay, 8 tons were seized in Cerro Colorado.  The product was taken last week, on March 27.  Authorities conducting searches checked a white freight liner, tractor, eventually  using K-9 dogs, revealing 8 tons of marijuana, in marked packages.  

The packages were marked with 'A' and 'J' letters, and intelligence from unknown sources indicates this is the insignia, or one of the insignias of Aquiles.  Previous ones included the Captain America logo, on marijuana bales heading into the US from a Tijuana based tunnel, which were found in November 2011.  

Alfredo Arteaga Azarte, and his brother 'La Rana' are said to be the chosen people of Mayo Zambada in Tijuana.  They along with a lengthy list of alleged Sinaloa family and associates are under indictment in San Diego, for drug trafficking conspiracy charges.  So far they have evaded all attempts, though cell members and enforcers have been detained.  

Aquiles and La Rana came into prominence in the post Teo days, proving themselves as reliable conduits for shipments through Baja and Tijuana, and they grew in power since, maneuvering through the retail wars, arrests, murders that took many of the cells and lieutenants down over the last 5 years.   The shifting alliances were bloody and chaotic, and Aquiles and La Rana, considered the enforcer of the two, have had a price on their heads since 2010.

Part one: "El Mencho" replaces La Tuta for control of Michoacán

The weakening of the Caballeros Templarios (Knights Templar) provides a  Michoacán takeover by the Jalisco Cartel New Generation (CJNG)  with alliances with “Los  Viagras" and "El H3”, also known as La Tercera Hermandad-. (The Third Brotherhood)

Part one of two: 

CJNG expansion set in place in April 2012, to acquire and control drug routes in  Michoacán that connect the port of Lázaro Cárdenas, Tierra Caliente and  La Costa, and  the farming of marihuana, poppy, and the development of syntectic drugs.

With the retreat of the Templarios, after the pursuit of the federal government in the state, the CJNG advanced and allegedly infiltrated some self-defense groups, while establishing agreements allowing CJNG to cultivate drugs in Michoacán.

Dr. José Manuel Mireles (Tepalcatepec) and Hipolito Mora (Buenavista Tomatlán):

Mireles and Mora, two autodefensa founders and leaders, repeatedly complained that some members of the Rural Forces who first took up arms to drive out the Templarios, had an alliance with the cartel. (CJNG).

Even Servando Gomez Martinez "La Tuta" -now imprisoned in the Federal Social Rehabilitation Center 1 'Altiplano'- said in a video that CJNG sought to seize  territories in Michoacán.  And that they had partnered with Rurales and others to aid in their fight to gain Michoacán territory.

CJNG,  Los Mata Zetas

In July of 2009 in a  Cancún, Quintana Roo, residential neighborhood, was an abandon grey colored van.  Inside the vehicle were the bodies of three men with plastic bags over their heads, and a narco cartulina message:

“We are Los Mata Zetas, (kill zetas) a new group that is against kidnapping, and extortion, and we will fight against Los Zetas in every state for a cleaner country”

The Mata Zetas were the armed enforcers- of - Cártel del Milenio, having an alliance with the Sinaloa cartel and CDG to contain and exterminate their rivals.

After the death of Ignacio Nacho Coronel (July 2010) and the arrest of Oscar Orlando Nava Valencia, alias El Lobo Valencia  the Milenio Cartel leaders, the organization was fractured.

[Lucio's Note:Mexico extradited “El Lobo” Oscar Orlando Nava Valencia, former capo of the “cartel de los Valencia” or Milenio cartel, to the U.S. in January 2011, to face charges of conspiracy and drug trafficking before the U.S. District Court for the Southern District of Texas.]

Nemesio Oseguera “El Mencho” and Martin Arzola Ortega, “El 53” founded CJNG,  another faction called  itself “La Resistencia”, both organizations fought for control of Jalisco.

Martin Arzola Ortega, “El53” was arrested in July 2011 leaving Nemesio Oseguera, “El Mencho” full control of the organization.

CJNG maintained an alliance with the Sinaloa cartels and CDG to exterminate the Zetas, for control the production and distribution of cocaine, marijuana and "meth".  They began to have presence and exert power mainly in Colima, Guanajuato, Veracruz and Jalisco .

CJNG was also known as Los Torcidos  as they were attributed for betraying Nacho Coronel.

They began by  presenting themselves as avengers; 

“Here in Jalisco we will not allow other groups in that want to impose their famous fees ... Do not worry! That while CJNG is here we will  not allow the destruction of our own state. "

In September 24, 2011, after the appearance of 49 corpses in the streets of Boca del Rio, Veracruz, the Mata Zetas -and as part of CJNG- released a video in which they offered "apologies" to the people of Mexico and the federal corporations.

"If our acts offended the society of Mexico and federal corporations we apologize on behalf of the whole group.  The intention was to give the people of Veracruz a message,  that this scourge of society (Los Zetas) are not invincible ".

[Inserted by Lucio: The biggest problem with their message is that none of the victims dumped in Boca del Rio were Zetas or had a connection to organized crime.  They were innocents taken off the street with assistance of the municipal police, and used as props.  Subsequently the entire municipal force was fired after not one officer could pass a poly.  Read more by following this link]

Where in the world is Broly Banderas?

The social media loving scicario seems to have vanished. 

Broly Banderas, whose legal name is Antonio Olalde, could not get enough of selfie posting and social media shout outs, and had a huge following.  He regularly posted updates and then abruptly left social media and no further reports of his whereabouts or anything about him was forth coming.

La Tuta mentioned Broly in one of his videos.  Real or not he gave the impression he did not know Broly, who is/was one of the leaders of an enforcer group working for Caballeros Templarios.  But Tuta seemed intrigued  with the social media aspect of Broly’s life and knew the number of followers Broly had accumulated on Facebook.  He did say Broly was from Sinaloa, but he acted as tough he knew nothing more about him.

Broly spoke about the dangers of his posting on social media, and the need to be cautious of what he posted.  Texcoco was able to have access to him through a mutual friend.  Texcoco shared with BB the only known interview of Broly, he was direct in answering questions, sent in by readers, but refrain from answering some,  “I am not going to answer that”.  Grillonautas ran an interview which Broly quickly deemed it fake.

City in Mexico Bans Narco Songs

With the recent spate of killings of Narcocorrido singers (as reported here on BB) in the last few weeks, inevitably the issue of banning Narcocorridos surfaced again.   The City Council of Chihuahua City, capitol of the Northern state of Chihuahua, has passed an ordinance banning the performing and distribution of Narcocomidos.  Violators are subject to fines of around $20,000 dollars and up to 36 hours in jail.  

The capital's city council has decided to put the ban into action and stiffen the penalties as they believe narcocorridos promote crime and violence while apologizing for and glorifying organized crime figures.  The council's decision followed a shooting at a narco corrido concert in the nearby city of Parral that reportedly left two dead and one wounded.

In 2011 the state of Chihuahua Legislature approved a statewide ban on narcocorridors but it was never implemented by local municipal authorities.  In 2011 Sonora's Governor Mario López Valdez issued a ban on  Narcocorridos or corridos about crime in bars, pubs, restaurants  and nightclubs.in the state.  Violators would have their liquor licenses canceled or revoked.    

The Federal Supreme Court overturned  Lopez's  ban as being unconstiturional and over-reaching his authority and  it was considered contravening Mexico's Freedom of Expression laws.  

Tijuana city, Baja California state and Nuevo Leon state have all imposed similar bans.

As reported on Borderland  Beat by Buggs, during the Calderon administration  a PAN legislator  tried unsuccessfully to make performing or producing drug ballads punishable with up to three years in prison.

El Charly of Beltran Leyva organization caputred in Monterrey Nuevo Leon

After an operation in the south of Monterrey, the Marines detained a man known only as "El Charly" who operated in the Town of San Pedro.

A member of the Beltran Leyva Cartel was detained after an operation carried out by the Marines in the south of Monterrey.

The man only identified as "El Charly", who operated in the town of San Pedro Garza Garcia, Otis : readers might recognise this place from article about the capture of Z-42.

Yesterday around 16:00 hours, Marines searched two buildings in Lomas del Hipico Colonia, located about the Valle Atlo highway, in Monterrey. Subsequently the units searched the buildings caught the detainee and left heading towards the state highway.

El Charly is now identified as Carlos Adrian Contreras Cepeda, who at the moment of his arrest was carrying arms and drugs. The arrest happened when the Marines inspected a car, in which the presumed criminal was travelling. The said criminal had a rifle, hand gun, five spare magazines, 84 rounds of ammunition, and more than 4,600 packets of drugs with the characteristics of Marijuana and Cocaine.

The Marines took him into custody and read him his rights.

The person, his guns, presumed drugs, vehicle and effects were put at the disposition of agents of the Public Ministry of the Federation in the town of General Escobedo, Nuevo Leon.

DEA agents have sex parties in Colombia, Cartels foot the bill

“Agents were provided money, expensive gifts, and weapons from drug cartel members.  Some DEA agents who participated in the parties denied knowing about cartel involvement, but the IG report says “information in the case files suggested they should have known the prostitutes in attendance were paid with cartel funds.

The sex parties occurred in government leased living quarters where “agents’ laptops, BlackBerry devices and other government-issued equipment were present,” posing a security risk and “potentially exposing them to extortion, blackmail, or coercion.” ..........

Agents of the Drug Enforcement Administration reportedly had “sex parties” with prostitutes hired by drug cartels in Colombia, according to a new inspector general report released by the Justice Department on Thursday.

In addition, Colombian police officers allegedly provided “protection for the DEA agents’ weapons and property during the parties,” the report states. Ten DEA agents later admitted attending the parties, and some of the agents received suspensions of two to 10 days.

The stunning allegations are part of an investigation by the Justice Department’s inspector general into claims of sexual harassment and misconduct within DEA; FBI; the Bureau of Alcohol, Tobacco, Firearms and Explosives; and the U.S. Marshals Service. The IG’s office found that DEA did not fully cooperate with its probe.

The congressional committee charged with federal oversight is already promising hearings and an investigation into the allegations.

House Oversight and Government Reform Committee Chairman Jason Chaffetz told POLITICO on

Thursday he wanted the agencies involved to swiftly fire those involved and that his panel would immediately start digging into the allegations.

“You can’t ignore this. This is terribly embarrassing and fundamentally not right,” the Utah Republican said. “We need to understand what’s happening with the culture … anytime you bring a foreign national into your room, you’re asking for trouble.”

Explaining the Violence in Acapulco in Recent Months

As previously reported, the arrest of Josué Gutiérrez Sandoval, alias "El Durazno", last December appeared at the time to have triggered a wave of violence in Acapulco, Guerrero.  It was then that I mentioned that there were rumors of a "reorganization" taking place within the Cártel Independiente de Acapulco (CIDA), though only recently has enough information came out in order to better understand the situation that was occurring.

Though the exact timing has not been reported, it appears that it was around this point that a dispute broke out between the then leader of CIDA, Víctor Aguirre Garzón, alias "El Gordo", and Ronaldo Mendoza Matilde, alias "Big Mama", who was not on my radar at the time, but was apparently referenced in a banner in February 2011.    Federal authorities contribute around seventy crimes that were directly connected to this fight.

The question remains, which side did the other leader of CIDA, Víctor Noel Piza Nogueda, alias "El Erizo", take.  Regardless, on January 12 it was reported that Luis Alvaro Leon Morales, alias "El Canario", an operator directly connected to "El Erizo", was arrested, likely based on information that was given by his rivals as part of the dispute between "El Gordo" and "Big Mama".

On February 5, "Big Mama" was arrested in Mexicali, Baja California, where he had moved temporarily, fearing that he would be killed by members of CIDA if he remained in Acapulco.  It was reported that authorities linked him to kidnappings, homicides, and extortion, including businesses and teachers, in colonias of Acapulco such as Cayaco, La Sabana, Renacimiento, and Emiliano Zapata, as well as an attack against a secondary school in the Coloso colonia, which took place last December 8.  It was reported at that time that he was once a member of a criminal group operating in Acapulco, a clear allusion to CIDA, but had left the organization in order to form another group, which was not named in the article, which generated a territorial dispute.

For the third occasion since he was incarcerated in the Maximum Security Prison of Puente Grande in Jalisco, the presumed Narco-trafficker Ismael Zambada Imperial, son of the leader of the Sinaloa Cartel, Ismael "El Mayo" Zambada Garcia, made a demand for guarantees of medical attention.

A letter signed by Zambada Imperial was introduced in the Federal Court of Jalisco and turned over to the Fourth District Court of Amparo in Criminal Matters of Zapopan, where the record was filed case no 399/2015.

"El Mayo Gordito" was detained on 12th of November 2014 by the Marines, the Director of Cefereso No. 2 "Occidente", has refused to provide medical care and medicines, without revealing what condition he suffers from.

Chiapas: PRI activists behead son of Green Party Leader

Six PRI activists were arrested by the Attorney General of the State (PGJE) as suspected of beheading the son of the local leader of Partido Verde, who was found dead last Monday.

On Monday 23 morning, residents of the municipality of Altamirano reported the discovery of a headless body in the road that stretches from Morelia-La Laguna.  Immediately agents of the Municipal Police and State Preventive Police (PEP) arrived on the scene.

When the agents of the Public Ministry arrived, the head was found to one side of the body.

Witnesses reported that the individual who was identified as Amilcar Guzmán Jiménez, 40 years old, who had been seen drinking alcoholic beverages on Sunday afternoon.

After the murder of Amilcar Guzmán Jiménez, the Attorney General of the State initiated investigations and  disclosed the names of the murderers.

The investigations disclosed that days before his assassination, Amilcar Guzmán Jiménez, who was a member of PVEM and son of a local leader of the party, was threatened with death by members of the Institutional Revolutionary Party (PRI).

This led to the arrest of Ranulf Pérez Méndez, Moisés Pérez Méndez, Jorge Braulio Pérez Hernández, Ronais Hernández Guzmán, Rosember Méndez Pérez Pérez and Fidelino Pérez, all local PRI activists, who were presented as the main suspects in the murder/decapitation.

Authorities have not provided an official statement, but it is presumed that the motive for the murder could be a rivalry between political parties in the municipality of Altamirano.

Boss of a Cell of CJNG, one of the victims of confrontation in Jalisco

After a new confrontation occurred on the Monday night in Jalisco, the second of the week, the State Attorney General confirmed the death of four presumed criminals. Among them was Heriberto Acevedo Cardenas, "El Gringo", Boss of a cell of Cartel Jalisco Nueva Generacion, and only identified now.

According to the Attorney General Luis Carlos Najera, "El Gringo" was the leader of organised crime cells in the Towns of Tlajomulco, Cocula, Zacoalco, Tapalpa and Atemajac de Brizuela.

Further to this he was the guy who bribed the Cocula Police Chief to enable the Cartel to work freely, forcing the State Attorney to take charge of security in the town since last December, he said.

At the press conference, the prosecutor said the alleged cartel leader, orchestrated the attack in which four soldiers were killed who secured a fuel farm in the Town of Guachinango in May 2014.

Narco corrido Singer Rogelio Brambila Lizárraga, Killed in Tijuana

Today the Baja California’s attorney general’s office confirmed the death of Rogelio Brambila Lizárraga, a singer of the Tijuana Norteño band "Los Plebes de Arranke".

He was murdered in the early hours of Saturday.  He was killed on Manuel M. Flores Street in the Montebello division of the border city of Tijuana.  His body, in a sitting position,  was discovered inside a white Audi with gunshot wounds. There were several bullet impacts on the vehicle body and windshield.

The Tijuana based group "Los Plebes de Arranke" is known for composing and singing corridos that are in reference to the Arellano Felix Cartel. 

The Twenty-two year old was asleep at home when he received a phone call at 1 a.m., that caused him to leave his residence.  He told his family he was leaving; “to buy tacos”.

Shell casings from 9mm and .40 caliber weapons were found at the scene.

Arrested: "El Comandante Ramas" , Zetas Tamaulipas Regional Chief

Some reports are calling today’s arrest of Comandante Ramas,  as “the man who was the replacement for Z42”, “Z40’s closest compadre”,  And “the greatest target subsequent to  Z42”.

While he is/was a long time Zeta and an important regional leader, he has never been mentioned as

the new Zs premier leader.

His name is Ramiro Pérez Moreno, alias “El comandante Ramas”, “7-4”, or “El Rama”.  As of 2013 he was reported as the Jefe de Plaza for Nuevo Laredo.

Escaped from prison in 2008

In researching his history there isn't much in the press/blog archives, but there is an interesting story from 2008.

In 2007, "El Ramas," was arrested in Coatzacoalcos, Veracruz, along with Salvador Alfonso Martínez Escobedo, "La Ardilla,"- a close friend of Lazca, who  later became a senior Zeta- and with Gerardo Sánchez Trujillo, Alfredo de la Fuente Ramos and Luis Antonio Rodriguez Azuara.

They were incarcerated, when a year later, an armed commando with AK47s and AR15s burst into the Centro de Readaptación Social (Cereso) "Duport Ostión" in Coatzacoalcos.  

After the gunmen immobilized guards and officials, they liberated all the men named above, who were apart of the 2007 arrest. 

The armed commando was described at the time: “a group of Los Zetas, the armed enforcers for Golfo Cartel”

What is reported about Monday’s capture, as reported by Tamaulipas State government:

The Tamaulipas Coordination Group announced that in an operation by state and federal security forces, on Monday March 23, Ramiro Pérez Ramos "El Rama," classified by the National Security Commission as regional commander of the cartel Los Zetas and one of the leaders of that group, was arrested in the city of Nuevo Laredo.

He was added to the Federal list of 14 priority objectives in the second phase (2014) of Tamaulipas Security Strategy.

A ground operation led to the arrest of Pérez Ramos with several of his accomplices identified as Carlos Roberto Hernandez "El Pato," Humberto Eleuterio Gutiérrez Martínez, "El Sonrics," Luis Rolando Caudillo Garza, "El Guicho," and  Daniel Israel Peña de la Rosa "El Piedrolo."

They refer to him as Ramiro Pérez Ramos, however his booking name in 2007 in Moreno not Ramos.

A group of Auto Defensas of the frontier city of Matamoros threaten to kill 10 members of organised crime for every innocent civilian that is killed by any group identified with the Cartel del Golfo.

The proclamation appeared hours before a corpse appeared executed with a coup de grace in the San Angel Colonia on the outskirts of Matamoros this past 19th of March.

They were warned in advance, first the Commanders, then the pointers and the hawks, all of the people that work for Angel Prado Rodriguez alias "El Orejon" or Ciclon 7 are to be assassinated, the town of Matamoros requires your blood, while you have bathed in the blood of the innocent, continue killing good people Angel Prado, and we will kill ten of yours for every innocent. Indicated the text that started to circulate on social networks that are against the violence in the frontier of Tamaulipas

The supposed group of auto defensas say these have assassinated two men of Ciclone 7 identified as "Memo" and "Bogar".

Until now the only group of Auto Defensas that are operating in Tamaulipas is the armed column of Pedro J Mendez that appeared in the rural Municipality of Hidalgo.

The column was associated with a faction of the CDG " Zeta Cleaners", and its three years since they stopped extorting, kidnapping and committing other crimes in Central Hidalgo, but they continue in surrounding area.

singer javier rosas gunned down

Singer Javier Rosas was shot along with three others in Culiacan, Sinaloa, resulting in two people being  killed and two injured.

The victims were travelling in a white Suburban in the parking lot of a department store when they came under gun fire.

Javier Arturo Rosas Almaral, 23,  is originally from Culiacan, became famous for the ballad “En la sierra y la ciudad”  (From the mountains to the city) better known as “La China”

One of victims was killed while still in the vehicle.  The other three including Rosas ran towards the department store entrance doors when they were shot, one being killed at the scene, the two others, including Rosas, were  injured from bullet impacts.

It is reported that one of the dead was identified as Adolfo Antonio Lizarraga of Hermosillo, Sonora and Carlos Almaral, cousin of the singer, who was dead in the van.

The shooting occurred on  República de Brasil street.  Rosas was transferred to a hospital, where Bandamax is reporting the singer as in critical condition and has undergone surgery.

Just three months ago in December, 2014 gunfire broke out at a Rosas concert while he was  singing at a Durango night club.  See below for a video of several clips from that December incident.
