Kidnappers Use Government Data

Mexico City (October 29 2017).- To select their victims of extortion and kidnapping, organized crime groups have used federal government databases.

A report from the National Center for Planning, Analysis and Information for Combating Crime (Cenapi) of the PGR indicates that the the Jalisco New Generation Cartel, in particular the Gonzalez Valencia brothers, pioneered the implementation of this technique, from paramilitary groups in Colombia.

Since the 1990’s, the Cuinis found in the kidnapping of avocado workers an alternative entrance to drug trafficking, that they carried out by accessing information from the former Secretary of Agriculture.

"It was an 'intelligence system', which consisted of reviewing the department of health registry of the then Secretary of Agriculture to know who were the farmers with large areas of avocado production - where their gardens were located - and how much their sales reported for export," says the document, signed on July 4, 2016 by Víctor Hugo Pérez Castro, director of the Cenapi sector, and handed over to a federal judge.

 "To the wealthy farmers," he says, "a quota was imposed on them and those who refused, or their relatives, were kidnapped or killed, as a form of pressure until they gave way."

This tactic, says the intelligence agency of the Attorney General, began to be replicated by other criminal groups such as La Familia Michoacana, in the middle of the last decade, and by the Knights Templar, at the beginning of the present, converting villages like Tancítaro, the largest producer of avocado, "as a source of financing parallel to drug trafficking."

The document states that, although there is talk that between 12 and 18 people are members of Los Cuinis clan, the ministerial authority has fully identified 9 of them as part of the structure of the organization.

The main one is Abigael González Valencia, "El Cuini" or "El Cachetón", arrested on February 28, 2015 in Puerto Vallarta, as well as his sister Rosalinda González, wife of Rubén or Nemesio Oseguera, "El Mencho", boss of the CJNG .

Also José María, "El Chema"; Luis, Érika, Édgar, Ulises, Elvis and Gerardo González Valencia; the latter was arrested on April 23, 2016 in Uruguay.

According to Cenapi, one of the main factors that has contributed to the success of Los Cuinis in almost five decades, and that has made them one of the richest criminal organizations of drug trafficking, lies in a very closed structure based on clans.

      Drug use is heavy in almost all countries and including Mexico where I live. Did you read the article on Borderland Beat recently about the thousands of drug tiendas in just Mexico City. With signs in the windows advertising them for sale. The officials are paid to not stop them and look the other way. We know where the problems are in Mexico and it is all to common to put the blame on someone else.

      If you think that the people in the USA stopped using drugs that the crime would stop you would be delusional. These are crime syndicates and no type of crime is off the table. Just the street sales in Mexico would keep the horrendous crimes going, and maybe even more so. The authorities here in Mexico found and released 50 women yesterday in Puebla. They were kidnapped and being used as prostitutes. When does this all stop, with corrupt officials from the top to the bottom that allow things like this to happen so they can all get their cut here.

      Better question is when will the world quit using drugs? Let me answer that for you. Never! Drug use in the world has been going on for centuries.

If everyone in the world quit using drugs the assholes that get away with all the killing would find another reason to keep on killing its what they do .       Drugs are here to stay. Moreover, the corruption by officials on all sides of the country. Better yet, The World.
      Every country is fighting a war on drugs; from pushers, users and its corruptible counterparts.
      Education will be key if applied. But political forces hinder one from doing so.

But I would be proud if someone could tie together former policia judicial federal commander francisco Sahagun baca uncle of Martitha Sahagun de fox, and her "kids" the famous Bribiesca Brothers to all the crimes on and from michoacan, connected to veracruz and all the country through FECAL and EPN by las Jaliskas and La Mencha.

  3. I've bet some within Los Cuinis took notice of legendary Mexican kiddnapper Alfredo Rios Galeana and his tactics. Two of Galeana's underlings went on to create their own kidnapping organizations, Arizmendi Lopes aka "el mocha orejas" and and "Ecaletres" (don't remember the spelling). In the late 90s it seems everybody forgot that Galeana was the principal creator of kiddnapings and many went to go into drug traffiking and other crimes. Interestingly, he thought he could hide in Sol Cal, even occasionally singing under el charro desconosido in local clubs, intill he was outed. There is a very interesting back story throughout Galeana's criminal career ans his subsequent hiding.

      The hundreds of millions of pesos Rios Galeana stole were never recuperated but he was an excellent "radio patrulla" BARAPEM, EL PINCHE NEGRO DURAZO was the boss and salinas de gortari was working "behind the back" of president miguel de la madrid to become el chamuco mayor.
