Uruguay Confirms Extradition of Cuinis/CJNG Leader to the US After His Sentence Concludes

Note: This was national news in Uruguay in February 2020, when the announcement was made.

Last month, the Supreme Court of Justice in Uruguay confirmed the extradition (under certain conditions) to the United States of Gerardo González Valencia, a Mexican drug lord imprisoned in Uruguay since 2016. He is linked to Los Cuinis and the Jalisco New Generation Cartel (CJNG).

The extradition was first confirmed by an Appeals Court in 2018, but González Valencia's defense took the case to the Supreme Court of Justice through an appeal. Last month's decision is now official.

Extradition conditions
The Court allowed the extradition of González Valencia under the following conditions:

(1) Delivery is deferred until the requested party (González Valencia) obtains his provisional release or definitive release in the case followed in Uruguay. This means that González Valencia will have to serve his sentence in Uruguay before being extradited to the U.S.

(2) González Valencia should not be tried or convicted for crimes other than those referred to in the extradition request, except for the cases set forth in paragraphs 1 and 2 of Article 13 of the extradition treaty between the U.S. and Uruguay.

(3) No death penalty or life imprisonment should be issued against González Valencia.

Background
Gerardo González Valencia is the brother of Mexican drug lord Abigael González Valencia ("El Cuini"), who headed the CJNG and Los Cuinis. This criminal group has presence in Mexico, the U.S., Europe and Asia. He is part of a large clan within the CJNG. González Valencia was allegedly responsible for coordinating international money laundering schemes by using shell companies to purchase assets in Latin America, Europe, and Asia.

His wife Wendy Dalaithy Amaral Arévalo was reportedly working with him on this large money laundering scheme when the couple moved from Mexico to Uruguay in 2011. He had millionaire properties and businesses in Punta del Este and Montevideo.

The original documents of the investigation framing González Valencia were leaked in 2015 through the Panama Papers, where it detailed real estate transactions and industrial sector investments tied to him. After a multi-year investigation by Latin American officials and the U.S. Department of the Treasury, González Valencia was arrested in Montevideo, Uruguay, in April 2016, and imprisoned for money laundering charges.

That year, the Organized Crime Judge Adriana de los Santos prosecuted González Valencia for money laundering along with four other people who assisted his efforts.

Due to González Valencia's high-profile and international links to drug trafficking groups, he was imprisoned in the Guardiana Republicana units, a high-security facility in Uruguay.

    1. He has not been convicted or sentenced in Uruguay just yet. What was settled in court was if he should be sent to the U.S. before this took place. Now that this has been cleared I think we can expect a decision from an Uruguayan court soon.

    1. Life imprisonment does not exist in Uruguay, hence why they added a clause asking U.S. authorities to not sentence him with that. When Mexico extradites criminals to the U.S., they often try to have U.S. authorities agree to that as well.

    1. Great point. You would think they would have extradited already, right? The guy has been closed to being released a few times. The CJNG/Los Cuinis seem to have great lawyers. Menchito was extradited but authorities struggled to send him over there.

    2. Federico Tobares was an American Informant if they ever send Gerardo to the US you will see what I mean. In one of his many meetings with the DEA he was followed and they saw him talking to them.

    3. Anon 10:1 AM: Do you have any sources I can read up about Tobares being an informant? Never heard of that before. I read that Gerardo agreed to speak with Tobares's family when he was in Argentina but his family did not want to meet because they were scared.

    5. No idea why, all I know is Gerardo set him up by asking him to drive a vehicle of his from Puerto Vallarta to Guadalajara. Federico was kidnapped after that. Investigators say Federico may have seen something suspicious while working for Gerardo, and Gerardo decided to eliminate him. Maybe Gerardo wanted to tilt the case in another direction by giving the family false leads.

They sit at table full of luxury eating finest foods while their puppet Mencho is hiding in caves doing all of their dirty work ordering mass killing all over the country.   12. Michoacanos are good people, quiet and get shit done, they are very serious and about action and that's the truth. Sinaloa Cartel is and older, more established and more professional organisation though, in my opinion Mencho and Cuinis never should have listened to whoever told them to betray CDS. No one likes "torcidos" that's why they have the nickname. But Mencho doesn't represent the Michoacanos, actually most people in Michoacán especially in Tierra Caliente dislike CJNG. So, don't confuse tweaker ass Mencho to all of the Michoacán people. The CJNG people I have seen that are die hard fans like Chema are usually from pueblitos in Jalisco and they feel special 'cus the cartel carries Jalisco name in it but in the end they will switch sides when it's time. That's "La Maña".

Valencias/Milenio, Cuinis/Mencho, Tirso, El Tío, Güeritos and possibly Los AC were allied with Coronel for most of the 2000s, this group had Jalisco and Colima on lockdown. Güeritos split towards the end of the decade, its been reported they allied themselves with the Z's and got ran out of the state. Shortly before Coronel got killed in July 2010, Proceso reported that this group was strong enough to be its own mafia. El Lobo, boss of Milenio, and his brother Tigre along with a sister had already been captured when Coronel got killed. Erick is a Valencia, he should have been the boss after Lobo and Tigre got captured. Pilo, being the right hand of el Lobo and Tigre wanted to get the crown, Molca and Papirrin supported him and that's why they called 85 and Mencho "Los Torcidos". In my area of Michoacán, CJNG has control. Lacras get 2 chances, after that you're done. No extortion. You must have a short memory, CT were wiped out of most of Tierra Caliente by autodefensa/CJNG.
