| The Amparo filed alleges acts of torture, isolation, abuse, and torment. |
A person identified as José Mora León, filed a claim for Amparo in favor of the former leader and founder of the Guadalajara cartel, Rafael Caro Quintero, against alleged acts of torture against him, as he is accused of being a victim of ill-treatment and humiliation inside of the maximum security prison Altiplano, in the State of Mexico.
The lawsuit alleges that the Sinaloa capo has suffered acts of "incommunicado detention, segregation, isolation, captivity with physical and psychological torment, mistreatment, abuse of authority, torture and life-threatening injuries."
The lawsuit was brought before the Eighth District Court of Federal Amparo and Trial in the State of Mexico, under file 1182/2022, against the general director of the Federal Center for Prevention and Social Reintegration number 1 Altiplano, based in Almoloya de Juárez. Therefore, the suspension of these acts allegedly committed against Caro Quintero was ordered.
In the trial of guarantees, it was established that the responsible authority must issue a report on the indications and compliance with the protection measures within a period of no more than 24 hours.
The former leader of the Guadalajara cartel managed to prevent his extradition, momentarily, through an Amparo, while the trial of guarantees is resolved. Rafael Caro Quintero is wanted in the United States for the murder of Enrique Kiki Camarena, an agent of the Drug Enforcement Administration (DEA); the crime occurred in 1985.

Or let the law do what it does- badly, imperfectly and incredibly slowly. Of course the process is hypocritical, but anybody who thinks he should be a free man is either ignorant or an even bigger hypocrite.
