A Cartel Threatens You Into Recruitment... What Would You Do?

DD said...”What would you do?”
What would you do? You are a state police officer whose duty is patrolling the highways looking for speeders or drunk drivers. You have been on that job for many years. The worst corruption you have been guilty of is taking a small mordita (bite) occasionally when you stop a speeder. You are parked at one of your usual spots watching for speeders. It is just after dark. Suddenly a black SUV pulls up and parks in front of you. A pickup with it's lights on bright pulls up close behind you. Four men appear at the front windows of your car. One enters the passenger door. He hands you a set of keys and says "this is the keys to the new pickup behind you. If you don't accept this gift, we will kill your wife and daughters in a horrible way" And they call your wife and daughters by name. They tell you all they want of you is a little information from time to time. You will receive a monthly sum of money as a gift to show our appreciation. You have to give us your answer right now. Do you accept our gifts?

This happened to the uncle of my niece's husband several years ago. What would you do in his shoes?"
A BB reader and forum contributor know as "DD" wrote the above comment in the comment thread for my post  titled "My Son is One of Them, But he is a Good Person"
 
DD” is a friend. He is educated, kind, thoughtful and fair. He’s a Texan who years ago along with his wife and son moved to Mexico, her home country.  In both of the Mexican cities DD and I are in, the plaza is governed by the last letter, Z,  or “the letter” as they say in Mexico. We connected through BB, and he is one of two people that I allowed to interact with my office staff, something I just do not do for security purposes. I trust him. His comment compelled me to also weigh in on this topic.
Before my move to Mexico had I been a reader of this post I would have been sanctimoniously blaming the mother, blaming the son, and sure in the conviction that he had choices and his mother has her head wedged in a dark nasty place. 
Drawing from my personal history and  the safe, strong, law and order American society that I grew up in, I would be critical and disbelieving that anyone could be forced into criminal behavior.
When I read this story the faces of the children I have known since they were beginning their lives flooded my memory. I am going to speak to you in general terms, I realize there are exceptions. Mexican parents are just like you, they have dreams for their children of enjoying a better life than that  which they have lived. But the drugwar violence intervened, and now the wish is for them to be exempt from the narco life, stay safe and not have their lives terminated in their youth.
Nine years ago in Mexico, narcos were an off topic between friends, family, and unequivocally never spoken about at school. Life was surreal to me, as no one would speak to me about the narco war, or narco events in our city. If I would bring the topic up, it was met with nervous chuckling and subject went nowhere. Everyone knew who the narcos were, where they lived, some of the activities, most everyone had relationships with a narco, they may be a friend, a family member, or a neighbor. But,  no words spoken.
That was then. 
About 3-4 years ago things changed. Children began openly speaking about narcos. Poor children began aspiring to become a narco, or to marry one. A girl spoke of her dream to be a teacher and was mocked by another “you will be poor, and I rich because I will marry a narco”.
Children began drawing pictures reflecting narcos and their lifestyle. On Dia de Los Muertos, a day to honor the dead, children sometimes dressed in sicario costumes and made altars honoring a dead narco who lived the life. Things became more open.

I was crushed to begin recognizing the faces with the nextels. The sweet-faced babies whose mothers would proudly introduce to me, are now middle school age or younger,  spending their hours on designated spots working as a "halcon" (lookout) for narcos.
About the post. I posted it to see where readers were with this issue. To hear from you and how you feel. The truth is this story could be told thousands of times by thousands of people and it can be 100% true. This story absolutely happens. People, adults and children are forced into criminal activity. If it was a simple offer to be rejected with no penalty, the overwhelming majority of people would do so. But when you family is threatened, your mother, your child, whomever, it is a different game. What would you do? I saw a comment, “they should move from the area” ha! If only that easy. We are talking about people that live in poverty or has an extended family so large it is impossible, you see extended family are not exempt. You disappear, and their lives can pay the penalty. Your refusal is made into an example of what will happen to those that do. 

Allow me to play the devil’s advocate in this story. Lets concede the son in this story was lying, he joined of free will.  Martha loves her son. The son adores Martha. That is evident because he either saved her life or invented the story for Martha to save her the pain of knowing that her son freely chose this path. So, he is a good son in that respect. And why would he choose the threat story? Because he knew she would accept that story, because it is a fact that many young people and adults are recruited that way when the money is not enticing enough.
Are there those that freely choose the criminal life with cartels? Absolutely. Do some children aspire to be a rich narcos and are recruited by their free will? Ditto.
However, many are forced into the life, and in southern Mexico in places like Michoacán when children are age ready, narcos barge into private homes and kidnap young males. Adults in key positions such as police, or media are often targeted.

With respect to those who choose the life, Mexican society and its movers and shakers have done this to themselves. By marginalizing the poor and perpetuating a racial discrimination against Mexicans of Indian ancestry, they have excluded them from an education that has parity with the middle and upper classes. By middle school they become NiNis, I cannot place blame against those that are outcasts of society. Clearly they are culpable for their actions, but the motivator is hopelessness, lack of education, lack of opportunity. In a country with the majority of persons  below the poverty level, the decisions to exclude certain people,  would come home one day to bite society in the ass. 

And it has. NiNis are the biggest pool of recruitment for cartels. Society has made this so simple for cartels to acquire those foot soldiers, the bottom layer, all these young dead bodies you see in photos in the aftermath of a shootout.
El Chapo himself is illiterate. The travelling teacher that visited his town in the sierras stopped going when he was 8 years old, so there too was the end of his education. He is so restricted in reading and writing that while in prison he would dictate his words to another prisoner to write his letters. 
 
This is a gray area issue that is so complicated one can’t explain it in a post, it takes devoting time to the issue and studying it. A fast study is to live among it. I have begun an article about a nini named Carlitos. I met him a construction site, I spotted him as he was struggling to maneuver a wheelbarrow filled with wet cement. He was 13. He was completely illiterate. We began a journey that day that has been astounding. His story is a study in the lost potential of millions of children thrown away by Mexican society, deemed not worthy of an education. It has had its bumps, and near misses, as Carlitos visited his hometown of Monclova for a summer staying with a childhood friend and was almost recruited. He is now back on the educational path with an incredible story about his journey to become educated.

And those children that survive the violence, how will this emotional tragedy manifest itself when they reach adulthood?  Already I have seen children that can turn off emotion completely when describing horrific events.  A young boy from Mier, living in the shelter of San Miguel Aleman, was happy, laughing and playing board games when we asked if anyone would like to speak about Mier.  He was still smiling until he spoke about the night his father was taken "by the bad guys".  He was void of emotion, speaking in monotone when describing the event.  At the end of his interview he was asked "what do you miss most in Mier?"  His face  then reflected a deep sadness when he answered, "my dog".  The children exposed to the violence are not given counseling. These are the children of Mexico's future.

So, as DD asked, “what would you do?”, your life and that of your family are threatened, there is no such thing as calling the police, as the police are also "with them"....I know what you would do, unless of course you are a sociopath, you would go along with the program.  That is my guess.

  3. in that situation,i take the truck, the money, use it to get my family out of there, saver the money to try for asylum in the usa, if that doesn't work, smuggle them in, out of reach of the narcos, then get myself out of there, tough spot to be on, one that Americans or westerners don't understand, because we have choices, they don't, most of the cartel henchmen are expendable, the ones at the top make the real money....

    7. What I find most hilarious is, I think the action hero wannabes here really believe they would take on the whole cartel. In reality, if a cadre of sicarios walked into a restaurant they happened to be sitting in, the tough guys in here would be looking for a table to hide under. Hell, a week ago when that blogger was killed, all these tough guys were scared to death that their info would be released or exposed. No shame in admitting you're scared of a group of killers with millions and millions of dollars and a Gov't behind them.

  11. Very well stated Chivas. Bad guys are everywhere here. It is not an easy decision, there is nowhere to turn for help, nobody to trust. It is so easy, for somebody in the States, to say how macho they would be in that situation. There is an absolute sense of helplessness in Mexico. One just tries to figure out who is who and what is what. I stay straight, but believe me, you figure out who the Payasos/clowns are and you you dance a fine line with them. You play tough enough, to not get punked, but not so tough that you are a threat. You find out who runs the show and you give them respect, they will protect you from the clowns. If shit gets ugly, hopefully they will remember you, because, only the Mafioso, can call off the dogs-..everybody, I mean everybody, answers to the Mafiosos.

In that sitation 9 out of 10 people would be so scared they would agree to pretty much anything, and then they would look for a clean pair of underwear. And that is understandebal, its death looking you right in the eye forcing you to make a decision.

    Personally, I would have to take the bribe and play along. Then desperatly try to get my family out of there, we would have to run. Of course I could fight back but my family would need me alive and fighting this is suicide.

  13. Yesterday I stopped to help a broken down motorists in Washington State. It just happened to be 3 Mexican makes and 3 females... I was speaking with the males, they were in there 20's, I asked what they thought about what was happening with the cartels in Mexico and they all replied in unison, "That is why we are here, we are scared!"... I was able to get their vehicle running for them and we all shook hands, I wrote down the URL to BB for them and they were on their way...

    Having lived in the US all of my life I was guilty of being one of those that said "just say no, fight back"....now after having lived in Mexico I see things the way they really are. My eyes have been opened!

    I can now understand how it can be impossible to say no and how so many people get forced into working for the cartels.

    If given the choice of "plata or plomo"...I would take the plata...whatever it takes to keep my family alive.

  17. What we fail to realize and the person on the that predicament fails to realize, is that this question or situations like these have plague humanity thru out history. Individuals thru out history have always chosen the path or less resistance or risk, events like the holocaust were brought about the same individual of self preservation and non resistance to the flow of morality. One of the major comparisons for the current social deterioration of Mexico and be compare to the prohibition ear in the US, the same or comparable climate was cultivated, corruption was rampant in most social circles, criminal were glorified and institutions were mostly marginalized. Only the combine fear of collected groups of individuals prevailed, not in the conquest of the illegal, but in the admission of self preservation of a governmental system. For the question to have a logical respond, the concept of self sacrifice should be a moral attribute ingrained to the population. Only then will the answer acquired from said individual would be of free will.

You`re alone in a car, in the dark, and you`re up against two cars with at least 4 people, could easily be 5 or 6 total. And you can assume they are all heavily armed.   19. I personally know a few mexican families from reynosa and monterrey who have been threaten for money from their businesses and they went into hiding for a while.

    So of course if you don't have a big extended family and you just have close family in that state you can vanish and never return.

  22. You know this article makes me remember alot of.Mexico ,and is not like people.picture Mexico ,Mexico is like heaven ask any one visiting they LOVE IT!. Yesnarco stuff happen but mostly on poor areas. Just like ghettos in the usa ,the hood is full of gats ,dealers, hoodlooms. I know cuz i live in one ,each week i hear shootouts. Yesterday i heard a few shots go off. N thesis just.my block. This shit happens in every hood in any block . So i picture .Mexico and i don't think.it.can be worst then it is in the hood . Because each day we have to be on alert. But Mexico has.more fire power because lets face it is easier to get guns of high caliber in Mexico cheaper. Here in the us is also easy but u can only acquire 9,45, 38 and 22 easy trust me.
    But back to the main topic.
    Each time i think of.going back to Mexico i.play that scenario in my head. What if i get kidnap how wouldn't react tho, what if im forced to work for them. And there is no easy answer. HAVING THE EXPERIENCE OF BOTH MEXICO AND USA ,I CAN SAY THE USA IS THE ONE GIVING.THE BAD INFLUENCE IN MEXICO . BECAUSE ALL THE DEPORTEES AND MEXICAN AMERICAN KIDS GO TO MEXICO WITH THE AMERICAN MENTALITY ,MAKE A QUICK BUCK, BANG AND ACT RECKLESS BECAUSE THAT'S THE AMERICAN LIFE STYLE.   26. Don't kid yourselves, this has more to do with greed than fear. Some on this post are writing a justification. I would rather be dead than cowtow to the narco bastards. Call me psycho, I don't care, but they will not win with me, even if we die. There is some characteristic which is endemic in the Mexican culture which hat awakens when the allure of easy money and bravado are dangled before them. This isn't 100% across the board, but there is a latent characteristic in many. Go to the Dept of Homeland Security website. Near the bottom of one of their pages they have a wall of shame where corrupt officials have been branded. Note the lack Caucasian or black officers there. Note the abundance with Mexican descent. Caucasian officers heavily outnumber those with Latino heritage, and yet look at the posting... A serious lack of whites and blacks. So yeah, this is a cultural thing that can be fought by standing up to bullies in addition to curbing any inner demons or cultural inclinations.

The US is responsible for the lucrative nature of the business because we as a country and per capita basis have more descretionary money for recreational drugs than any other country, and we've had an insatiable appetite that will always insure people (rather Mexican, American, Canadian, etc) will bring America what it's eager to pay for. Simple economics....large population with money and demand = profits for entrepreneurs willing to take the risk.

      Can you imagine the revolts and blood baths in the streets of the US if the American Government really did have the inclination and ability to cease all narcotics entering the country???   31. how about this; i went to carls jr. fast food burgers in new laredo mx. met this guy that he mistake me with someone else he apologized pay for my meal he went on his way i left the place two block away from the fast food place out of nowhere three guy draw me put a rag in my face in threw me on a car drive me out of the city and beat me like hell and asked me things i dint know after some time they realized that got the wrong guy so one of the pull his gun put in my head and toll me if i wanted to die i told him no right away with out think and gave 200 us dollars and told me to no say anything to the police that was in 2003 . i went to the hospital and the when I was there they asked me what happen I said that i got into a fist fight but the sorry ass news paper put me in on of its news and stared receiving calls that they knew my whereabouts and they will kill me this time for go with the news paper...... my point is unless you are a real bad ass you will fight if you have something to defend your self and family but if you dont you end it up taken the brief as i did for fear, I live in washington now.... just wish one day i can go back

    As for me? I've sat their running radar and can picture the scenario stated very clearly. I'd be scared, no doubt. I never had extended family where I worked so I could always leave and probably would if I could. Otherwise, they only keep coming for more and more info and eventually they probably want an action done on something somewhere. No, I'd walk from the job and try selling tacos or something. I mean, how long is it before you get targeted by their rivals?

  35. Mexican cops have always been expected to be corrupt. I do not believe that this one only took a small bribe from a speeder. He took bribes and he accepted that others took bribes. He assumed (as others do) that if everyone kept silent, looked the other way and ignored the greater implications of such behavior and attitudes, that all would be well.

    Guess what? All did not remain well. All got many times worse. We have the Mexico of today because every Mexican made the same assumptions and ignored what they personally were doing to Mexico and Mexican society.

    Chivis guesses that I would go along with the narcos and accept their bribes and provide them with information in order to stay alive. Sooner or later the information I provide will result in an innocent person's death.

    Then, to survive emotionally, I must profoundly rationalize my behavior i.e. I did it to save myself/my family; i didn't know they would kill; it's the PRI's fault, it's Calderon's fault, it's the gringos fault, etc. But I'm lying to myself and I know it and there is no place to hide. Even before you decide to be a cop, you should get your family out because you know one day it's going to go down - just a question of when. Having decided that you have to decide whose side you're going to be on - are you going to let them pick you or are you going to pick them? But it seems to me that when you have huge sectors of the poor in a country that is very rich - when you have billionaires who have so much and pay so little tax that there is so little going to the government that you have a city of what... 4 Million? like Juarez protected by 1,000 police (I saw a BBC video where this number was sighted as the number of replacements available after the force was sacked. In NYC, we have twice the number of people as Juarez, but THIRTY FIVE times the number of police) this is a problem of the government being more beholden to the desires of billionaires to keep their cash than to the needs of the people for security.

    Bad people will always be there, but when good people have no way to resist them - be it going to the police, forming militias for protection, what can anyone expect?

    Look, how many jobs does Carlos Slim provide and at what pay as does el Chapo? How many schools has the wealth of Carlos Slim built compared with the CDS? Not that these are heros - though to many they are and with good reason - but they fill a role in society that the government, the oligarchs, and the church all refuse to fill.

    Just as the government threatens with prison and can draft your children into war - so can the narcos because they offer cash and a way out of poverty which the government absolutely refuses to do.

    I think it is time for the world to face it - this neoliberal/neoconservative style of governing is destroying societies across the globe. The government thinks it can pull out of society and leave it to the selfish desires of the powerful, we will only see more and more combat, more and more fighting, decaying infrastructure, and collapsing communities.

    Society must have a place to turn for protection and for education. And this public space has to have its outlines decided by those who are participating in it. This is a democracy with a strong state able to limit the worst of human behavior while enhancing and encouraging the best. Without this we just face what we have seen during the last decade in Mexico - anarchy, warfare, and people left to face lives in which there are no good decisions.

  47. Actually most Mexicans who aren't in law enforcement do say no. Why do Los Zetas need to break hundreds of prisoners from ceresos in Nuevo Laredo, Apodaca and now Piedritas? Why do cartels need to recruit Central Americans? Why do former municipales, estatales and federales make up much of all the cartel hierarchies. The answer is because the vast majority of Mexicans would never allow themselves to be recruited. In cities like Nuevo Laredo the majority of all citizens perform daily acts of heroism and courage to continue living under the shadow of Los Zetas. For every poor chavalon who becomes an halcon or runs with a street gang there are hundreds who would never submit. For every female sicaria there are thousands of young women who choose to work for low wages in the maquilas. Even in these times the chances are higher that you will be victimized and extorted by police than by organized crime. For every thug in an estaca there are hundreds of poor young men who prefer the life of a poor albanil. There is no dignity in poverty but the miracle is that most people who live in these conditions have character enough to say no. Its the same in barrios and ghettos in the U.S., and the majority of poor whites aren't tweekers. So to answer the melodramatic question posed by the author, most people living in Mexico would say no. Even 72 central Americans had the courage to say no, remember? The situation in Mexico exists because a corrupt political class and police establishment rules a sham democracy. Mexican culture is conservative in nature and that explains to a large degree why the people have not risen in arms. Also the still living memory of a revolution that occurred 100 years ago and led to the death of up to 10% of the population may have something to do with a fatalistic acceptance of life while they work to bring change.

They may wanted to free certain members perhaps, but they do it because they can and with 12 guards without weapons who assisted the escape it is a no brainer.

  51. Its weird that I notice that not anyone has asked what a "Ni-Ni" is... which is central to this story...considering what the state of the Mexican economy is and what is considered "full employment" there.

    The US's "full employment" is still considered to be 6% unemployed (thus, we are 2% over "full employment" right now; which isn't too bad [vis-a-vis]). And the US's economy is going to get better; once we get thorough the glut of homes on the market. Blue collar construction work will stabilize again.

    What about blue collar work in [agrarian] Mexico? Anyone know what "full employment" is there?

    So now, what do all those that wanna "kill the dept of ed" think of what the US can become if we have kids with a future as Ni-Nis?

  58. I don't think there is any doubt that 99% of the individuals in this not-so-hypothetical situation would take the bribe and choose to live. I know I would. So long as there's life there's hope, and choosing to end my life, or that of my loved ones, for some abstract notion of situational honor is simply not rational. I know what some of the posters here argue, that if you give corruption an inch, soon it will take your life, anyway. But we are talking about drugs, which are governed by policies and laws that are not rational. Sacrifice for that?
    Another thing that is implied in the scenario, that is obvious to people who live or have lived in Mexico, but not so obvious to U.S. readers is that a cop in the situation described here is ALONE. He cannot trust his superiors, his fellow officers, institutions outside the cop shop. Unlike U.S. cops, he cannot call the FBI or the State or Federal Attorney Generals' organized crime bureaus to look for a way out. He does this in Mexico, and he will be dead before he leaves work that day.
    One factor that nobody mentions, probably because it is so obvious, is that Mexican cops, despite their power and authority, are sitting ducks in this situation. Think guerilla warfare-- the next normal, harmless looking person can approach you and pull out a pistol and shoot you. Or any truck or car on the street can take you out. Hell, your partner of several years in the force can pull out a pistol and shoot you if your name is on the list. So, don't blame them for taking the silver.

    The comment should have been more clearly stated (...for the kids in the peanut gallery that ride the small bus to school) as: in the United States (on 9/30/2012, where 8.1% in the labor force are unemployed) there are more people unemployed WITHIN THE LABOR FORCE (2.1% more) than what is considered "full employment."

    YES; YOU READ THAT CORRECTLY. Having 6% of the people (within the total labor force) not currently employed, is known as "full employment." If the US economy is at 5% unemployment, it means that the economy has 1% LESS unemployment THAN IT NEEDS. In other words, if we have 7% unemployment in the US economy, it means there is 1% MORE unemployment than the economy needs. This means that today there is a 2.1% surplus in labor goods in the economy, right now (which would tend to lower the overall price of labor).

    So, why 6%? "Why the fuck are 6% of the people SUPPOSED to be out of work at any point in time," you ask?

    Some would argue that the Macro-Economic goal for a government would be stability in the price of labor (and all other goods for sale); that government's goal would be to strive for neither a surplus or a shortage in labor.

    Well, 6% is the employment/unemployment level at which the economy can comfortably accommodate buyers and sellers making choices about the fair price for "labour" (as you spell it). This would ensure that people can go from job to job WITHOUT CREATING AN UNACCEPTABLE DIS-EQUILIBRIUM in the price of labor (the wage for a job) within an economy; neither in favor of the employer or the employee.


    A quick example might help:

    Since you sound like you work in waste management, lets say you're employed today by waste management company #1. Then you decide that you want to work for waste management company #2 (because you can choose the company with which to work, right?).

    It would create a labor shortage in #1 as soon as you leave; increasing the tendency for #1 to pay someone more for the job you were doing (since they need someone RIGHT NOW! to replace you). That means that your choice to leave the company has created an increase in the salary company #2 (and all other companies within that industry [including #1] pay someone like you to pick trash curb side). This is known as the "price elasticity of demand").

    What prevents labor prices from increasing every time you leave your job? Wouldn't this be a great way to give yourself a raise?, you ask?

    What happens is that there would be 6% of the workers within the labor force that are unemployed (some that, like you, are also middle-school drop outs) that are available to take your spot at the same salary you were paid.

  65. My son, white American was grabbed in El Paso by the Zetas, border patrol watched to keep him there, this was end of November 2006. They then pumped him full of meth and forced him to do a horrendous crime, and filmed it. But the killer of all was on Christmas they gave him a roles. I have lost my son in unthinkable ways. Im currently being tormmented and harrrased by them for something I did in my past...They will never leave me alone..Much to my surprise they have never made any attempts to end my life even when they have had plenty of opportunities..There objective seems to be to torment me daily and ruin my life..Can't go to authority because some of them are involved..Anybody who thinks they can help my family please reply we moved 800 miles away we were tracked down and it continues not sure if its cartel but there are lots of them and I can tell they are well funded anyone who ddoesn't believe this let me know Ill show you

  67. Lucky this man was an american citizen(i think). People don't realize these cartels pull in more money than some countries. The weapons and tech they have are crazy; your retarded to mess with them - its not like that one cop is going to kill them all. Those narcos always come prepared and ready to kill. He would just be giving a death wish for his familyg. Would I ever try to upset someone who would gladly rape and kill my son and daughter? Clearly not... So my answer would be tell them anything they want to here. Shit, i'll even take half the money - don't need to get these loons mad. Make my $ and get the hell out of that situation. Thankfully I'm a US citizen so I'd be getting back to the motherland and I'd tell authorities everything I know to get protection; it's the only way the cartel won't find me. I'd a haircut and grow a stash, my daughter becomes ginger, and my wife gets a CRAZY haircut. In the end game i'd be back in the US as the most paranoid person ever - possibly living in a cave in the woods.
    tll;dr: Cartels have too much money for their own good; they would gladly hunt you down for the rest of your life; best be a citizen of a developed country otherwise your screwed homie!!

  68. I'd have to reluctantly accept the offer and do what I was told. Remember, these are people that will torture and brutally kill anyone of any race, gender or age and absolutely not give a single fuck about it.

    A lot of you seem to be going into this 'tough guy' act and saying you wouldn't go for it or fight them off. Please know that these are people armed with more weaponry and hideouts than you can possibly imagine and they also have millions of dollars of wealth at their disposal. They will find where you live and after a brief abduction the next thing you will hear on the news is about a family of Americans found butchered into pieces in trash bags in a river. So yeah, you would not have your way with them.

    So in all, yes I would join them as I would have no say in the matter.
