Mexican Army servicemen apprehended a man identified as Melvin
Gutierrez Quiroz aka “El Melvin”, second in command of the Arellano Felix
Cartel(CAF), just below Fernando Sanchez Arellano aka “El Ingeniero”, this
happened today in an operation in the Juarez suburb in Tijuana.
Gutierrez Quiroz is the one who in February 2012 sent threats against
the Zeta magazine editorial staff in Tijuana, and whom at the time was believed
to be followed real close by the authorities of both Mexico and USA.
Among the activities “El Melvin” performed was the collection of
fees(cobro de piso) to other cartels for crossing drugs through Tijuana to the
USA.
The Capture
About 10:00 am this morning, several units of the Mexican Army closed
Television Avenue, near a church and a school where elements of the National
Defense Ministry(Secretaria de la Defensa Nacional-SEDENA) performed an
operation in the Juarez suburb , at first it was mentioned that a kidnapping
victim was saved, this versión was later changed when it was confirmed that “El
Melvin” was captured.

Melvin Gutierrez Quiroz began his criminal life with the Tijuana Cartel
at the beginning of the 90´s under David Corona Barron aka “El CH”, whom he met
in the Logan Heights gang in San Diego, California.
While under Barron’s
command he was a hit man for Ramon Arellano Felix until “El CH” died in the
ambush against journalist Jesus Blancornelas, director of Zeta Magazine.
When David Barron died “El Melvin” inherited the command of the Logan
Heights sicarios working for the Tijuana Cartel, at the time he became part of
Gustavo Rivera´s criminal cell, Gustavo Rivera aka “P1” was apprehended in Los
Cabos, Baja California Sur after the DEA found him.
After years working for the Tijuana Cartel, “El Melvin”[at left] became a cell leader and at the moment was considered the main enforcer of Fernando Sanchez Arellano.
He controlled the drug shipments that were smuggled in the Otay area and was believed to be the owner of many of the narco-tunnels found there.
In 2011 he was believed to be working alongside
Alfredo Arteaga aka “El Aquiles” for the Sinaloa Cartel but this was never
confirmed, other versions say that he was in charge of collecting the narco
fees from ”El Aquiles” rather than working for him.

ReplyDeleteMelvin has worked for the Arellano's since 1992. He has conducted murders on both sides of the border. One murder he comitted was the shooting death of Mario Michel Villalvazo-Aguayo on March 19, 2001, but he has been an assassin since 1992. He came to power after the arrest of Gustavo Rivera and several of his key lieutenants following Rivera's arrest (Rivera probably snitched). So it was not until after 12 years since the death of Barron (11-27-97) did Melvin rise to the level of leader.

Those tunnels are Sinaloa all day. The complexity and money behind them are staggering. I'm sure they pay off CAF to build and operate in the area, but that's EL Aquiles shit....., Captain America stickers...

ReplyDeleteI may sound like a CAF nuthugger, BUT to be honest CAF is far from being dead, Im not saying Logan Heights is more powerful than CDS but remember that it was Logan Heights who made Chapo run to Guatemala in the first place, Logan sicarios are the ones feared in TJ, here in TJ its a whole different story from places like Tamaulipas and such, here you just cant be around in convoys like in those places, so its a different kind of game here. CAF still has power, yeah there are guys getting caught, but not by local authorities but by the Feds, just like Fantasma, just like Mochomo, just like Lazca, just like people from ALL cartels, TJ is still a CAF plaza, Aquiles doesnt shows around, his people are like chapulines jumping from place to place, CAF dont want to heat up the plaza because they lost a lot of people when the internal war started. I guess now that cds isnt paying taxes to caf, most of the members of caf (the smart ones) are gonna join cds. Most of the cash caf was making was from the taxes cds was paying them. Makes sense for cds not to pay taxes since they are the ones supplying caf with dope, caf has no real connections and they have to buy from cds with the money they were taxing them.
