Memos Leaked By WikiLeaks Show US DEA Was Refused White House Permission To
Kill Drug Kingpin Joaquín Guzmán Loera

If one high-ranking employee with the global intelligence firm Stratfor is to be believed, not only did the US Drug Enforcement Agency (DEA) once know the whereabouts of Joaquín "El Chapo" Guzmán - the Sinaloa drug cartel kingpin and fugitive from justice in Mexico - but the agency even asked the White House to go into Mexico to kill him.

"Stratfor memos" published by WikiLeaks in 2012 are several messages
from Fred Burton, vice president of intelligence and top expert on Mexican drug
cartels for Stratfor, describing classified interactions from 2007 to 2011
between Mexican and US intelligence and even President Barack Obama's response
to the 2010 DEA query. Guzmán, one of the most powerful of Mexico's
cartel capos, was sentenced to over 20 years in prison in 1993 on drug
trafficking charges but escaped by bribing a prison guard. He remains a
fugitive from justice.
The first of the messages from Burton came on November 2, 2007. "If the DEA can specifically locate the Sinaloa boss El Chapo, he will be assassinated," Burton wrote. "A decision memo has been authorized to take him out, as a national security threat." WhoWhatWhy, an investigative journalism website, writes that the "decision memo" could refer to a decision within the DEA pending approval from the National Security Council, or a memo indicating the Bush administration - still in office at that time - could have approved the plan.
Whatever the case was, a DEA operation was never carried out. But Burton later says, in a February 2010 email, that the DEA "had a window of opportunity to render El Chapo" but the White House "would not let them do it", quipping, "God forbid we upset our lovely MX neighbors". In a July 2010 email, he expounds a bit on what happened, writing, "DEA Special Ops submitted a finding to go into MX to whack El Chapo. Obviously, the decision came back as no. Never made it past the deputies committee."
The intelligence VP ends the email striking a pose of nonchalance toward the Obama administration's apparent rejection of the DEA request in that message. "As Gomer Pyle would say, 'Surprise, surprise'" he writes. That attitude might be explained by the last of the memos on El Chapo, coming in April 2011, when Burton says, "Obama won't approve a finding for covert action inside MX based on 'moral ground'", adding that then-Mexican President Felipe Calderón "has told a few that violence has reached a point that he would turn a blind eye to unilateral CIA or DEA actions, if they wanted to go down that path, as long as he has 'plausible deniability.'"
Close cooperation between US and Mexican intelligence agencies has been a politically sensitive one in Mexico. Under the Calderón administration, the agencies were known to have collaborated to an unprecedented degree - though perhaps not to the extent that the Stratfor memos suggest. But the administration of current president Enrique Peña Nieto, who came into office in December 2012, has tried to wedge out old space. And the opposition on the Mexican left denounces such collaboration as an incursion on Mexican sovereignty, a claim which Obama dismissed in a May trip to Mexico as "a distortion".
Burton also details ways in which the DEA might have gone about killing the Mexican drug lord. "One of the scenarios discussed to kill El Chapo or other Zeta HVT's [high-value targets] was a 1000 yard head shot by a U.S. shooter, to plant the seed of paranoia in the minds of the narcos as to who pulled the trigger.
"CIA 'Ground Branch' assets and/or DEA SO [Special Operations] have stated they have the ability and intelligence to pull it off without getting caught."

The last time a president went to congress for a war vote was Franklin Roosevelt in WWII. The way the upcoming operation has been described, the bombing will last considerably less than 90 days.
Saturday's press conference was Obama asking Congress voting an Authorization to Use Military Force to get him out of political trouble with his leftist base for his "red line" remark he made a year ago.

Remember the US Federal operation dubbed "Fast and Furious" that allowed weapons from the U.S. to end in Mexico? What bone head could have thought that something "good" could come out of putting automatic assault weapons in the hands of criminals that are often drug junkies and/or without much higher than an elementary education at best? The U.S. is after Mexico's oil and its very close to getting it. The U.S.failed to get it with Felipe Calderon but is closer to getting it with Enrique Pena Nieto. Neither won the Mexican presidency(and the U.S. knows it) but the U.S. presidents quickly congratulated them. Felipe Calderon won by .54% of a point over AMLO and the U.S. government was OK with it even though there was a lot of proof of open boxes with votes exchanged with ridiculous numbers that did not match the votes it was legally suppose to have. Yet, months after the election in Venezuelan they refuse to recognize Maduro because "he only won by 2%"? That's almost 1.5% more than what Felipe Calderon supposedly won the Mexican presidency but it was OK then? The U.S. government instead of helping the Mexican people, as it claims its doing in Syria and in Iraq, it acknowledged those thieves(presidents) to have a saying in Mexico. When the U.S. takes PEMEX and Mexico gets into a bigger hole because of it we will see mexicans come to the USA in numbers never seen before. I hope you don't blame the mexicans but instead put the blame where it belongs with the government of the United Stames of America.

ReplyDeleteI am all for having this scum bag executed. But the DEA is not a hit squad. Yes, they have their snipers and tac crews. Assassination, however, is another art form altogether. It's painfully obvious that we'll never fully know what goes on behind the doors with the CIA, NSA, NSC, or even the White House. It's also obvious that these agencies have, at times, brokered deals with people and organizations that would no doubt cause an outrage if it were publicly known. But we have to be honest with ourselves - if we weren't buying the drugs, Chapo wouldn't have shit. If we weren't importing the sex slaves and the indentured servants, these organizations would have nothing. If your son becomes an alcoholic, do you blame the alcohol company or take him to rehab?

Let's not spend so much time on the supplier and worry more about keeping our nation off the drugs to begin with. We will never be 100% successful, but we don't have to be. Attacking gang life styles, funding programs that really work (sorry D.A.R.E.), and developing accessible and quality rehabilitation programs would go a long way to weakening the cartels empires. Short of invading Mexico and trying to out right kill them all, there is no other alternative.

El chapo and his mentor el mayo zambada are the only people who can save mexico. If either of them die expect a lot more heroin addicts and meth addicts in your neighborhood. El cartel de sinaloa does not kill innocent people, rob, kidnap, or sell their product to their own people. They only sell marijuana (which is crappy reggie brown weed) and cocaine. Marijuana and cocaine are probably considered the safest of all drugs. They never dealt with heroin or meth. Now los zetas were built by selling heroin (which if you have an idea makes A LOT OF MONEY) and meth and they started because they sold to their own country (mexico) and attacked the rich to receive money. The zetas leader (Lazcano, which supposedly they killed, but everyone in Mexico knows his death was staged, was trained in the middle east). Los zetas are a horrible cartel, but smart. The only reason why the Sinaloa cartel isn't able to take them out yet is because they bribe Mexican marines, cops, officials, and mexican-american US soldiers to work for them. A police officer, in mexico, gets paid $5,000 DOLLARS a year, which shows you why they are corrupt. USA has sent weapons and army, marine, and navy commanders to train the mexican military. They have sent a lot of weapons. Most of them end up in the hands of the cartels. The soldiers trained by the American commanders turn over to the cartel. They mostly turn to the ZETAS cartel, which is the reason why Mexico is so bad. Unless USA goes into Mexico to get rid of all the cartels, which they can do in a day, leaving el chapo guzman alive and vicente el mayo zambada alive is the best thing they can do.

ReplyDeleteThe world is becoming really bad. Is technology here to destroy us, or help us? When are we going to realize that money is the root of all evil. Look at Miley Cyrus and Justin Bieber. They were good kids, and money changed them. My father always had a quote that i think they should listen to, " the more money you have, the more humble you should be."
ReplyDeleteMexican music even changed. It used to have meaning, and tell interesting stories. Now it turned just like rap music and became flashy. All you hear in mexican music now is stories of how they pass tons of cocaine through the border and how they kill. Before it used to be of stories of how much they suffered in mexico and how they came to america to better themselves. Mexico is going down the drain. It saddens them, but I am ashamed of my country. I am proud of the auto defense groups standing up for themselves i hope to see more of those, and so far there is more towns building their owns auto defense groups.
ReplyDeleteObama made the right choice not killing el chapo. He is nothing like pablo escobar or el señor de los cielos. He doesn't torture his own country or people. He is the only one in power to get rid of los zetas (which have become really powerful from selling heroin and meth to USA and selling it to their own country. They also kidnap the kids of rich parents and ask for monthly payments from businesses in exchange for protection.
