After a Temporary Ban Facebook Allows Decapitation Videos to be Posted (Update FB Reverses it's Decision)

By Leo Kelion of BBCFacebook is allowing videos showing people being decapitated to be posted and shared on its site once again.
The social network had introduced a temporary ban in May following complaints that the clips could cause long-term psychological damage.

The US firm confirmed it now believed its users should be free to watch and condemn such videos. It added it was, however, considering adding warnings.

One suicide prevention charity condemned the move.

"It only takes seconds of exposure to such graphic material to leave a permanent trace - particularly in a young person's mind," said Dr Arthur Cassidy, a former psychologist who runs a branch of the Yellow Ribbon Program in Northern Ireland.

"The more graphic and colorful the material is, the more psychologically destructive it becomes."

Two of the firm's official safety advisors have also criticized the decision.

Facebook allows anyone aged 13 and above to be a member.

Its terms and conditions now state that it will remove photos or videos that "glorify violence" in addition to other banned material, including a woman's "fully exposed breast".

New rules

The BBC was alerted to Facebook's change in policy by a reader who said the firm was refusing to remove a page showing a clip of a masked man killing a woman, which is believed to have been filmed in Mexico.

It was posted last week under the title, Challenge: Anybody can watch this video?

"Remove this video too many young innocent minds out there shouldn't see this!!!" wrote one user in the comments section below.

"This is absolutely horrible, distasteful and needs to be removed... there are too many young minds that can see this. I'm 23 and I'm very disturbed after seeing a couple of seconds of it," wrote another.

The social network later confirmed it was allowing such material to be posted again.

"Facebook has long been a place where people turn to share their experiences, particularly when they're connected to controversial events on the ground, such as human rights abuses, acts of terrorism and other violent events," said a spokeswoman.

"People are sharing this video on Facebook to condemn it. If the video were being celebrated, or the actions in it encouraged, our approach would be different.

"However, since some people object to graphic video of this nature, we are working to give people additional control over the content they see. This may include warning them in advance that the image they are about to see contains graphic content."

The firm also disabled the adverts for third-party products that had been appearing alongside the video.


Advisors concerned

Facebook originally pulled decapitation videos after the Family Online Safety Institute - a member of its Safety Advisory Board - complained that they "crossed a line".

The charity's leader Stephen Balkam told the BBC he was surprised by the latest development.


"I would have expected a heads-up on this," he said.

"I went to have a look at the video and there's no warning label nor is there any condemnatory context. It's just sort of up there and the first image you are presented with is a woman's head being held by a guy.

"I'm very unhappy that these have gone back up and that they have gone up without any warning. First thing tomorrow morning I intend to raise this with Facebook."

Another of the board members, London-based Childnet International, said it also had concerns.

"Such content should be taken down," said its chief executive Will Gardner.

"There is a need to raise issues happening around the world, there is that argument, but some content is horrific.

"We would want to see steps to try and protect people from coming across such content. I'll tell Facebook what our view is, absolutely."


'Profoundly shocking'

Decapitation videos are available elsewhere on the net - including on Google's YouTube - but critics have raised concern that Facebook's news feeds and other sharing functions mean it is particularly adept at spreading such material.

"I have seen some of these videos - they are profoundly shocking," said John Carr, who sits on the executive board of the UK government's Council on Child Internet Safety.

"Facebook has taken leave of its senses. Those videos will fuel countless nightmares among the young and the sensitive."

The idea of Facebook issuing a blanket ban had, however, concerned some freedom-of-speech campaigners who had suggested it was the responsibility of parents - not the company - to protect children on the internet.

However, the French digital rights group La Quadrature du Net said it was still concerned that Facebook was reserving the right to take down the videos if it took issue with the way they were presented.

"It shows how much Facebook is in power to decide whatever will or will not be expressed through its network," said the organisation's co-founder Jeremie Zimmermann.

"It plays a profoundly anti-democratic role when it makes any such choice, whatever the limits are and whatever the good reasons it uses to make the decision. Only a judicial authority should be able to restrict fundamental freedoms according to the rule of law."


UPDATE: FACEBOOK is rethinking and reversing it's decision has removed clip.

Now, All Things D reports that Facebook has decided to backtrack once more, updating its policy on violent images and removing the aforementioned beheading clip.

It’s a bit of a delicate issue for Facebook because on the one hand, it likes to champion free speech and expression wherever possible by not policing what people say and post, but on the other hand, some things are just too damn offensive and sickening to be allowed where anyone could stumble across them.

Officially, Facebook’s new stance is that in order to prevent the “glorification of violence”, it’ll be more rigorously enforcing its policies on violent images and media. This means taking a “holistic” approach regarding the context within which each video is posted, considering whether or not it was shared responsible with appropriate warnings so as not to offend those who don’t want to see it.

The net result of this is that in fact, Facebook’s policy hasn’t really changed much at all. This is just a reaction to the public outrage over that particular clip, and illustrates just how difficult a balancing act censorship on the web can be.

    3. I'm with BB administration on this issue. If you want a Mexican drug cartel gore video, it is easy to find on the internet. One can learn about the cartel violence through the reporting without the sensationalism and disrespect for the deceased and their family. Also, it plays into the machismo glorification of death by the thugs involved by giving them a forum to play their recorded executions.

  5. 'Merkins are soooo squeamish. One thing different between US news and LatAm news ... LatAm doesn't hide the bodies or wait for the scenes to be 'cleaned up' before broadcasting. The US whitewashes everything so as not to hurt their viewers delicate sensitivities. Its okay, but it is one of the reasons the general 'Merkin public can talk of war, murders, nasty car wrecks, etc without feeling or caring about it. Its far away and clean in their minds. They've never seen the reality of certain actions. Its purposeful naiveté on the part of US media.

    Show it. Want teens to stop texting and driving? Show the mangled or charred remains of those that do. Its not little children living in bad neighborhoods don't already see the bodies of murdered people lying around before someone comes along and throws a blanket over them.

  9. I have seen some sick shit on Facebook and it's truely amazing how our younger generation reacts to these videos. I am in my lower 30's and I don't think I am to far apart from the younger ladder but it's headturning how kids applaud these videos. They tag their friends in the videos, " look dude ", " awesome video ", " that is how it should be done ". These are all kids, likely 18 and younger and exposed to such violence. Most parents don't even know what their kids are watching over the web. Sex videos, bloody violence should not be allowed on FB. I don't want to see that shit on FB and I don't want young kids watching that either. I am not a sissy by any means, I have watched some of the videos here on BB and have followed the drug cartel war since the early 2000's. There are just some things that should not be posted or allowed to be posted on FB.

  13. speaking as the parent of two kids - there is no conceivable way that FB should be posting material like that. kids at 13 years old are in their own techno-junkie time warp. they do not understand reality, and this material shouldn't be on their radar screen. this decision by FB simply demonstrates to me that the people running it never reached adult maturity themselves.

  20. A couple of comments. BB never stopped posting execution videos, to ignore how cartels conduct themselves would be doing a disservice to those truly wanting information and truth of the Mexican Drug War.

    That said there is a shift in the landscape of the war where it is noticibly quieter in the NE, where many of the vids originated from, and elevated on the pacific and southern regions where execution videos are not used as frequently as the NE.

    So we have narco blogs notorious for "creating" stories when the war is slow, that have been posting ridiculous stories and videos claiming they are of the Mexico drugwar. A reader here said her still has not seen the CDG BOILING ZETAS video.

    Well...first of all it is not even of the Mexican drug war, but of Syria. Secondly no one is cooking. Just a couple guys, stuck in a barrel being bitch slapped, and taking it pretty well. If you go to BDN they claimed the video was removed by youtube but "if you find a copy please send to us" yea right.

  27. Thanks Ms. Chivis. That explains the situation nicely. There does seem to have been a downward trend by Mexican organised criminal groups in using the videos. Why do you suppose blogs have chosen to fabricate stories? I read in American reports that the woman portrayed as on the run in fear of her life was a sham, to sell books. I recalled you being quick to say that yourself. Despicable actually, and destructive for people such as myself who are far removed from Mexico who hear reports are fabricated makes us question what is real, and not. I have never had a reason not to trust BB or you.

    personally I have strong doubts about anyone who wants to put this blood-porn into their own brain. it damages everyone, not just kids. EVERYONE.

    but this isn't about freedom of the internet.
    it's about FB in particular.
    the people running FB haven't got a clue. they either need to limit readers to 18 years old, or grow a real sense of responsibility.
