Mexico's Police Corruption Remedy? Hire Women Traffic Cops... 2 Executed SSP in Sinaloa...

Perhaps all that is needed to remedy corruption among Mexican police is a woman’s touch.

Officials in the nation’s central State of Mexico have hired hundreds of female officers and declared that only they may issue traffic violations. Why? Simple: You can trust ladies in uniform more than you can men, authorities say.
“Women are more trustworthy and take their oath of office more seriously,” Carlos Ortega Carpinteyro, police chief of Ecatepec, a suburb of Mexico City told NPR. “They don’t ask for or take bribes.”

The Mexico State governor Eruviel Ávila Villegas has launched a broad anti-corruption campaign, which is being advertised on billboards and on radio and television. “Mexico State’s traffic police is only made up of women now,” says the announcer in one of the advertisements. “Remember, they are the only ones authorized to write you a ticket.”
Although officials are favoring female traffic cops, they seem to be doing so for seemingly sexist reasons.
“When a man is approached by a female cop, even though he is the stronger sex, he calms down and will listen to her,” Ortega says, without offering anything to back up his opinion.

Currently, the women are only able to give verbal warnings to motorists who break traffic rules. Mexico State’s government hasn’t given the green light for full authority until all anti-corruption measures have been put in place, which none of the state agencies have done yet.

Drivers are still waiting to see if the new policy works, and at least one isn’t impressed. Diana Mendez told NPR that she had to pay a bribe to a female cop in order to prevent her car from being impounded. “I had to pay her the 200 pesos,” she said. “But let me tell you, it’s not a pleasant thing to do.”

But Maria Villa Fuerte says she wants a chance to prove that women can be honest cops. “That will be much better than just standing here in the middle of the street, blowing a whistle.”

4 members of Ministry of Defense Kidnapped in Jalisco

The Department of Defense reported the disappearance of 4 officers and has requested support to federal, state and municipal. Organized crime groups vying for control of the region.



Guadalajara. - Four members of the Ministry of National Defense who were engaged in undercover in the town of Magdalena were kidnapped by some men in a taxi.

Authorities reported the missing military officers and requested support from federal, state and municipal governments to deploy a search operation, which so far hasn't left any positive results.

The information on the kidnapping of the soldiers was brief, however, it emerged that the military intelligence was striving to combat organized crime plaguing Magdalena and surrounding areas.

Two weeks ago, On Sept. 13, the Magdalena plaza boss was executed in La Cima, Zapopan.
Magdalena is one of the municipalities that is heavily contested  by various factions of organized crime groups because of its geographical location with roads that facilitate easy access to the states of Nayarit, Zacatecas and Durango. It is also where large marijuana crops are found as well as narclaboratories.

Official sources say that Los Zetas, New Generation Jalisco Cartel, the Gulf Cartel and La Corona are the groups that are fighting for control of the area 

On June 18 a confrontation occurred between officials and organized crime and civilians refused the confiscation of their  high caliber firearms.

Reviewing incidents of violence in Magdalena in 2012, an armed group in the area killed Director of Magdalena Police, Raul Hinojosa, on August 23 during a confrontation with a zeta cell, along  two other officers, who accompanied him on a tour of surveillance,

While on November 27 of 2012, in Tlaquepaque, the deputy police chief of Magdalena, Noe Enríquez Suárez, was the victim of an attack that killed his bodyguard identified as Héctor Suárez Farfán

The attack was perpetrated by individuals circulating on high-speed motorbikes, after a discussion turned into an argument.

Also in January of this year, the Public Security Police said more than 60 kilos of marijuana, cartridges and tactical gear was located in four vehicles abandoned at the foot of a hill located in Magdalena.

The Valles region is an area within fourteen municipalities where there have been numerous incidents of violence, clashes and killings.

On January 29, Lucio Rosales Astorga, director of Hostotipaquillo police was killed when he arrived home.

Looking for leads in El Quelite, Sinaloa - 2 SSP Officers Slain 
The municipal, federal police and soldiers from the Mexican Army conducted a joint operation in El Quelite, searching for leads to located the armed group who ambushed the two officers from the Mazatlán Secretariat of Public Safety. The police were gunned down in back of the community health center on Sept. 28  by men armed with AK-47 rifles in a white pick uptruck.
  
The officers were identified as Commander Juan García Esquivel 54 years old and an agent Third, Edmundo Luis Rosa, 43 years old from Secretariat of Public safety (SSP) in Mazatlán 

After the gunmen killed the officesr, they also robbed them of two AR 15 weapons, radio communication equipment and their wallets. 

Unfortunately, all that the military police search  found was 2 shot up vehicles with tactical vests and documents from one of the dead officers inside. In the area near the double crime they located a green Ford Ranger with four bullets in various parts of its body with registration plates UB-235003; a white Chevrolet Tornado pickup truck, without registration plates, but equally shot up.

After the double murder, many inhabitants of the community of El Quelite, expressed their fear and concern that assassins might return, but the presence of the local, state, federal forces and members of the Mexican Army, made residents feel secure.

  1. Lol...really? You think implementing females into law enforcement (street cops) is going to solve the corruption problem? First, I doubt there will be a "heavy" influx of females wanting to gain employment in a profession, where the probability of getting murdered is high! Second, hardcore cartel thugs are not going to be intimidated by a female in uniform! The problem is cartel sicarios respect no one (race, gender, or age) they are only concerned with money! Once these females began to get slaughtered, kidnapped, or threatened...their fellow "female" officers will quit "abandon their posts!" Look at Marisol Valles Garcia! She tried to "run" her department without trying to "offend" or combat the drug cartels and she was still threatened..lol. Good luck!

  3. Whoever is qualified for the job, and they meet the requirements, hire them. Either way you gotta pay the piper somehow - corruption or no corruption. You can have all the female cops you want, however, if the judges and prosecuters don't enforce the laws/justice, what good does it do to have woman cops!!

    If history is any indication of what will happen next with the kidnapping of these soldiers , then it doesn't look good for the cartel that took them. They just drew the ire of the Mexican military. They will probably go after the cartel boss that ordered the hit and try to kill or capture as many as the cartel members as they so they can weaken them severely. Then a rival cartel will enter their territory and kidnap/kill as many cartel contras as they can. Matazetas in Veracruz in 2011; Tony Tormenta in Matamoros in 2010 anyone?

  4. not a new idea, has been done before in Mexico City.
    I'm sure they have to pay a bribe just to get the job (and pay for their uniform, gun, bullets, id card etc)
    My nephew (not a woman) bought a stolen voltswagen with Texas plates from one of his teachers in the police academy.
    The corruption starts before they even get accepted into the academy. The selection committees are paid off by the Cartels, and the politicians. Plomo o Plata.

  9. This place is beyond repair but they got a novel thought going on here with women trannies. I hope in history it'll go down as a saving grace cause the women wouldn't become corruptible because of sheer will to competively beat out their predecessors of the opposite sex. Good post Havana.   10. I think its not going to matter. Since i live in mex heres my experience: in the last five years pulled over about 10 times, sometimes for legit reasons. Sometimes just to "check". 8 men 2 women. 4 men would have taken a mordida, and the other 4 wrote tickets. One woman just checking, the other one was the worst experience i ever had with a municipal. So...it doesnt matter. imo

    1. If you look closely you will find alot of honest police officers but unfortunately people find one.bad.person in a whole crowd and next thing you know all of em are bad.. I admit there is alot of corruption and it seems like the only solution would.be for the captians to use all the money they get frm narcos and use it to raise officer salaries buy better weapons and training plus make there trucks bulletproof... When that happens im pretty sure there wont.be alot of em asking or accepting mordidas..

I heard this interview on NPR radio from Washington State on Sunday they played the ad for this "solo mujeres" BUT maybe it will be better...I had to pay a male cop 2000 pesos in Mexico City not long ago to avoid my car (it was with foreign plates but proper permit)from being impounded for no reason...paid & was free to go....AND they also went on to say in the interview that they were looking for some TALL women to join up as they had too many short fat ones....hmmm...average female in Mexico is probably around 5ft4 ish...

  17. I think there is something to this and step in the right direction, at least at the traffic and basic law enforcement level, but it won't be the cure-all for Mexicos institutionlized corruption problem and drug violence.

They are simple traffic enforcement! and you will be amazed, in you will see that many women will fill these posts! We are in the 21st century and yes even in Third World Countries! many more women are performing tasks that were once male dominated. It's time take take your cabeza out of your Culo.

    No worries..I have been writing and researching background info. I promise I will not forget. I made a little slide show also.

    BTW...if anyone can give me specific info on his family..how many children etc, I am having difficulties with that. Reports say he told his family not to come to the ranch that day and his staff as well, but no fotos or info on his family. just his father and brother Rodolfo.

    surprisingly - not true.
    you would be very surprised.
    women can be amazingly tough and can hold out under a lot of pain.
    this has actually been found through real experience in interrogations. women are not the "fragile flowers" that you might think.
    take a look at the cartels - they use women, don't they??

    Having taken my "head out of my ass!" Let's examine your ridiculous suggestion closely. One, are you suggesting that cartel thugs do not drive? How are your women traffic enforcement officers going to handle a caravan of cartel thugs armed to the teeth? Also, you need to look up the definition of what "third world country" is...because Mexico is not a third world country..genius! We are not talking "parking meter maids." Whether these females are attempting to enforce traffic laws or not the fact remains they are in uniform and represent police authority! Some of the biggest shootouts between cartel members and the police/military started out as simple traffic stops! What your suggesting is these females will not intervene or participate in "those" type of traffic stops? What's the point then? Perhaps you should place your head in your ass...because clearly you have no clue with regards to what your talking about!

  25. It seems to me that if the women only give verbal warnings then there is little chance that anyone would feel the need cause a problem. Also, if there is no fine, then what leverage do they have to ask for a bribe? Someone is not thinking here.
