Analysis: Sinaloa cartel losing power in Juárez

The Carrillo Fuentes drug-trafficking organization, with its enforcement arm La Línea, is moving to regain the El Paso-Juárez corridor from the Sinaloa cartel, whose power in Juarez is eroding quickly, according to a terrorism and security analyst from the Texas-based private intelligence firm Stratfor

We began seeing the weakening of the Sinaloa cartel and the strengthening of the VCF (Vicente Carrillo Fuentes) cartel and La Línea in Juárez because of the help of Los Zetas cartel since the end of last year," Stratfor's vice president of Tactical Intelligence, Scott Stewart, said.

Stewart was one of the speakers at the second day of the U.S.-México Border Security Summit. Wednesday's conference was at the Doubletree Hotel in Downtown El Paso.

The Juárez Chapter of ASIS International, an organization that provides private security services to businesses all over the world, organized the two-day summit to promote the El Paso-Juárez region to chief security officers and representatives of U.S. manufacturing companies.
 
During his presentation of "The Border Potential Treats: Intelligence," Stewart gave an update on the trends and dynamics of the major drug cartels in México, including the Sinaloa cartel, the Zetas, Jalisco Nueva Generación, the Gulf cartel, the Knights Templar and the Beltrán Leyva organization.

The Sinaloa cartel, which battles for turf with the Carrillo-Fuentes drug-trafficking organization, leaving more than 10,000 dead in Juárez since 2007, still controls almost all Chihuahua state.

However, Los Zetas, which are the second largest drug-trafficking organization in México and the Sinaloa cartel's biggest rival, has begun to help the Carrillo Fuentes cartel in moving illegal drugs around the El Paso-Juárez border in an attempt to regain control of this plaza, Stewart said.

He said that it is unknown how long the Sinaloa cartel is going to resist, but so far this year there has not been a considerable increase of violence in Juárez like in the past years. 

"We think it is because the Sinaloa cartel's control over Juárez is eroding quickly," he said.

Stewart explained the Sinaloa cartel was hit hard with the killing in December of Gonzalo "El Macho Prieto" Inzuza, who was believed to be one of the chief cartel leaders. It was also impacted by the arrests in January of enforcer José Rodrigo Aréchiga Gamboa "El Chino Antrax" and ultimately the capture in February of the cartel's leader Joaquín "El Chapo" Guzmán.

"Once those guys are out of the picture it makes it more difficult for the Sinaloa cartel to project military power, so we think that is what is helping to keep down the violence," he said.

He predicts that the murder rate in México will continue decreasing and the overall violence will not increase significantly in the next months. However, there could be spikes of increased levels of violence in the states of Chihuahua, Sinaloa, Sonora and Baja California as the Sinaloa cartel tries to maintain control.

  3. I don't care bout any cartel but if a cartel was losing a plaza then wouldn't that mean the violence would greatly increase?? I doubt the Sinaloa cartel would just hand them the plaza without a fight so why would the decrease n violence mean they are losing their territory? I thought the zetas where dwindling in power so what I'm starting to understand is that nobody knows what the fuck their talking bout

    1. I live here in Juarez. The killings are picking up. The word has spread around to be home before 6 pm because there are new people showing up in parts of the city. I only pray that my family stays safe. I work in El Paso but my wife and 3 kids live in Juarez. We are in the process of moving them over to the US. But it cost us alot of money to make the move. Here in my neighborhood there have been 3 murders in two weeks. We here gun shots everynight. I'm always scared when I go to work in el Paso while I'm driving to the bridge.

    I have lived all over Mexico and now in Chihuahua. Drugs are rampant here and sold in many more locations then I saw in the USA. So what country do you live in that it is drug free? Even the poorest people use cocaine here in Mexico. Marijuana is very common here. The USA just buys more of everything and at higher prices. But Mexico easily rivals the USA in percentage of people that use drugs, from what I see on the streets and living here for many years. If a person wants to use drugs that is his business. I never use them because I have no desire.

  40. It will be interesting to see how Mayo and Azul (along with others) manage CDS after the arrest of Chapo and the increase in rivals attacking their turf. This year will either see the start of the end of CDS and the rise of lots of smaller groups that will take their place or if the CDS leaders do it right, the cartel can take full control of Juarez and other major plazas and perhaps even take over some of the Zetas turf. Also with the highly possible decline of Knights Templar CDS should take control of their turf and remaining people like they did with the Milenio Cartel and it majorly boosted their strength.

  45. Im from el paso but most of my family is from juarez. the true story goes like this, la linea is in chihuahua city but los aztecas are the ones running cd juarez. Sinaloa are on the ranchos on the outskirts if juarez. The valley of juarez is what is heating up due to los aztecas taking out cds. Zetas are no where in juarez. Zetas are in southern chihuahua assisting la linea on the border of chihuahua and sinaloa. the state of Chihuahua is pretty much divided between juarez cartel and Sinaloa cartel. But you have alot of cds fighting against cds in chihuahua making it easy for the juarez cartel to clean them up. The federation is divided now and some are even making alliances with the juarez cartel

  46. Im no expert but it seems everyone has a crazy theory. Is it possible that Mayo, with his historical ties, has partnered with Juarez? Much of the beef stemmed from chapo/bravo taking out rodolfo and invading juarez. With chapo gone and mayo all about making money and keeping peace wouldnt this be possible? All the players who calentaron plaza in juarez are gone. Maybe mayo brokered a partnership for everyone to make more cash

I dont rewlly know of any straight up cartel movies in english, I mean yeah some have elements of cartels written into the story, usually the only mention of cartels is just that, its usually someone says "were the" or, "its the cartel" probablyend of watch makes mention of the sinaloa cartel and some interesting footage of psuedo d.e.a secret footage, it looks pretty realistic the way they showed the human trafficking safehouse etc, i would buy those cheesy mexican cartel movies in the 5 dollar bin at wal mart if they had subtitles, I mean "gringo" movies have subtitles for the spanish speaking crowd
    n my opinion if some of the mexican movies based on cartel gossip and stories would add subtitles for english audiences we could enjoy them too, and if its a good flick, its a good flick

  63. Cds never could clean Juarez of the CF b/c of la Linea and the aztecas. Now that cds is weakened the staying power of CF is showing. With the Barrio Aztecas running EPT the CF had soldiers on both sides off the border. El Mayo had alot of success with the CF prior to Chapos break out its only nature he would reach out to the CF and work things out.

There are two gangs dobles and mexicles who belong to cds who are getting hit really bad by the aztecas.

  76. 9:17 the mexican grameros do not get any of the crumbs or left overs they get paid with a few grams to gramear around, and they do it on the cheap, by the gram, more quality, cheaper, but no real momey for the grameros.
    the money that comes back to mexico is for "corruct" government and police or military in charge of fighting drug trafficking and crime.
    the US has many more dollars, and the US traffickers and launderers are not going to just up and share with anybody one more cent than they have to, especially lowly latino grameros...
