Osario Chong refuses U.S. help in El Chapo's capture

Lucio R. for Borderland Beat republished from Los Angeles Times

Both nations were on board for joint cooperation...then Chong put the lid on any US assistance.

Federal law enforcement agencies are offering drone technology and U.S. agents to assist in the hunt for escaped drug cartel leader Joaquin “El Chapo” Guzman, but so far the Mexican government has rebuffed the offers and appears to be hoping it can capture the fugitive on its own, U.S. officials said Wednesday..

“Of course we’re helping. We do that every day in regard to our overall efforts,” said one American law enforcement official, speaking anonymously because of the ongoing investigation. “It would be hard for our guys to be working down there, doing what we normally do, collecting information and developing leads, and stuff that comes over wiretaps, and not be passing it along.”

But U.S. officials are perplexed and increasingly frustrated by what has happened in Mexico. On Saturday night, Guzman vanished down a tunnel through the shower floor in his prison cell, and authorities believe he most likely has returned to the rugged Sinaloa mountains, where for years he ruled a worldwide drug operation estimated to bring in $30 billion a year in the U.S. alone.

His escape marked the second time he has broken out of a Mexican prison. It is also the second time the U.S. has offered to help in his capture, providing assistance in 2014 when he was apprehended in Mexico.

One senior Drug Enforcement Administration official said Wednesday that officials from the two countries talked on Sunday, within 24 hours of the escape. “They pledged their continued well-established cooperation focusing on his capture,” the DEA official said.

On Monday, the source said, Mexican and U.S. officials met privately in Mexico City and agreed to coordinate efforts. That was followed by a high-level meeting on Tuesday between U.S. Ambassador to Mexico E. Anthony Wayne and Miguel Angel Osorio Chong, Mexico’s interior minister. The source said the meeting was “to review bilateral cooperation regarding committing all available resources to recapture him.”

The U.S. official added, “Everybody is united and on board on this moving forward.”

But after those private meetings, Osorio Chong announced publicly that no additional U.S. aid was needed at this time. “We are not going to do something new beyond what we have already been doing,” he said.

The real money grab is the trade agreement just passed by the US congress. El Chapo is a distraction while the real stealing starts. It is NAFTA on steroids. The people of Mexico will continued to be exploited by the Mexican elite at the behest of the US government. 9. My interpretation of what Osorio Chong said is:
We let him escape from our prison, embarrassing Mexico throughout the world. How can we possibly allow the Americanos to come into our country and let them capture Chapo once again? Such action would further embarrass Mexico and Mini Me, I mean the President. In addition, President Pene Necio and his entourage of 300 of his closest friends haven't returned from their little excursion in France. He hasn't had time to count the cash in the three suitcases that were delivered to Los Pinos 3-hours after Chapo made his escape. Do you have any idea how many $20.00 and $50.00 dollar bills fit in three suitcases? By the way Chapo, the box of Cuban cigars was a nice touch.

Just my interpretation. Of course, I could be wrong but then again, I could be right.

    2. I agree with you on some stuff but ultimately you're clueless. Most of Mexico is indeed being robbed, not only buy politicians but buy cartels that permit or enforce extortion... not in Sinaloan territory though. While the rest of Mexico is struggling for that decent standard of living, Sinaloa is reinvesting that drug money into legitimate businesses, which in turn creates jobs for those who wish to work legitimately. Aside from that, extortion and kidnappings are highly penalized by death from the cartel... The rich elite politicians don't care about the mexican people but i can assure you that for the most part, the Sinaloan narcos do. To be humble and never forget where you started from is one of the traits they almost all try to adopt.

    1. It's no secret Mexican politicians are on the take. Why do you think 20-30 million illegal immigrants from Mexico have migrated to the US since the 80's? It's not because they just love the US. It's because the poor and lower middle class are targeted by the government and narcos. The US is the better choice for them and their families. If the US wants Chapo then they will get Chapo with or without Mexico's permission. It's just a matter of fact but will it happen sooner or later. I believe later because US politicians really want to believe Mexico is sincere about cleaning up their country. If Mexico doesn't catch Chapo within a certain time frame then there will be some splaining to do.

Ehhh No! You two clowns are WRONG! It didn't take ten years, U.S. forces actually had that rat bin laden surrounded in some mountains in the early 2000's, but, for some stupid reason, they were given orders to back down. It's usually the higher ups that tie the hands of the military and wont let them do their job.

    4. President Clinton could have killed Bin Laden in 1998 but he chose not to due to the huge possibility of collateral damage. He could have been killed in the battle of Tora Bora in late 2001 but the military was halted in their advance for some reason. That lead to Bin Laden escaping to Pakistan. Chapo is no Bin Laden and I doubt he has the ability to hide as well as Bin Laden did.

Behind the scenes, the U.S. have always been in Mexico, just research reports on the days before the execution of Arturo Beltran, where voices over the police radios were in English, also you can see DEA agents during the actual raid where Arturo Beltran was killed.. it is widely known how the US provided assistance in the capture of El Chapo and there is also reports of tall, blue eyed "Mexican Marines" who speak gravely accented Spanish, in the Sinaloan sierras. They are all over the place in Mexico anyway, why do they need to make it more obvious.

    5. 6:38am what do you care about sources? The truth is that the US is all over Mexico "secretly". Always have always will. BB has a story of a US Marshal wounded in Sinaloa as they were looking for narcos in a field. 6 sicarios died but the big fish got away. The Marshal was taken to the hospital and the flown out of the country before he could be questioned. It's a known fact ATF, DEA and the Marshal's office routinely send agents to Mexico dresses as local LE or military. Looks to me like 11:25 knows what he is talking about and you 6:38 need to go back to playing video games.
