Mexico's Prisoners Face Extortion Fees to Live: Report

 Prisoners in Mexico are paying enormous fees for essential needs and physical security, a news report says, highlighting the role of prisons in fueling illegal markets, corruption, and organized crime.

Mexican prisoners are paying between $150 and $300 per month for basic services to survive throughout their sentences, according to the BBC. In order to receive essential human needs, including drinking water and bathing, as well as protection, prisoners across Mexico pay fees to prison guards, officials and other prisoners.
In order to have a place to sleep and a blanket, for example, prisoners pay around $6. Prisoners also have to pay for every change of their sanctioned uniforms -- around $1.20 for each set. And in some prisons, 
inmates pay around $20 per day just to be counted on the official attendance list.
Communication with the outside world is also costly and difficult, as there are fees for phone cards as well as having a cellular phone, which can cost between $90 and $121. Additionally, families have to pay for visits, including individual fees for every door they pass through.
The profits from such fees are allegedly passed upwards to high-level officials, reported the BBC, although government officials deny this level of corruption.



InSight Crime Analysis

The high living expenses for inmates in Mexico reveal the poor conditions and systemic corruption that plagues prisons across Latin America.
The fees demanded for basic necessities and security have created complex and profitable prison economies that involve both officials and criminals alike. These payments, for instance, implicate officials throughout the prison system in illegal markets and extortion.
Concerns about corruption within Mexico’s prison system has grown recently following the arrest of Celina Oseguera Parra, the former head of federal prisons, and subsequent allegations connecting top officials to the incredible escape of Joaquin "El Chapo" Guzman from a maximum security prison earlier this year.

These fees also propel the activities of criminal organizations within and beyond the prison walls. According to a recent report from Mexico’s National Commission on Human Rights (pdf), approximately 70 percent of Mexico’s prisons are “self-governed” by gangs and cartels, an illicit system repeated across the region. The authority and profits gained through prison fees strengthen criminal organizations’ structures within the prisons and fuel their forces in the outside world.
As the BBC notes, the burden of prison fees often falls on the families of inmates. Such families, often already in socially and economically precarious positions, may be pushed further into poverty and possibly even organized crime by this system of prison extortions and predatory criminal activity.

  1. I believe it . Even if known facts are exaggerated they are probably true . Sure there is some degree of corruption in all society but Just across the border it is systematically corrupt . I understood a few years back , in the border towns the low level police paid to be a cop . Because as a cop they could shake down people for cash . I decided decades back not to go back across . All governments have corruption but compare Mexico to the US , no comparison . A low percentage of police officers rob citizens here . Practically NONE . In Mexico , they all do . How many traveler from Mexico feel safer in Mexico than the US ? . Never heard of the police robbing them .

    1. We need to incorporate these practices in American prisons. Prison should bot be a place for you to be comfortable. Most of these prisoners deserve what they get. I live in Los Angeles and if I could Ibwould leave and go work in a Mexican Prison. They deserve no respect, afterall they kill and rape kids and innocent people.

As a Texas criminal defense lawyer, some of my clients complain about the same thing when it comes to coercion from other inmates, not so much about the guards because the inmates are already being fleeced by the commissary and communication vendors, where ramen noodles cost 2 bucks or more and a collect call seems like overseas rates.

You have to understand that in Mexico they have a "guilty until proven innocent" as opposed to the USA, and the burden of proof is on the poor souls who by many, many means can be on this situation. Also, in Mexico there are is no jury, so your faith is decided by one person only. Someone who steals 2 pounds of meat from a store ends up doing more time than a murderer.

    3. It is written here that 70% of the people in prison here are innocent. I believe that. I know a couple of them that in no way are criminals.

      Here is an example. I know a couple that live in a pueblo here, near Chihuahua. One day an Uncle came to visit them and offered to take them to the Oxxo. While there an employee noticed the vehicle as the one that was used to rob them the night before. The police were called. Her husband went into the Oxxo while she waited in the car with her Uncle, his friend. When the police arrived they arrested everyone in the car. They went straight to the prison near San Guillermo, Chihuhuahua. The State attorney gave them a fee to pay to get out of prison. The Uncle and his friend that did the robbery paid the fee and were out in 3 weeks. She did not have money and neither did her husband. The longer you stay the higher the fee gets. She spent two years in prison for just taking a ride in the car. She never got to go before a judge. They did not arrest her husband as he was not in the car when they came. You can pay your way free in Mexico the largest percentage of time. So the bigger the criminal, most of the time they get out quick. If you are poor and cannot afford an attorney or pay the fee you are stuck. There were actually 4 men in the car that robbed the store. They did not go after the others or do anymore research to dind out that she was not one of them. It was just easy to arrest those in the car and do not more. Not concerned to get the right people.

I know of men that have left their families behind to go work in the USA. But they have a new family in the USA now and still send money and support and act like nothing has happened.     Can the UN get involved.

    First thing USA needs to do is get its citizens out of Mexican prison--a trade of Mexicans in US prisons. US does have an obligation given the conditions.

    US government is not what it use to stand for, but it is time for it to work for the good of its citizens and neighbors.

    Pope needs to go on a South American tour or move the Vatican to SA. Religion may be the only answer. Mexico for one has hit bottom. A shame--beautiful country and great gente.

Making prisoners pay to live means your systems have totally failed. I start to believe as I said elsewhere, US needs to invade MX on basis its a completely failed state that poses threat to safety of US, let alone all of MX society.     2. There was a lot of tobacco in the prison I was in, thick juicy pork steaks, choice beef cuts, big jars of real milk, 3 bread slices...it was December 24, by February when the illegal aliens started coming back, we were back to chili beans with rubbery cheese and pink burger meats...
      We also had quarters nickels and dimes to call as often as we wanted and to gamble on the horse races, and guitars to party all the time, and cards, chess, dominoes, checkers, tvs, books,volley and basket balls...we was happy for 3 months, all the guards were our cuñaos too, I did not want to leave

    2. Sorry but there is not better light to paint it with. My tios both retired teacher's we're kidnapped until ransom was paid 5k for each. My cousin and her husband crossed to go visit family 20minutes into Mexico two trucks pull up with cuernos aimed at them .they had ther few month old baby with them they we're told to get off leave everything now if you want to live they grabbed ther baby an got out.20 minutes later gunfire so close they could here it.they we're taken to presidencia to idintfy ther truck with to dead bodies inside and my cousins truck had close to 400 bullet holes leaving truck totaled useless .fast forward a year and my uncle got deported he lost his green card due to pot charges he married in Mexico had a daughter shortly after someone entered his hom cut his hand and back part of cranium completely off he was tortured.. Why we will never know he wasn't a saint but he was just a pot head that's all he did.. Nothing heavy no killing anybody or rape charges none of that we believe he wouldn't work fie cartel so they made example out of him..sorry but Mexico is very bad place right now

You have 1000's of armed men (and women) with military weapons roaming around the country, killing citizens, opponents, the army and police (or conspiring with them to kill MX citizens), dynamite strapped to bodies, chainsaw beheading, machete beheading etc, dozens of students executed by order of a town's mayor (JL Abarca), one single sex slave raped 43,000 times (according to reports), even people shooting down navy helicopters with RPGs!!! That sounds very much like Somalia to me! In fact it sounds worse! The staggering extent, depth and complexity of corruption between criminals and authorities in Mexico is unlike any other country on earth and arguably more far reaching and entrenched than Somalia which simply does not have the industrialization, development or geographical location for such corruption to exist (i.e. no USA on its border to fuel demand for trillion $ drug trade). BB does not make us scared to visit MX. The facts do that. Two Australian surfers found murdered, burned to death in their van last week is a classic example. How you can say all the above is "on your way to greatness" I do not know. Sorry but it looks to me that MX has a very dangerous element to it that can't be ignored. I wish that was not the case. I feel extremely sorry for all of MX. I would love to visit MX but ... I have huge concerns about doing so.

  18. a little bit off subject....but there are rumors that Rogelio González Pizaña aka El Kelin/Z-2, one of the original Zetas was kidnapped and killed...along with his whole family...they say the matamoros plaza boss Odon “Gordo Cherry’s” Azua Cruces ordered the kidnapping and hit...chivas have you heard anything about that?

  21. I visited an American citizen friend of mine in a cereso(prison) in northern Mexico. I didn't pau to go on and see him or to take him things. The guards opened the doors at 10am and let us bring almost any type of food or beverage with very little restrictions. They would take adults man an women quick tap down search wat you're bringing in and in you went. They would let us go right inside with all the inmates id visit my friend in his cell if I chose too without paying anyone. They did offer protection to my friend which was like 30$ us dollars a month. My friend did have a cell phone inside I don't think he paid anyone to have it . he did pay to have his cell to himself like $60 us dollars a month. They have cells that u can go to to buy any drug u want other cells wer prostitutes would sell themselves to inmates and visitors. They had a small taco torta stand wer u could buy caguamas (32ounce) beers for $10 dollars each. Families wer allowed to stay with ther loved ones from 10am till 4pm and on weekends until 6pm. Inmates had to wear uniforms only to leave to recreational area otherwise family would take ther street clothes home wash them an com back the next day. I'm not sure how many visits a week wer allowed because I only went once a month for about 5years almost. My friend stole a car in USA crossed border bought 55libras (pounds) and was pulled over before crossing back to USA by a reten (checkpoint) that was setup by Mexico military. He was 19yrs old just a kid. He broke the law paid for it with 5yrs..hope this helps to understand a little of how it works inside a Mexican prison. This prison is the same one wer 20plus inmate's escaped thru a tunnel. I won't say the cartels name that did that but I'm sure you know which one I'm referring too BB.

    1. I had a brother n law that would visit someone in prison and buy keys from him. He would also say all the things 11:06 talks about. When I was younger I always thought he was lying untill i came to see it was all true down in Mexico. - El Soldado Perdido

    2. The Centros de Readaptacion Social "Readapt" the inmates to be smarter criminals as soon as they come into the "ce-re-so" system all over mexico...
      --On the US you have options, not many, but one of the best is you become a prison lawyer, you have 24 hours a day, or at least until lights out! To get there...
      --another one is body builder, but your dingaling disappears and you become body obsessed with your buddies there and into steroids and "male hormone enhancements" and exchange...
