Governor of Guerrero Calls for a “Silent Agreement” To Attract Tourists

Hector Astudillo Flores, governor of Guerrero, called for “strengthening the response in regards to insecurity” that exists in the state, but the help of “each and every one” is needed, he said, it should “enter a stage where we talk less everyday” to encourage tourism and employment.

Astudillo Flores said that it is necessary to make a “silent agreement”, to speak well of Acapulco, as is what had happened in Zihuatanejo.

“We want them to help us, for people to talk less about the unfortunate circumstances that the state of Guerrero lives through.  I was struck by what someone said the other day in Zihuatanejo: that they were well aware of what they live through, but that they were interested in having tourism and places of employment, and therefore every day in Zihuatanejo, everyone made an agreement of silence to the effect that tourism filled to 100%.  I think that the media play an important role, especially the local ones,” he said.

In the end, he sarcastically commented: “Thanks to all who are dedicated in bringing bad promotion to Acapulco.  Thanks.”


In addition, the governor said that all of the incidents that happened on vacation were committed between organized crime gangs, “they never attempted against tourists or civilian workers; they were always matters of paying quotas.”

During the holiday period, there were 62 murders in Acapulco related to the dispute of territory of organized crime, despite the police operation that was conducted with the participation of 4,459 marines, soldiers, and policemen.

  1. Great idea! Let's have a "hush factor", so that we can draw tourists we see as idiots. Of course there are no more cartels or beheadings. The only idiot in this whole article is that Governor. Instead of downplaying the situation, find ways to combat it before bringing others into harms way!

  4. Really?!? Gee, when I was getting my radiator fixed, on flag day,last month in Col. Progreso Acapulco and my Wife witness the shot up body with message (Manta). We should just keep it Silent?!! Fuck You Astudio. Motherfuckers like yourselves have ruined Acapulco, with your fucking greed. I go out of my way to tell everybody this story and that the Politicians created this problem.

    2. Rumor has it the Spanish tourist had a drug debt and did not have money to pay.The Spanish tourist did not get a medical exam after she was "Raped". After twenty years working with Chilango tourists this rumor is not implausible.

    3. Actually, it didn't happen. The girls were doing drugs and partying with them all day, and when they passed out, the guys stole all their phones and computers. They reported rape and theft to cover up their sleaziness.

  8. Ok jefe. Is this what they call "whistling by the graveyard"? Let me think. Does transparency and NOT telling the emotional truth work to encourage tourism? I think not, as this is a covert strategy utilized in violence impacted communities in the U.S. Admirable goals, YES, but the casual observer begins to distrust the source which is not a good thing. Rethink this strategy as we all love Mexico and the people and all that it stands for. The public knows what the greater truth is and you cannot feed the masses visual pablum and think they will follow like sheep.

  10. Yes, keep quiet about the violence in Aca.Rather have the tourists naively enter a war zone. It's called collateral damage. A few dead tourist will permanently destroy what is left of tourism there.The army can't control the area even with all the extra troops.

The army has been in Cacapulco and the whole state since the 60's, 5hat is 55 years of trying to fack up the state and the tourism and everything, the good season now is o ly when chilangos go there, de rait, take lunch boxes, sleep on the street, and spend the whole weekend trying to find some wallet to pickpocket or Gringass to gang bang...

  13. i especially love the hard stance/disgust americans have towards the violence and corruption/impunity in mexico... i wish they had the same tolerance for the drug culture and demand for drugs that permeates the u.s. its the demand for drugs that is causing the misery in mexico. why is the demand ignored and the violence and impunity focused on? because its easy to blame someone else and not look at themselves...esp if the others are brown. hey, america fix your drug problem and maybe the problems in mexico will be easier to solve.

    i have news for most americans...the secret deals and pacts w/ organized crime that the governor is talking about...well, theyve always been in place. before calderon, that was the norm. if you vacationed in mexico in the past and didnt wind up in a body bag, its because of those deals. its easy to be bold and take a hard stance from the safety of the u.s...its not you that has to bear the consequences.

    2. The violence was caused when Mexico decided to change their government system. Demands for drugs have always been whether it be pot,coke,heroin you name it. Extreme violence was and is caused by Mexico...Do you blame the US for all the cartel extortion as well?

    3. mexico now has more addicts because law enforcement is stopping more drugs from entering the us. i hate to break it to you but the us is the preferred customer as it pays more...thanks to the bp and customs, its harder and harder to cross drugs. they do a great job. dont believe me? try smuggling drugs across and see if you get caught. its a numbers game, a lot get caught but more get thru...

      cartel extortion is on the rise because they had to diversify to make up for the loss of revenue...between stepped up law enforcement and the legalization of marijuana in some states, cartels have taken a blow. ppl always seem to measure the us against mexico....cant do that, apple and oranges. mexico's justice system is flawed. mexico is a poor country and because its catholic, the poorest have a ton of kids. when you have no way to support your kids, most ppl will do what it takes to feed them. unlike the us, in mexico if you dont work, you dont eat. there are no jobs in mexico, hence some ppl will do what it takes to feed their families or themselves. you can get killed in mexico for the 400 pesos in your pocket..there are a lot of desperate ppl there. if situation was reversed, americans would do the same thing. when mexico decided to fight the us drug war using the same tactics that works on the other side, it kicked off this violence. mexico is to blame for allowing the cartels to exist for so long, now they are here to stay...and will diversify to stay in business and make money but we are talking millions and millions of dollars was earned thru the us demand for drugs...thats what allowed the cartels to grow so large that they can challenge the mex gov't. and no, the demand for drugs hasnt always been there....it started when the us decided to outlaw drugs and convinced the rest of the world to follow suit. it was a health concern, i agree... but the drug culture that exists in the us has fueled it. drug culture is so ingrained in the us its now part of pop culture! in the us, everyone smokes weed, all walks of life...in mexico, only the lowest classes and bad ppl smoke weed. because mexico mimics us culture, more mexicans smoke weed now...especially now that there is a surplus in mexico that cant cross as easy and cartels looking to expand customer base have started to turn on their fellow mexicans. years ago, i never saw mex kids with pot leaf baseball caps or earrings, now its common.

  16. Total idiot this guy is. There's more military and police than tourists. I'm not exaggerating on this, yet they killings go unabated and yes much of it is in the tourist zone. Just look up club madona directly on the Costera (ocean avenue) heart of the tourist zone. Several on the beaches and so on the story goes. Totally F'd
