Reporter: Sinembargo Redaction
A Federal Judge emitted a " favourable opinion" for the extradition to the United States of Joaquin Guzman Loera "El Chapo".
A Council of the National Judiciary detailed, in a communication, that " a Judge of the Third District of Penal Processes in the City of Mexico, in the extradition proceeding 3/2001, that the opinion of the Judiciary, in relation to article 27 of International Extradition Law, is to proceed with the international extradition of Joaquin Guzman Loera, as required by the Government of the United States of America, from their Mexican Embassy.
The Council of the Federal Judiciary detailed that Jaoquin Guzman Loera is subject to " the fourth process supervening CR 95-0973-B, also referred to with the cause numbers 95-973-B, 95-0973-B and 95-1911M, before the Federal District Court, of South California, United States of America, for the charge of criminal association in order to import and posses with the intent to distribute cocaine".
The Council of the Judiciary had said the former, "in virtue of considering complete, the established requisites in the extradition treaty agreed between the United States of Mexico and the United States of America".
The Secretary of Exterior Relations now has 20 days to determine if to grant the extradition, or not, of Guzman. The capo's defense team can promote an amparo judgment to challenge his move, this could postpone by weeks or months, the transfer of the capo to United States authorities.
Guzman first was notified of the determination of the Judge on Sunday night, the associated press was told that a judicial authority, who he was not authorized to identify because of internal policies, prevent you from giving details of processes that are in course.
Guzman, considered the leader of the Sinaloa Cartel, was suddenly transferred on Saturday from the maximum security prison "Altiplano" to Juarez Cefereso #9 closer to the border with the United States, even though the Government has said that he was not moved due to the extradition process, but because of measures to upgrade the security of "Altiplano".
Guzman's lawyer, Jose Refugio Rodriguez, said to the AP that the Government would seek to hide his extradition, "that is their legal strategy", he commented via telephone. He also said that once the Foreign Ministry resolved the extradition, the defense has 30 days to promote the amparo.
Also, Rodriguez said that they will seek to have Guzman returned to "Altiplano", under the argument that the transfer at the weekend affects his proper defense, in due course, because the Judge who is dealing with their process is not near the prison where the capo is now being held.
Guzman Loera was transferred from "Altiplano", in the State of Mexico, to the Federal prison in Ciudad Juarez, Chihuahua, on the morning of this Saturday passed, " as part of the security strategy implemented in September", in that they have rotated more than 7,400 inmates in all of the country, according to the Secretary of the Government.
Yesterday, El Chapo's lawyer, Andres Granados said to Univision, that the day of the transfer the capo didn't understand what was happening, nobody had given him an explanation. His only thought was that the day of his extradition to the United States had finally arrived.
" I thought that I was going to go and eat hamburgers", Joaquin Guzman Loera jokingly said on Sunday to Andres Granados.
Granados related the conversation that he had with his client, Guzman Loera, after being transferred to the Ciudad Juarez prison: " he said to me that they arrived in the morning, and that they said to him " we are going to get revenge here". They took him from his cell, they handcuffed him and took him away. When they were leaving he heard the helicopters and he said to himself " now I will be extradited". Until he arrived here, first at Ciudad Juarez Airport and then a transfer to Cefereso #9".

Grazie Otis for the latest update. Seems El Chapo has a dark sense of himor...re: he was ready to go eat hamburgers. Kmsl. Can't wait to read the next post. Peace from Cape Town.
ReplyDeleteEither Chapo was dumb - allowing himself to be caught and in prison staring at the wall - after having escaped or a deal was made for his family and some of his fortune. I would think he'll hide in the mountains.
ReplyDeleteThere is also something fishy about Zambada's kids being arrested - one caught with weed from California? He did not have minders?
Chapo guzman is a nobody
ReplyDeleteDig faster, boys.
ReplyDeleteJavier Torres and Guero Palma will control it all
ReplyDeleteGood thought, chapo snitched and betrayed them also
DeleteIs Javier Torres still locked up?
DeleteI welcome Joaquin Guzman to the United States with open arms. Come to daddy!
ReplyDeletenice story. thanks
ReplyDeleteChapo will kill himself soon
ReplyDeleteYes nobody likes him
Delete11:27 yeah, keep on dreaming...
DeleteMore people like el Chapo than epn and any other priista panista, "panalista" or pvem member, because they are all corrupt greedy criminal front liners, then you get the criminals in the police and military, city by city, state by state, nobody likes them because of cowardice and corruption, then you get "el chapo", judge him, judge all...
Congratulations Chapo . Its time to enter the next round . If you win the next round you could win a extended vacation in the beautiful Rocky mountains . As a contestant you will also be eligible for all the Us health benefits that assigned by minimum requirements . If you have a heart attach you will be seen by the doctor before rigor mortis sets in , probably .
ReplyDeleteGood luck in the next round.
Just leave chapo in mexico. And extradite Z40. I wonder who wants chapo worse the Obama administration or the fagot nieto administration.
ReplyDeleteIf the good Dr gets this treatment, why shouldn't El Chapo
ReplyDeleteDR definitely got the shaft with no lube
Deleteel spaceio
Poor Chapo
ReplyDeleteNo one warned him about prison life as he rose thru the ranks of the snitchaloa vartel
Chapo is all drama now, get rid of him hopefully revenge comes quick
ReplyDeleteOtis, can you help me understand why Chapo's attorney Refugio Rodriguez is seeking to get his client returned to the same prison where he was being turned into a zombie?
ReplyDeleteWouldn't all prison's take the same security measures as Altiplano (sleep deprivation, changing cells every 2 hours, noise, etc.)?
An amparo can take months or years and the article states the judge handling the process is not close to Juarez. Is that a legitimate reason to seek to get Chapo back to Altiplano, or is their clients life really in danger in Juarez by a rival cartel as some comments here have speculated?
At this moment, Chapo's lawyers are trying anything they can to throw a spanner in the works. How long an amparo takes depends on what amparo of the 5 types there are, that has been promoted.
DeleteThe judge who emitted the favourable opinion has a base in Toluca. They are saying that this is too far from Juarez, for his lawyers to do anything at short notice.
His lawyer in the article claims the government are trying to hide his extradition. If he is close to the border, if they just arrive at the prison, to take him to the USA, its a 30 second flight to get into USA from Juarez, that gives the lawyers next to no time to launch any legal objection. If he is being held at "Altiplano", it would take much longer to get him from there to USA soil, giving his lawyers a much needed few hours to try a legal last ditch attempt to stop him being extradited on the day
El Chapo now wants to go back to Altiplano. He only agreed to go to Juarez because he thought they were taking him out for bugers. No shit! Google it: el chapo hamburguesas juarez

ReplyDeleteA U.S. politician is stating that Chapo might be extradited to the U.S. around the end of 2016 at the earliest. My question is to the Mexican government if they really do intend to protect this idiot Chapo with 200 or more Federales and Soldiers during Chapos stay in Juarez wasting all these resources on this one stupid thug? Chapo has more security personell in this prison than the Mexican President has in his entire staff! What Fuckin nonsense!
ReplyDeleteRetired mexican Presidenteshave the right by law to about 400 personnel for their "security" and the do need them los hijos de la chingada matherfakers after the way they fack up the country and the mexicans, they also have right to hundreds of secretary and administrative personnel and millions of pesos budgets and offices, and health insurance for life, to get fingered by the doctors any time they want...the matherfackers...
DeleteI believe if Chapo gets extradited he will be singing likike a little bird and turning corrupt politicians into prison b!itches! I believe he has so much dirt on both sides of the border to bring down a lot of important people....which he should, to end this evil in Mexico, and all the corruption in our borders and other places in the US. IMO..
ReplyDeleteHe may sing and he may not...However i believe its highly unlikely and american politicians will actually face any type of justice, judgement or jail..it didnt happen with oliver north or any in the cia when they were flooding cali..Only Freeway Rick got locked up while all the major players above him walked...
Delete5:41 kiki camarena walked, into a trap, juan ramon mata ballesteros the partner of felix ismael rodriguez also did like 20 years in prison, (low security), many others were persecuted and prosecuted, and murdered by the CIA, like barry seal, Gary Webb, and Guillermo Gonzalez Calderoni, "estupidos like Héctor Berrellez and Cele castillo and their partner agents and bosses, it took a general amnesty and presidential pardons from the "president himself" to get over it, but some of us do not forget or forgive...never!!!
DeleteOnly one in a billion from government get punished for it while 99.9% of drug lords get killled or locked up by the law.
DeleteThis will be interesting to watch. If he ever gets into US custody, he's through. El Chapo Guzman will be history. And then it will be on for El Mayo.
ReplyDeleteOn the US, it is americans in charge of making sure the money drug trafficking generates gets to the proper investment houses and banks properly cleaned and laundered, and it is the BULK OF THE DRUG TRAFFICKING PROFITS, no prosecution ever, presidential pardons as needed, a complicitous MSM? Of course, for the proper "due re$$$pect"...
DeleteDr Mireles did not contribute a few million dollars to get epn elected, el chapo was betrayed by his priista friends and foes after they got his money, but at least they did not kill his ass like they killed el barbas for threatening genarco garcia luna
ReplyDeleteHopefully the tunnel under Cefero 9 will be completed shortly for Shorty...Let's not forget that his resources are nearly unlimited since his compadre and kids are still running CDS...No person in Mexico wields his influence...that is just a fact people...Free Shorty...y arriba mi Sinaloa...
ReplyDeleteFirst kill all the lawyers, then the "military and poolice mandos" let the soldiers and police elect their own commanders.
DeleteI feel bad for anyone who has to live in that shit hole of a desert called Chihuahua...Free Chapo...
Delete@4:11 I don't blame your ignorance
DeleteI posted in BB el Chapo will never step on soil of USA by extradition. I also said to a group in Aug 2015 that Trump would never be elected, and I told my friends in São Paulo last February that Rousseff would never be impeached. I am not happy about the Trump situation but in each of these situations it shows a changing world. A world where citizens are being empowered and saying no more free pass to cheat, steal and lie for the elite. It should also be noted that Nigeria which is the most corrupt country I have regularly attended elected Pres Buhari whose only campaign premise is to fight corruption and my cohorts of Nigeria believe him. I have big hope that the future brings less corruption throughout the world and that people instead of only the powerful will be heard.
ReplyDeleteAmen to that!
DeleteWE just took that ride though the tunnels of the carretera Durango/Mazatlan. What a trip. Went to the Pancho Villa Museum and had lunch in the mercado. Chapo is going to Texas, Calif., Illinois, and when they're done with him, Marion. He's tired of running.
DeleteYou also posted about the benefits of privatizing pemex, carretero...
Delete--oil was privately managed in venezuela for centuries, and it never made the majority of the venezuelans rich, millionaires or "educated", just more dependent and vulnerable on their single banana product, oil...
SUPERMAX is some hard time. No visits, no letters, nothing. It's as well as dead!
ReplyDeleteViva EPN, the greatest Prez ever, admired not only by the Mexicans who voted him into power but by the world leader as well!
ReplyDeleteViva Mexico!
Its the perfect place to keep chapo. Ot makes.for a quick extradition and it adds alot of pressure to chapo in terms of danger from the juarez cartel that want and can have him killed. At this rate I think chapo is shiting bricks and would rather bounce to the US.
ReplyDeleteI think that might be the idea.Mexico wants him to want extradition so they can wash their hands of him before he escapes again.I believe Mexico is DONE with Chapo.
