Subject Matter: State Preventative Police, La Paz, Baja California Sur

The Commander General of the State Preventative Police of Baja California Sur, Luis Alejandro Osorio Alvarez, was attacked with gunfire around 11am on Friday the 13th of May, by an armed commando when he was travelling in a white dodge ram, around Calle Himno Nacional and the trans peninsular highway, at the height of El Progreso Colonia.
The Sicario's, according to witnesses, were travelling aboard a coffee colored Volkswagen Jetta, they closed down and stopped the passage of the official, who had no police emblems on his vehicle, and started shooting at the vehicles occupants.
The Commander General, and the second man on board from the PEP, Francisco Javier Moreno Montano, received three shots in the body, seeing their predicament, they called for help, and patrols of PEP and Municipal Police of La Paz arrived.
The Sicario's according to witnesses, fled the zone quickly but only managed to go one block, then let loose into a fierce gun battle that continued while a strong mobilization was raised in the El Progreso, La Pitahaya and Diana Laura Colonias.
During the confrontation, one of the Sicario's was shot by the security forces, and remained dead inside their vehicle, another was detained, and three managed to flee on foot, armed, towards the zona de tolerancia, specifically toward the bars "Mi Ranchito" and "Valle Verde", where the forces extended their search for the Sicario's.
In the gas station "Servi - Gas", the confrontation started between criminals and security forces, a civilian was killed in the cross fire, and who remains unknown to the best data.
As a result, a PEP agent Juan Carlos Cazanova Posada, and a Municipal Policeman of La Paz, Jose Carlos Espinoza Sanchez were wounded with four and two shots to the torso respectively.

I think this attack is almost certainly linked to the death of Don Carlos aka El Artista aka El Montoya of Los Mayitos.
ReplyDeleteLooking back, its common to see when an jefe de plaza gets whacked, the Police chief that has been protecting him is often whacked too.The other crews waiting for the slightest chink in Los Mayitos armor, will be smelling blood with this attack, and I expect more attacks on the PEP in La Paz.
I dont believe that any one of the crews fighting for La Paz, have control of every Police force and Army and Navy units serving this area.This is speculation of course, but its not beyond the realm of likleyhood.

10:45-They are not 'stealing' mining operations.Your government lets them in[foreign investment]yes and most likely for the kickbacks otherwise there would never be a mine there therefore no $ for them.I'm sure they are told they have to pay kickbacks to operate there or there will be 'trouble'.Only thing I wonder about is they must cook the books as the shareholders would be totally against kickbacks.There was some issues with Walmart going into Mexico and paying bribes also especially because they wanted to be 1st before Sorianas in Baja Sur and had to pay 'extra'.

DeleteIf you are a sicario in a city intent on getting away quickly without tyres squealing and the noise of the large V8 being revved high,which is a kind of a giveaway. Certainly doesn't attract a lot of attention because of its standard "eurobox" shape.
Not to mention all the CANADIAN mining interests all over Mexico.......probably payin' slave wages to their workers..........

ReplyDeleteThere was visible corruption within the municipal police force in the past, but conversations with state police and military left me feeling free and easy.
ReplyDeleteTo the extent that federal police and military have been effective, I'd have a hard time buying a story of widespread corruption in BCS at that level.
The state police might be conspicuously absent when there is trouble, but the municipal police in La Paz are just as likely to be instigating a crime as they are to be completely invisible.
Federal police at Topolobampo are probably getting paid off.
"Protection" by state police is a little more nuanced, limited jurisdiction means that only the federal police are going to investigate sex and drug crimes, so elements of the military and local, state police, are responsible for the security of everyone. "Receiving protection" implies that that isn't what these cops are supposed to be doing. Special consideration or active conspiracy in criminal matters is another matter.
A lot of the BCS state government feel they owe their personal security to a permissive attitude toward the criminal element. Violence in the state is very low, crime is very high.
Both BC NORTH AND SOUTH governments have the gangs, sicarios and traffickers working for them, we all know shit rolls downhill, and there are no "sicarios" up there...
DeleteThe protection that the Pepos give is in the form of information that says a raid by federal police is about to happen. Any cartel related drug activity comes under the jurisdiction of the PGR and SEIDO, while both are Federal Institutions, the Fed Police just carry out the capture.
DeleteFeds would notify the Pepos, transit and Municipal police of activity in their area. At high level. Sicarios often dress up as Police, and or are Police, the Feds would want to be sure that they are not engaged by local police thinking they are Sicarios in uniform.
