Brothers Moreira: Rubén and Humberto |
Note: We at BB have posted dozens of informative
articles regarding the massacres and Zeta-Moreira collusion. I have included a few within this post that
you can use the hyperlinks to access.
Otis has an article (see ICC below) of the presenting of the case to
Hague. Our coverage began before any
news was being reported. Coahuila is an
organized crime news blackout state. BB reporter Geraldo, received information
from people on the ground and posted that, (see hyperlink Piedras Negras).
DD and I have posted many posts on the subject. Coahuila
is "our adopted state". Because of my
work, I actually had first hand interaction with some of the players, during this time, and it was surreal. On one hand you meet people you hear are in
collusion, yet they seem "normal", "nice", "for the
people". However, nothing could be further than the truth. They are responsible for the mass murders, as
much as those using AK47's. They killed,
colluded, pilfered and “washed” money for the Zetas and themselves. Leaving the state a
financial disaster.
Humberto, a humble school teacher, within a couple of years owned lux real estate in U.S. and Mexico, using one of his private planes to get around, in addition to cultivating businesses and real estate projects such as his 15k square foot mansion in Saltillo. Humberto married a beauty queen, whose father was rumored being a high level Zeta businessman.

For me It became clear, after the 2008 kidnapping of Felix Bastista.
Bastista was an anti-kidnapping expert from Florida, in Saltillo to conduct
a seminar for businessmen in security and avoiding becoming kidnapped.
He himself was
kidnapped and disappeared in Saltillo. A year later,
while U.S. dignitaries including Consul General, were meeting with Moreira, the
consul asked about the investigation into Bastista’s kidnapping. Moreira’s team asked to take the conversation
private. It was there that the consul
was informed that Bastista was murdered after 3 days and “cooked”…by CDG
cartel.
Until being asked, and
only when asking for U.S. assistance, did the Moreira administration give up
this information. The fact that he said
it was “CDG” means it was Zetas. The
Zetas were working with CDG at the time, but controlled Coahuila.
I have no doubt it was
not great investigative work but a firsthand relay of facts, from those
culpable to the governor of Coahuila. Not necessarily prior to the crime.
Batista was annoying the administration, shining light on the unreported high
number of “disappearances”.
To read backstory use this hyperlink. However in the article,
it appears the family is unaware or not accepting the information of Moreira. And read Wikileaks cable, following post.
To date the Moreira’s
have not been charged or brought to justice for any suspected crimes.

Based
on statements by drug traffickers in US courts, dozens of Mexican civil
organizations denounced the Moreira brothers, governors of Coahuila, to the
International Criminal Court, for their alleged complicity in the heinous
crimes committed during their governments against the civilian population.
Academics at the University of Texas Human Rights Clinic believe that if the
involvement of the Moreira is proven, Mexican offenses such as the Allende and
Piedras Negras massacres can be attributed to the Mexican State.
MEXICO CITY (Proceso)
.- The testimony that Los Zetas surrendered to Texas courts,(review relevant
testimony in BB’s coverage of the Zetas horse racing trial) the United States,
not only revealed their alleged complicity with the brothers Humberto and Rubén
Moreira and with senior officials of their cabinets, but also that corruption ruling
in Coahuila, allowed between 2005 and 2012, atrocities against the civilian
population that could constitute crimes against humanity.
[This
publication is filled with information regarding the Coahuila situation. Zeta testimony, witness and victim testimony,
tell of torture, kidnappings, murders, rapes, and sexual torture. Often by the so called elite special
forces. And by the military, abducting a
victim and taking he/she back to the barracks.
And the glaring collusion of Los Moreira’s. One brother empowered Zetas, the other weaken
the cartel in favor of others.]
Mexico: Murders, Disappearances and Tortures in Coahuila de Zaragoza
constitute crimes against humanity by Chivis Martinez on Scribd
The involvement of
Moreira was denounced on Thursday 6 before the International Criminal Court(ICC), in a communication under the auspices of the Human Rights Center Fray
Juan de Larios, United Families in Search of Missing Persons and the
International Federation of Human Rights FIDH), with the support of at least 80
other organizations of the National Network of Civil Organisms of Human Rights
All Rights for All (DTT Network). In addition, other
civil organizations and citizens have requested the intervention of the court
in the face of the impunity with which these serious violations of human rights
are committed in Mexico.
The communication to
the ICC, entitled "Mexico: Murders, Disappearances and Torture in Coahuila
de Zaragoza constitute crimes against humanity," (ABOVE) indicates that the Zetas
trials in the United States "give more and more details on the collusion
and corruption that led to the high command of the government of Coahuila
implementing a policy of omission in support of Los Zetas, in parallel on their alleged pubic struggle
against these groups. "
The document, delivered
at the ICC headquarters in The Hague by Bishop Raul Vera (of Saltillo,
Coahuila); The deputy director of Fray Juan de Larios, Michael Chamberlin, as
well as attorneys Ariana Garcia Bosque de Familias Unidas and Jimena Reyes of
FIDH, details the testimonies in one of its 11 annexes: "Control ...
especially the state of Coahuila. Report on the analyzed testimonies of members
of Los Zetas in San Antonio and Austin. "
Systematized by
researchers Anna Smulders and Stephanie Corte, the report was overseen by the
director of the Human Rights Clinic at the University of Texas Law School,
Ariel Dulitzky, former chair of the UN Working Group on Enforced and
Involuntary Disappearances (GTDFI).
Beautiful insight and the depth of government corruption. However is it probable that justice will prevail? Or a continuous effort to acquire justice and only to be denied again?
ReplyDeletePolitical influence seems to rein like many cases against political officials.
Surprised though that an unofficial response was not merited! ( I'm sure one can read between the lines).

Hang both sobs high after being found as guilty as they are.
ReplyDeleteMr Robocop is here I see
DeleteNo la hagan de pedo, El Bartle Boy Moreiro les va a meter un "Su" por andarle Levantando falsos...
Delete--nadien, nobody can be. Leveling false accusations against "dignitaries" in mexico or the US, even if they confess about having grabbed them by the yingyangs hairs.
How can president of Mexico put up with this.pena Nieto one big joke. Come on Mr
ReplyDeletePresident u got 2 more years
Can put up with what?
DeleteHe is part of the political corruption. How do you think he got nominated and become president?
Truth is: many have to play the game of politics to achieve political achievements.
Which is sad to say. Many unknown and great political figures from those who do care and express the best for governance are never heard.
But like many as those of other countries, political affiliations and interests sway outcomes.
Guess that's life!

Don't be so naive, PRI are all from the same old school. PRI covers up for each other why do you think many journalists end up dead in Mexico? Criminals and politicians don't want the truth to be spread in public.
DeleteA big reason that president Pena Nieto has not done anything against the Moreira brothers is that of the hundreds of millions of dollars that Humberto Moreira and his compadres stole from Coahuila, a big chunk went to Pena Nieto and the PRI to fund EPN's presidential campaign. EPN and the PRI violated campaign finance laws by spending not only hundreds of millions of dollars above the allowable limits, but also by running campaign ads long before the campaign officially began. Humberto Moreira was rewarded by being elected national president of the PRI and resigned as governor of Coahuila. He left his brother as governor of Coahuila and took a long sabbatical in Spain (supposedly on a employees union scholarship-- a very, very generous scholarship)and returned to Mexico after the statute of limitations governing embezzlement made prosecution in Mexico unlikely. Not that it would have made a difference; with the president of Mexico and the governor of Coahuila covering his back, there was no way anybody would have lifted a finger against him.
DeleteThe U.S. is the only government who has tried to prosecute Humberto Moreira. Several of his political cronies were prosecuted in the U.S. for money laundering and there is reason to believe there are sealed indictments pending against Humberto in the U.S. That is why he has been very careful not to come to the U.S. since he returned from Spain. U.S. statutes of limitation for money laundering and drug related crimes are much more realistic than Mexico's.
Humberto Moreira has said he plans to run for office again.
@8:45
DeleteYou are correct. The PRI is old school.
Having stated such; a code of conduct (impunity, corruption) is expected of them.
Thanks for the refreshing course.

On the eyes of the US government mexico's dictatorship is perfect, full of imperfect sanababitches, but owned by the US, until a further review that never comes.
DeleteI want to put a positive attitude on Mexico. I thought Felipe at least tried to clean up Mexico
DeleteEPN is not part of the corruption, since he got appointed to serve under his uncle, arturo monitel, governor of Estado de Mexico narco-satrapy, he was already working with the narcos of Amado Carrillo Fuentes and the beltranuses, EPN is not "part" he is the underboss, the boss is Carlos Salinas de.Gortari, but there are other "Don Mafiosos" in Mexico about as big.
DeleteLube not applied when moreiras raped coahuila they did
ReplyDeleteGovernment officials NEVER get found guilty in Mexico or most countries in the world including the good ol U.S of A. Not a surprise
ReplyDeletePinches bolas de ratas
ReplyDeleteNo problem! Once the murdering and looting and raping is finished, just go to confession and all is good!
ReplyDeleteThat is one of the big differences between Protestants and Catholics. For Protestants Your path to God is by your daily deeds.
Religion has nothing to do with it. Both catholics and protestants have had their good share of slaughtering (aka genocide). One group slaughtering the natives in the south and the other in the north of the american continent.
DeleteEl Bertie Boy resigned the governorship of his beloved and "free state of coagüila to work as EPN's campaign manager, could have been a minister in his cabinet and selected for next lresident, but somebody tripped his ass and el bertie boy had to leave the campaign early, and he was never given another bone, MAO osorio chón is the next candidate, but epn received great befits from all his colleagues and confrere narco-governors, from yarrington to osorio chón fidel herrera and javier duarte, manuel cavazos lerma, tomas yarrington, rodrigo medina and his predecessors, all the governors tht tried to make their own Huastca Federation of police and army to promote their own robberies, politicaL shenanigans, crimes and murders, including EPN.
ReplyDeleteChiva trais los cuernos mas filosos que nunca.
ReplyDeleteThanks for all you do.
Thank you chivis for this story. Thats why i visit BB. Keep on!
ReplyDeleteThe truth will come to light and justice will be done.
You are welcome. Sadly the Mexican government has already assured that Humberto will never be brought to justice for most of his crimes. No doubt a part of the deal for him to resin and leave the country for a while, so EPN could win the election for PRI.
ReplyDeleteIt is sickening. He led the Coahuilenses to the slaughter, by using charm, bait and switch, and sheeps clothing. People LOvED this man, and trusted him. Many of the Moreiras are like that. I can say his wife is truly a kind and compassionate person. it is rumored he is very abusive towards her. I knew his son Lalo as well. We worked projects together, he first called on me during the hurricane alex and its aftermath of great damage. He was a love child whose mom Bert never married. He was never raised in the moreira household. raised in Acuna with his mother. Although Bert visited him often in acuna, he did not publicly acknowledge Lalo as his son until running for governor when Lalo was 18.
Lalo was a good kid. I think to myself...WTF, of all the damn Moreiraa's...why did it have to be him who was executed?
I along with others have been writing about GATE, Accredibles etc for years and their criminality. It was always well known in Coa. No where to turn. If one needs police assistance, most people will not call in fear of making things worse.
Very sorry about lalo
ReplyDeleteActually no matter if someone doesn't know then its up to
ReplyDeleteother visitors that they will assist, so here it happens.
