Police chief arrested for kidnappings ordered by cousin, La Linea boss, "El 80"

Cousin of La Linea leader "El 80",  is arrested for kidnapping,  he is a municipal police chief who kidnapped and set up victims of criminal acts to coerce ransom payments.


Elements of the State Investigation Agency in coordination with the Federal Police, detained the sub director of the municipal police of Namiquipa, Hélier Daniel Gutiérrez Quintana, for the crime of kidnapping.

The capture of who is cousin of the leader of La Linea, , Arturo Quintana Quintana alias "El 80", was through an arrest warrant that was completed on Wednesday, in a Hospital located in the Periférico de la Juventud.

The sources indicated that Gutiérrez Quintana was arrested by personnel from the Investigation Division of the Federal Police in the City of Chihuahua, as part of the operations of the 'Titan Escudo' Operation.

The facts attributed to him were recorded on May 16, 2012 in the municipality of Namiquipa, the accused ordered the arrest and abduction of the victim, in order to obtain a large ransom for his rescue.

In the ministerial complaint it was narrated that on that day, the victim was intercepted by armed men, who had a checkpoint of several patrols and pickups, at the entrance to the town of Namiquipa, the subjects advised the victim that "it was a routine review", he recognized Hélier Daniel, as the commander of the Municipal Police.

From there, the victim was transferred to the command center, where they kept him handcuffed, gagged, where he was subjected to constant blows while pointing a gun at his head.

In order for him to be released, they demanded a large amount of money by phone from the relatives, setting a three-day deadline to collect it; so during that time, they had him in a cell at the police headquarters, he was only taken out to take photographs with his vehicle and some marijuana packages.

Days later and after the payment of the ransom, the affected person was released.

After the complaint filed with the Attorney General of the State, the investigation work began resulting in  obtaining the arrest warrant by the Control Judge. 'El Chato' is wanted via an arrest warrant for the crime of aggravated kidnapping and is investigated for other illicit acts.

The Ministry of the Interior, pointed out that Gutiérrez Quintana is in charge of the commission of different crimes such as kidnappings, extortions and executions against members of other organizations, for 'La Línea'.

      Citizens know their destitute within their country. Where barriers and boundaries are implemented to continue to suppress its citizens.
      That’s life in Mexico for many. Learning to accept this reality will determine ones longevity.

All linias are state police criminals, but maybe not all the poles is are criminals, they just keep quiet, because the Linias are the original "CA Juarez Casas de la Muerte" recording artists that used to be in cahoots with Johnny Sutton of a US Gov. Agency that got protected by attorney general John Ashcroft when the case blew up on their noses.

      Mass graves although not "casas" de muertes have been discovered for many cartels including CDS and CJNG across all Mexico also.
      Grow up and realize every cartel is formed by criminals that kill bothe men and women and dispose of their corpses in many ways.

      Also I wonder what will happen as far as punishment goes. I'm sure he has made plenty of associates during his time as a police chief / linea operative.
      I wonder also what's going on with Juarez cause the Federation caused a lot of conflict there and the Capo's and heads of Juarez were also arrested. Considering BLO and Juarez were old associates and the the Z also became a part of their operations once they all lost power I wonder how they are holding up.
      There is a group called Nuevo Cartel de Juarez but I don't know who or what they are . Could they be CDJ BLO-Z drop outs ? Or same players with new heirarchy ?

      CDJ has always amazed me with their resilience.

    5. @1:22 Juarez is roughly 75 percent CDJ now and so is the rest of Chihuahua state. Very hard to finish weeding off the remainder of CDS or its affiliates like Mexicles and Artists Assasins because of arrests like this but slowly but surely the task is being accomplished!
      NCDJ name never caught on really but it is basically CDJ, Aztecas and La Linea under mostly new leaders/leadership.

  5. I hear all kinds of rational for this shit that goes on in mexico . "They are so terribly" some cry . Then others say "its the wealthy politicians . I say its just people that are inherently greedy with low morals . It is instilled as a way of life in so many areas and so many family lines . I have seen poor people all my life . Many men with big families just stick to it work and pay the bills and put food on the table with nothing left. Then there are the ones that sire children all over never stay put and take care of any of them . Moma gets a welfare check and that's good enough . What I am saying is good quality people do the right thing . Scum bags do what they do .

    5. @8:13 Hispanics acount for about 16 percent of the American population yet account for 24 percent of the prison population.
      This however is a bit misleadind as far as actual criminal intent of the Hispanic people incarcerated due to the fact that most cannot afford a good attorney as well as do not completely know American laws specially undocumented Hisoanics like whites do. The rate of incarceration for African Amercicans is nearly 8 to nine blacks for every white person showing the disparity in sentencing them. Over all blacks account for the biggest prison population in the U.S. while Hispanics are second followed by whites then Asians. While the population of Americans is composed of whites first then AA then Hispanics then Asians although AA and Hispanics are not too much difference.

    1. Their commanders get the death penalty if they colluded, and the offenders get life if they confess, but if they give investigators a hard time and are proven guilty, beyond any reasonable doubt, that is deserving of death penalty,
      able judges and attorneys will be making soon much money, they'll get tired of making soo much money!!!
