BCS Police Get New Equipment that is Not Bullet Proof

Translated by Yaqui for Borderland Beat from: El Mundo Digital

Non Bullet Proof Vests Delivered by the Municipal Administration to its Police Officers
June 3, 2018

Municipality of Los Cabos, BCS.- Of the 400 elements available to the General Directorate of Public Safety, Preventive Police and Municipal Transit, at least 370 have vests purchased for  5,000 Pesos each that do not have metal plates and therefore do not protect them in case of receiving bullet wounds in the chest, in any type of confrontation they may have with criminal groups or individuals.

Following the assassination of Sub-Commander of Sector One of Cabo San Lucas, Juan Enrique Sanchez Ochoa, on May 31, 2018 at the hands of a foreign citizen, this past week, police agents who requested anonymity reported that the current Municipal Administration gave them vests at the cost of  5,000 Pesos each which only have one lining and not a metal plate. Sanchez Ochoa did not have a bullet proof vest on at the time of the incident at 11:35 pm when he went on call to a report of a fight with an unruly person at an establishment.

There have been various conflicting reports on the incident itself, one that it took place in a casino; another that the gunman did not want to pay his bill. In any event the foreign born man; identity and nationality unknown at this time, took out a gun and shot the responding police Officer Juan Sanchez Ochoa. He was subsequently arrested and Officer Sanchez Ochoa died en route to the hospital nearby.

According to research from El Mundo Digital, only about 30 agents have a vest with a metal plate that protects them  from high-caliber impacts, the rest (370) have a vest only with a lining, which resemble a school backpack and does not protect their physical integrity in the event of a shooting of any kind.
                                                       Higher quality Tactical Gear

The preventive agents consulted acknowledged that  the previous government administration gave them vests with metal plates but they can no longer be used because they have already expired. The vests with metal plates have a value higher than 40,000 Pesos but the current administration decided to deliver vests of 5,000 Pesos, which are not bullet proof. That is a vest that costs roughly $250 USD as opposed to $2000 USD and there are plenty more expensive/ safer ones on the market.

                                                   Much higher quality Tactical Gear

The consulted agents asked the National Public Security Commission and the Municipal Comptroller to initiate an investigation against the Administrator of the DGSPPYTM, Rosario Márquez Márquez, to explain why she purchased the 5,000 Peso vests  that leave them in a state of defenselessness in the face of confrontations with criminal groups instead of higher quality ones.

Meanwhile in La Paz, BCS:

Governor of the state of Baja California Sur, Carlos Mendoza Davis, has delivered on his promise of a New Academy of State Police complete with 7 new wings, a multiple use gymnasium, living quarters for men and women with the capacity to train 1,158 new elements with " high tech equipment and technology, a virtual tower, outdoor recreation areas, a civic plaza, armaments, an auditorium and an airstrip with an investment of 55 millions Pesos"; all convieniently located "Mid- State where they will be able to work with Federal Forces and make our State once again free, just and peaceful".

  2. Gotta love the Mexican government I can see why cops would rather flip and work for the cartels.

  3. If Mexico legalize guns, U.S gun manufactures would make a killing in sales. Mexico would probably be the 2nd country with the most weapons next to the U.S.

    1. They already make a killing selling weapons to the cartels. What, you think those fancy AR15s are Soviet era rifles?

    2. Next batch of bullet proof vests needs to be tried on the politicians first, if they did not try the Quality Control on the sellers, the family of the officer that got killed wearing their vest could be able to sue for a few millions, pesos, he was mexican.

  10. Well, you know, Mexican police officers' lives, do not really matter, if the pendejos think new non bullet proof vests are better than "expired ones", let them...
Just what kind of estupiro believes bullet proof vests expire?
Some kind of one with a death wish?
And why keep a secret the identity of a Mexican police officer killer, if the killed were an American police officer they would have closed the border and shit...

  13. I think I would much rather have an expired vest with a metal plate. Can we find someone to donate their expired vests? Put a call in to law enforcement anywhere and lets get these guys protected for crying out loud.

  15. When i see a vest i point for neck and face and I never seen a vest stop 50 223s from 6 different amigos. Vests are a puto idea for sicarios who wear versace shoes, aka dead putos. Or a fun gameee see if the 50cal to the chest will make enemigos flip like a quarter. Vest dont stop grenade or fire either. But a foregrip make ur rounds stronger

  17. Meh, even Lvl 3 ceramic plates are a fool's errand. It won't stop a rifle round, I see very few cartel guys with pistols or PCC's..pistol caliber carbines.

  18. vest? just gets in the way, high power rifles are used in gun battles,so doesnt really matter, still going through

  19. Anyone else think the story of a foreign national pulling out a gun and killing a Mexican police officer in a hotel lobby seem unrealistic? I wonder if he was shot by another officer accidentally and the police concocted the tourist on vacation pulled out his gun story. Just seems odd someone visiting Mexico would have a firearm.

    1. 3:57 Mexican border death squads, I mean border patrol does not exhaustively check US tourists for any weapons, but refusing to pay your "tab" is a big sin, there are goons ready to collect if they have to chop off your ass, and it does not matter why you refuse to pay, you're gonna get cogido and you're going to pay.

    2. This happened in Cabo. Doubt a tourist drove down there in a vehicle that didn't get searched at the border. Most likely landed at an airport so bringing in a firearm unlikely. I'm just saying the official story we have read seems suspect.

    3. @9:16 You are kidding me. Apparently you have NOT driven down there, thru the border or thru 10 revisiones to get that far. Unless you hit a revision with a Capitan in a bad mood they rarely shake down gringos thoroughly. I had a friend who had his gun found ( some kind of pistol and knowing this guy it was probably a .45 ) .The Soldados at the Revision told him “ to HIDE IT BETTER NEXT TIME “ . He didn’t even pay mordida.
      True story.

  20. When they catch Cartel members, wearing the good bullet proof vest, they can refurbish, clean and use. And also why are they hiding I'd of foreign national, I bet he is Russian. Russians sell Ak-47s to certain cartels.

  21. My impression is that is a “ foreigner” . No one has said American yet to my knowledge. It’s seems that the man, ( perhaps drunk and high, JUST a supposition)
got unruly , perhaps very unruly, ie aggressive. I THINK the cops tried to Tase him first , there was a dispute at the Casino/ Hotel . I think his name will come out and I would not be surprised if this guy was NOT just Joe Blow Tourist . And don’t kid yourself, lots of people are carrying.

    1. Perhaps the cop was currupted and there's more to the story, of the un named person protected his life.

    2. 10:00 this foreigner refused to pay his tab,
      and polesias were called.
Many times the pimps have intructions not to harm tourists, but call the police instead.
Mexican nationals either don't get overcharged or stay away from trouble, you can not go and get free cachuchas just on your looks...
--Free cachuchas is when the "edecanes" go with you for whatever just because you are soo pretty they can't help it.

  22. I'm not sure why , Mexican police trust thier employer. I work security for garda and they give us shit vest. I ask my supervisor if I could buy my own and he said yeah ,just to sign. a waiver form. I found a level 2A on eBay for $120 and I adapted ballistic ceramic plates on the back of vest. What im trying to say never trust your safety on the hands of "el cheap-o police manager". if they had a vest all they neeed was some metal 2 inche thick plates cover with fireglass resin it would stop up to a 357 magnum and anything on between..

  23. The corrupted cop was going to kill the guy in the lobby, but the guy in lobby acted to save his life, by shooting. What is odd, they do not want to reveal more.
