San Francisco de Conchos, Chihuahua- 48 hours after being subdued and kidnapped by a group of heavily armed men in the vicinity of El Tigre community on the shore of lake Toronto, four agents assigned to the DSPM of San Francisco de Conchos were found dead on the morning of July 16 in a gap known as Las Torres in the neighboring municipality of Valle de Zaragoza. They had obvious wounds caused by firearms. Following the brutal event, the municipality is left virtually unattended after an element deserted and the rest refused to work due to lack of equipment and support.
It was an element of the FGE and the state security commission who located the bodies of the agents Ángel Carrillo Rey, Ramón Horacio Galindo Castañón, Gustavo Ramírez Jiménez and Salvador Omar Araiza Lozoya. They disappeared while on duty minutes before 23 hours on Sunday the 14, the first two attached to the DSPM and the remaining two to the La Boquilla sectional police.
At an early hour, SFC Mayor Jaime Ramírez Carrasco met with relatives of the fallen agents to confirm the tragic news, offer condolences and organize an armored deployment in which two people close to each of the elements would be transferred to the SEMEFO of Hidalgo del Parral to identify the bodies. At noon the recognition process was canceled due to the latent risk of an attack. Finally, it was in the facilities of the public ministry of Camargo where family members were concentrated and via photos and video links they carried out the procedure. It was only official vehicles and personnel of a funeral agency that went to Parral for the bodies.
Meanwhile, the municipality of San Francisco de Conchos was practically left unattended and with a shortage of weapons on the morning of the 16. Only 6 policemen and 1 transit officer remained active after a police officer deserted. They all refused to go on patrol, arguing lack of equipment and logistical support. Mayor Ramírez Carrasco urged the FGE to be assigned a special group to take charge of the situation and SEDENA the favor of returning personnel to patrol and take care of strategic points. The mayor reported that the four long weapons and the same number of guns were not found at the place of execution. Consequently the state force was diminished and withdrawn.
The proposal of the City Council was to carry out the funeral honors in one place. In the end, three of the fallen agents will be at the Perches de Camargo funeral home for the wake and the fourth of the group, at the La Boquilla funeral service sectional office.

Squad cars are supposed to be monitored, in constant contact AND in their designated area, they go to the outskirts only to collect quotas and kickbacks or to meet with the director's wife and daughters.
