SEIDO captures Escudero Escandón, CAF leader

ith an arrest warrant against him for the crime of organized crime, José Luis Escudero Escandón aka "El Quieto", aka "El Pelos" was arrested, identified by the authorities of the Bureau of Territorial Coordination for the Construction of Peace and The Security of Baja California as leader of the Arellano Cartel in the state (CAF), the operation was completed on Monday, January 27, 2020 in the city of Cancun, Quintana Roo, by elements of the Office of the Special Prosecutor for Organized Crime Investigation (SIDO).

According to organizational charts released since 2017 by the research areas, under the orders of Escandón,: Isaac Ripa Bárcenas, “Luis; Roberto Parnás; Mario Rodríguez "The Compa"; Pedro Quintero Velázquez “The Jaguar; and Jesús Edgar Ruiz Domínguez.

Such as former police officers: Enrique Jorquera Guerrero, “Prospero Medina Avilés, Juan Lorenzo Vargas and Arturo Cosme Espinoza.

But his best known criminal operators  are Carlos Garmiño González “El Karateca”, arrested in February 2016, sentenced in September to 11 years in prison then  released; and his relative, Pablo Edwin Huerta Nuño aka Eduardo López Navarro "El Flaco".

Captured in 2016, Héctor Manuel Gil García “El Kadito” told federal police that “El Flaquito” was the financial operator of his brother-in-law José Luis Escudero Escandón. As the head of murderers of this cell, local authorities have identified David López Jiménez "El Cabo 20".

The name of Escudero and his relative Huerta Nuño, were mentioned in several recent files, including the attack on state police officers that occurred on the night of Wednesday, January 22, 2020 at the La Mesa de Tijuana delegation, where the police officer died. State Security and Investigation Guard (GESI) Antonio Reyes and the civilian with criminal records, Héctor Cabrera.

They were also identified as allegedly responsible for the series of narcomantas posted in different parts of Tijuana on January 24 and 25, accusing corruption of local authorities and threatening the lives of various police chiefs.

In another file related to law enforcement, the Escudero group was investigated as responsible for the kidnapping and injuries of an intelligence agent of the SEIDO committed in January 2018. He was deprived of liberty in the Rio Zone, because he was looking for a criminal in the immediate vicinity of a rehabilitation center located at number 10851 of Avenida Eusebio Kino in the Urban Zone Rio, in Tijuana. The officer was rescued.

Likewise, in March 2018, Gerardo Manuel Sosa Olachea was forced to resign as Secretary of Public Security of the State after the United States government asked this of the then governor Francisco Vega, and they did so after evidencing the alleged relationship of Escandón and Huerta, with Héctor Sosa, son of the former secretary.

Another recent file in which the names of Escudero and Huerta were mentioned was the murder of 2 fishermen and the rescue of another four that occurred on November 27, 2019, on Cedros Island, who allegedly remained in the middle of a criminal struggle for the plant traffic "always alive".

The authorities will provide further details of the capture, and the judicial process against Escudero.
