his tour of Oaxaca, AMLO assured that his government "is ready" to
face the Covid-19 pandemic.
Given this, he
asked the population "not to be scared" and take to the streets to "eat
with the family", this during phase 1 of the contingency measures.

The normal practices of corruption & collusion of criminal organizations with government agencies and officials are what led to this problem. A continuous display of concern with consequences for many who are on opposing sides. The threat of retaliation from or alliance of cartels are why many have been killed.
To simply shut down a revenue stream for many who rely on it will not come overnight. "Plata or Plomo" isn't a slogan without any merit to this.
Mexico's political system is far from being fixed.
