"El Chapo’s" 2015 Escape: Judge Absolves Celina Oseguera Parra of Being an Accomplice

Judge acquits Celine Oseguera Parra, Implicated in the second escape of "El Chapo" Guzmán.

Since January 2019, the former official was under house arrest at her home in the Espartaco neighborhood, in the mayor's office of Coyoacán. Almost five years after having been imprisoned for the escape of Joaquin, "El Chapo” Guzmán, the former national coordinator of Federal Centers for Social Readaptation, Celina Oseguera Parra, was acquitted by the Second District Court of Federal Criminal Proceedings, based in Toluca, State of Mexico.

Celina Oseguera Parra, former national coordinator of the Federal Centers for Social Readaptation, was singled out as an accomplice in the second escape of the former leader of the Sinaloa Cartel from the Altiplano prison.

A federal judge acquitted the former national coordinator of the Federal Centers for Social Readaptation, Celina Oseguera Parra , accused of being an accomplice in the second escape of the former leader of the Sinaloa cartel, Joaquín “El Chapo” Guzmán , from the maximum security prison in the Altiplano , on July 11, 2015.

Judicial sources confirmed that the head of the Second District Court of Federal Criminal Proceedings with residence in Toluca, State of Mexico, Judge María del Socorro Castillo Sánchez, determined that the former official is not criminally responsible in the "Commission of Crime for the  Escaping Prisoner Hypothesis" from when the accused was being prosecuted by the Commission of Crimes against Health.

"Consequently, she is acquitted of the accusation made against her by the agent of the public ministry of the Federation, for which an acquittal is issued in her favor," specifies the notification form that was issued just before  noon on Friday.

In September 2015, the formal prison order was issued against Oseguera Parra, along with other public servants involved, making her one of the highest-ranking defendants in the federal prison system.

Likewise, in 2019, a judge granted Oseguera Parra the benefit of home imprisonment pursuant to a judgment of amparo in her favor based on her age and state of health.

The decision was never appealed by the Attorney General of the Republic.

Celina Oseguera Parra was Director of the Altiplano Prison and the Federal District Penitentiary System.

The then Attorney General's Office arrested 13 former officials allegedly involved in the second escape of "El Chapo" Guzmán .

Among them was Celina Oseguera Parra, who was appointed in July 2014 by the former Secretary of the Interior, Miguel Ángel Osorio Chong , as national coordinator of Federal Centers for Social Readaptation. 

She is originally from Colima, has a law degree and a master's degree in criminology. From 1993 to 1996 she worked as the Directer of the maximum security prison in the Altiplano, State of Mexico. 

She also served as general coordinator of Prevention and Social Readaptation, of the Ministry of the Interior.

In 2008 Oseguera was appointed Undersecretary of the Penitentiary System in the country's capital, when Marcelo Ebrard was head of the capital's government.

Four years later, in November 2012, the PRI in the Legislative Assembly demanded the official's resignation for alleged acts of corruption in prisons, "such as the sale of drugs and prostitution." She remained in office despite the allegations.
