The State Attorney General's Office in Chihuahua is investigating the participation of organized crime in the recent murder of municipal police agent Román Favela Barraza.
According to officials familiar with the investigation, Favela-Barraza was suspended since October 2020 for reportedly murdering a detainee and for "planting" drugs on people who he placed in custody.
"The killing could be related to some improper action that he could have ordered or in which he could have participated (...) We also have not ruled out the possibility that he was involved in drug trafficking", an official told Diario de Juarez newspaper.
As covered by Borderland Beat, at least four cartel members and three police officers (including Favela-Barraza) were killed on Monday in a series of coordinated attacks against local security forces in Ciudad Juarez. Authorities are investigating if the other police officers killed also had ties to drug cartels.
Favela-Barraza was the first police officer killed on Monday when two gunmen went inside a store on Baja California and Benito Juárez streets in Villas Salvárcar neighborhood and shot him dead. Authorities confirmed that one of his relatives was kidnapped as well. The hitmen then left the store in a white Jeep and have not been arrested. Since he was suspended, he was not allowed to carry a firearm.
Records provided by Diario de Juarez show that Favela-Barraza completed certified training courses from the US Customs and Border Protection (CBP) and the Federal Bureau of Investigation (FBI).
His suspension
Favela-Barraza had been suspended since October 8, 2020, after a man who he placed in custody in Universidad neighborhood in Ciudad Juarez died.
Investigators confirmed that the man, a suspected gang member, died from head trauma before he was received at the hospital. Paramedics said that the detainee was unconscious when he was sent for medical intervention.
Officials not authorized to speak about the case said that Favela-Barraza likely murdered the suspect, but since authorities were not able to frame him, he was simply suspended without pay. In addition, he was demoted from supervisor to sub-coordinator.
Favela-Barraza had a record of accusations that said that he planted drugs on detainees to frame them. A source consulted by Borderland Beat said that corrupt police officers plant drugs on people's cars and then threatened to send them to jail if they do not give them bribe money (mordida in Spanish).
No wonder the Two ladies police women resigned once they were grazed with flying bullets. Now they will have PTSD.

DeleteCuando vivía en Mexico la respuesta a la pregunta de quién respetara o confiara en las autoridades (sean municipales, estatales o federales), era con poquísimas excepciones la gente me expresaba su desconfianza y miedo tocante a interacciones con cualquier corporación. Gente digna, trabajadora, hogareña tiene una desconfianza total en los protagonistas de la ley y “justicia”, y mejor evitan problemas enredando a la policía. A mi me da pena por la gente mexicana.
