Federal Court Rejects Motion Issued by Tijuana Cartel Ex-Boss Eduardo Arellano Felix

Mexican federal judge Augusto Octavio Mejía Ojeda rejected a motion issued by Tijuana Cartel ex-boss Eduardo Arellano Felix, ("El Doctor"), a member of a powerful clan that once headed the Tijuana Cartel.

The motion sought to cancel any arrest warrants against him in Mexico since Eduardo will be deported back to his home country in August. Last week, a lower court approved Eduardo's motion but this final decision supersedes the previous one.

Eduardo will be released from US prison on 18 August 2021 and deported back to Mexico. But the presiding judge did not confirm or deny if Eduardo had an arrest warrant for him. If he has charges in Mexico, we can infer that authorities will arrest him as soon as he returns to his home country through a legal port of entry.

At the age of 64, Eduardo may return as a free man to Tijuana, one of the most dangerous cities in Mexico today.

The Tijuana Cartel holds presence in the area but is no longer the hegemonic group it used to be. Other groups like the Sinaloa Cartel and the Jalisco New Generation Cartel (CJNG) currently compete for control of the Tijuana corridor.

Background

The Tijuana Cartel controlled the drug trade from its base in Tijuana, south of San Diego, between 1986 and the 2000s. At the height of its power in the 1990s, the cartel smuggled hundreds of millions of dollars in narcotics through a 100-mile-wide corridor stretching from Tijuana to Mexicali, south of Calexico, California.

The Arellano Felix brothers gained an added measure of notoriety when the Tijuana Cartel and its battle with the rival Juarez Cartel were dramatized in the 2000 film "Traffic," which earned four Oscars.

In its indictment against the brothers, the U.S. government said Eduardo was doing business with an illegal enterprise through a pattern of racketeering activity (RICO), conspiracy to import and distribute cocaine and marijuana, and money laundering.

Arrested in 2008 in Tijuana, Eduardo was extradited to the US in 2012 to face multiple counts of drug trafficking and money laundering. He pleaded guilty to the charges and was sentenced to 15 years in prison the following year. His sentence was later reduced after a U.S. court deemed that he was "less involved in the unsavory aspects" on the Tijuana Cartel.

  8. Tijuana is a whole new world now with so much cross border traffic in people. You have American cliques of apparent Surenos organizing what look like bloods sets, made up of Black Africans who came to Brazil, through Venezuela, Nicaragua, EZLN lands, Guerrero, enclaves of Muslims from Iran and Syria loyal to Hezbollah, across safehouse networks run by Indians financed by D-company and by Triads backed by the Chinese Communist Party.

    This is not simple now. To be a cartel, you're going to have to control this, and it's beyond that when the cargo is half people.

    You try to fight the new order in TJ under and old paradigm, the fighting will never end.
