Tijuana, Baja California: Young American Killed Suspected of Being Son of Cabo 23

"Sol Prendido" for Borderland Beat

A young man between 18 and 20 years old, resident of the United States, was killed when he arrived in his vehicle at a seafood stand meters from the Eastern Expressway in Tijuana.

The victim was driving a recent model Mercedes-Benz luxury car with current California license plates.

The events happened at 12 o'clock on Valles Street, in front of the Border Normal School located in Colonia Río 3era Etapa.

The attack was carried out in front of several witnesses who were eating at the food stand stationed on the sidewalk.

According to witnesses' accounts, at least two criminals were responsible for this murder, who fled the area in a light-colored car.

One of the murderers approached the driver's door and shot him through the window at close range.

The young man received several bullet wounds, in which he lost his life on the spot, sitting in the car seat in front of the steering wheel.

By the time the investigating agents arrived at the crime scene, the seafood cart had already been removed from the site.

Prosecutor's Office personnel located at least 8 spent 9 millimeter firearm shells.

Jose Mora Zamora AKA Cabo 23 and/or El Negro died on the floor next to a seafood stand in 2019 in Tijuana. Originally a member of the Sinaloa Cartel, Cabo 23 later switched alliances and was part of the Jalisco New Generation Cartel (CJNG) at the time of his death.

  1. Who is Cabo 23? No mention of him in the article so I’m confused. Sounds important.

  6. Hey I'm going to go in my luxury Lexus SUV to Tijuana, Mexico. I am sure nothing will happen to me. I will make stops at Taco stands to show off. Then hopefully I make back to USA alive.

    1. Judging by one of his stickers, it seems like he may have had SENTRI access. I need to look at other images but it seems like it is. That would be interesting because it would mean US authorities gave him “trusted traveler” access despite a deep background check.

    2. @Cholco: SENTRI program does not have a sticker. It is the CAPUFE / Linea Express on the Mexican side. From my understanding, the crossing in Tijuana doesn't have a CAPUFE lane. Other crossings like in Ciudad Juarez, Nuevo Laredo, Reynosa, etc. have both. But you are right, it does look like a SENTRI sticker.

    3. I remember BB did an article of December 2020. A guy working at a seafood restaurant from Redlands CA, had went in a new White Range Rover headed to Michoacan. He never made it,they did find his SUV days later, but not him.
Seems people from US going in new cars are asking to be killed.

    4. is it hard to get SENTRI?

      Delete
    5. 9:28 - They'll run a background check. If you come back clean (no previous arrests/convictions, no outstanding traffic violations, no history of [insert whatever issue you can think of]), you should be good.

Apply now. It takes a few months to get an interview. Border crossing lines are horrible right now and I don't expect them to get any better once they are fully open.

    9. 11:43 - SENTRI stickers were discontinued a long time ago. They run your info with the car's license plates and with your card at the kiosk. The sticker is for the Mexican express lane ran by CAPUFE. But I'm pretty sure the Tijuana border crossing does not have a CAPUFE express lane.

    1. If Cabo23's son indeed lived in the US, how did they know when he crossed or when he was in TJ? I suspect a friend or someone closed to him gave him up...

      Delete
    2. 10:11 they very likely were watching his home in the US, waiting for him to one day head south. or maybe they had a gps tracker installed on his car

      Delete
    3. 2:26 Surveillance is extremely expensive, and I believe most GPS trackers in cars don't last more than a few hours. I learned in El Gato's murder investigation case where that CDG lawyer was killed in Dallas. But maybe things have changed...
