The Jalisco New Generation Cartel planned the execution of two Canadian citizens at the Xcaret Hotel in Quintana Roo in early 2022, who were members of a Vietnamese mafia cell that owed money to the Mexican criminal organization, for which they executed the two men in the tourist destination of Playa del Carmen.
Óscar Iván "N", El Chago, was identified as the alleged intellectual author of the attack on the tourist complex and was arrested in Mexico City on May 1, along with one of his alleged accomplices. But now, intelligence reports from the Secretariat of National Defense (Sedena) consulted by Infobae México, indicate that "El Chago" is a member of the Jalisco Nueva Generación Cartel (CJNG).

The Quintana Roo Prosecutor's Office had indicated that the murder of the foreigners was due to financial debt for drugs in transnational drug trafficking operations. It is established that El Chago hired the group of assassins in Mexico City and ordered Cristian R. to command the attack since this subject was a member of a cell dedicated to committing executions.
Due to heavy security in the resort and the complexity of the task, the two individuals who were entrusted initially declined to carry out the murders at the Xcaret hotel declined the job. "El Chago" and his operators were informed and commissioned the executions to Óscar Olmedo Alanís, "El Sureño," who traveled from Iztapalapa and finally carried out the attack on the afternoon of January 21.

Robert James Dinh arrived in Quintana Roo on a trip with friends and family, who traveled to the tourist destination for recreation purposes. The CJNG operator was notified, so he decided to launch the attack.
