Chilpancingo, Guerrero: Residents Of The Sierra Agree To A Truce With Criminal Groups

"Sol Prendido" for Borderland Beat

Víctor Espino Cortés, former Community Police Spokesperson for the town of Santa Rosa de Lima, in the municipality of Tecpan de Galeana, in the Costa Grande region.

Given the inaction of the authorities, residents of communities in the Sierra established a pact with criminal groups to avoid further confrontations, declared Víctor Espino Cortés, former spokesman for the Community Police of the town of Santa Rosa de Lima, in the municipality of Técpan de Galeana, in the Costa Grande region.

Espino Cortés affirmed that what happens in the municipality of Zihuatanejo de Azueta is that the criminal organizations intend to charge the citizens so that there is an agreement.

He proposed to the residents of Zihuatanejo that they take the example of the peoples of the Sierra by organizing to chase off criminals.

“In our area there was a war, but right now, thank God, a truce has already been agreed, but they (criminal groups) no longer enter; We told them to stay away from here because we decided here, said the former leader of the self-defense groups.

Espino Cortés accompanied some 40 community commissioners from Técpan de Galeana, Petatlán, Ajuchitlán del Progreso, Atoyac de Álvarez and Coyuca de Catalán to a meeting with state officials at the Government Palace.

In this meeting with the heads of the Drinking Water and Sanitation Commission of the State of Guerrero (Capaseg) and the Airport Infrastructure Commission of the State of Guerrero (Cicaeg), the authorities of these towns raised the need for roads to be built and resolve the issue of public insecurity.

The former spokesman for the self-defense groups assures that those people who are doing harm to the towns are criminals and not drug traffickers.

"Those gangsters are that, they are not drug traffickers because a drug dealer brings money to the people," he said.

He considered that it is a lie that the government does not know where the criminal groups are hiding.

"The peoples must put pressure on their governments so that they stop the criminals," he said.

In February 2021, Espino Cortés and two community police officers were detained by the military for carrying weapons for the exclusive use of the Mexican Army and Navy.

Four days later, the three were released after community police closed the Acapulco-Zihuatanejo federal highway near the town of Santa Rosa de Lima.

On that occasion, residents of Ejido Guajes de Ayala, in the municipality of Coyuca de Catalán, accused Espino Cortés of participating in the immoderate felling of trees and of being responsible for the disappearance of two people.

In an interview here in Chilpancingo, Espino Cortés pointed out that in the communities of that part of the Sierra de Petatlán, Tecpan de Galeana, there is no longer a community police because, according to him, they are already pacified.

In his experience as a member of the self-defense groups, Espino Cortés mentioned that the government, instead of helping them, jumped on them even though they were supporting him to combat insecurity.

"When you start defending as a people, you fight with your fists or a slingshot against crime, which brings very good weapons," he said.

He revealed that in that area of the Costa Grande three criminal groups have been identified that constantly establish alliances but then fight.

He said that in the case of the municipality of Zihuatanejo de Azueta there are criminal cells that are besieging the city demanding money.

Espino Cortés assured that the criminal groups withdrew from the communities of the municipalities of Petatlán and Tecpan de Galeana because there was a union of people.

"The union is like a wall where you do not allow anyone to enter and that is how the government comes, the gangsters, you can block it because you fight for reason and for your family," he said.

He points out that in the Sierra the law of the people is applied since there are no judges or prisons and the people who have always been used to carrying weapons defend themselves.

«The people of the Sierra are not bad, they are good, but if someone does something wrong, then fuck them. One says (to the offender) hey calm down, go away, but if you see that he is kidnapping then he has no other choice », he mentioned.

In the meeting that the commissioners had with state officials, they raised the need to build roads so that people can market their basic products.

In January of this year, the then Secretary General of the Government, Saúl López Sollano, met with authorities and residents of communities in the Sierra.

At that meeting, the official told villagers to borrow money to use to repair rural roads that were damaged by the rains.

People got a loan of 600 thousand pesos, but so far the state government has not returned it.

At the dialogue table that was held this Wednesday in the boardroom of the General Secretariat of Government, the commissioners asked for the replacement of that resource that they borrowed.

In the minutes of agreements it was established that this year there will be road repairs and in 2023, the paving of several roads that communicate with localities in an area of the Sierra.
