Ex 'La Resistencia' Capo "El Papirrín" Captured In Pachuca, Hidalgo Related To Multi Homicide

This morning, Hidalgo and Mexico City authorities captured Víctor Manuel Torres García, alias “El Güero” or “El Papirrín”, in Pachuca de Soto, state of Hidalgo for alleged involvement in the murder of three in May. Simultaneously, Mexico City authorities captured his collaborator Ricardo Daniel Guerrero Chávez, alias “El Borracho”, and another unidentified person in Azcapotzalco. 

In addition to his alleged involvement in the murder, El Universal reported that he is the leader of a mercenary group operating in Mexico City and it's metro area. In a press release, authorities claim that Torres García, who also used the name "Edgar Mauricio Barrera Corrales", used safe houses in Mexico City, Hidalgo, and Mexico state as staging grounds for his criminal group. 

Several agencies were involved in the operations. The Mexico City Secretariat of Citizen Security (SSC) worked with the Special Anti-Kidnapping Unit of Hidalgo (UECS) participated in the capture of Torres García in Pachuca de Soto, while an SSC unit captured Guerrero Chávez in Mexico City.

The murder referenced occurred on May 23, 2022, when a hitman entered an office building in the Roma Norte neighborhood of Mexico City, killing three and injuring one more. Security footage showed the assassin fleeing towards Mexico state on a motor bike. He was captured on May 28, and was identified as Luis Enrique Eusebio Vergara, a hired gun working for Torres García's organization, according to El Universal.

In 2010, Torres García worked in the Beltran Leyva Organization until the Beltran Leyva brothers were arrested, when he joined the Milenio Cartel, a predecessor of the Cartel Jalisco Nueva Generación (CJNG).

In the early 2010s, Torres García was a founding member of 'La Resistencia', a now defunct alliance of criminal groups, including La Familia Michoacána, the Gulf Cartel and the Milenio Cartel, which faced off Los Zetas. He was captured in February 2011 in Uruapan, Michoacán, where he was allegedly meeting with leaders of La Familia Michoacána.

He was released, and was captured again on kidnapping charges in 2013. In 2015, he was injured by gunmen while driving in Mexico City. After receiving medical treatment, he was arrested on organized crime and homicide charges, but was released in 2016. At the time, media alleged that he was an officer within the CJNG.

  1. This guy was released?! I've somehow completely missed out on that information, well it doesn't matter too much now...

    There's an interrogation of Papirrin from the Calderon times on YouTube, definitely worth a watch especially after the el 85 arrest.

    2. I wonder if he teamed back up with Elpidio "Don Pilo/M2" Mojarro Juarez and Leonel "Fuski/M1" Tapia Silva. An org chart likely released by CJNG recently had Pilo as based primarily in Mexico City. Makes sense given the two tons of cocaine seized from Pilo in Mexico City a year or two ago. The same org chart had Pilo allied with La Corona, Los Gueritos, gente del 30 in Aguascalientes, the remnants of CNP under "Marino", and Mario Gonzalez's people. I don't know if Fuski is still active as he was not named in the same chart. However, Fuski was always super-low profile even during the La Resistencia days. Fuski was mentioned as the leader of LR in a June 2010 narcomanta in Guadalajara and one or two videos from CJNG, so I always assumed he kept on trafficking under the radar like Pilo once LR was largely defeated by CJNG.

      He was fingered back in 2010 for the kidnapping and murder of a woman when he was with La Resistencia and they still repeatedly released him.

    5. Anonymous, I'm fairly sure that he did team up with El Pilo. The Resistencia side 'nominated' El Pilo to be El Tigre Valencia's successor, which as you probably know the Torcidos did not agree with. At the least we can say with certainty that both El Pilo and Papirrin were high ranking members of the same organisation. It sounds like you know a lot more than me so no idea if this is an answer you were looking for...

      @HEARST I originally saw the video on Truth Witness's YouTube account who translated nearly all of the interrogations and presentations that the government put out at the time into English. I'll look around tomorrow if I can find the original since the channel I mentioned has since been deleted, sadly.

    8. @4:59 I think it was El Molca who said he/they (molca and papirrín) wanted Pilo to lead Milenio aka Los Valencia since he was a lugarteniente to El Tigre. Those fools forgot about 85. If I'm not mistaken Pilo is from the Los Altos region and is or was close to Mario González and would have been a subordinate to JAGL just like Teocaltiche.
      The "Torcidos" name comes from them(85, RNOC, Cuinis etcetera) not submitting to Tigres wish that his underling Pilo become the "Boss".

    11. Pilo was actually running with zetas in Zacatecas got ran out by cdg around 2011 after cjng dismantled la resistencia. Zetas had him in a chokehold. He’s originally from northern Jalisco pegadito a Zac.

    12. @Sergalin: according to Papirrin’s statements to law enforcement after his 2011 arrest, Pilo and Fuski were the top leaders of La Resistencia with Papirrin as #3 and Molca as #4.
      In videos and narcomantas, CJNG claimed Pilo fled to Colima during the LR-CJNG war and was protected by the Marines and Gerardo Mendoza.
      Fuski is very interesting to me as he flew mostly under the radar during the LR-CJNG war despite being a high level leader. Even CJNG got his alias wrong at times; he was referred to as “Furki”, “Puski” and “Pusquis” in narcomantas from 2010-2011.
      Pilo is interesting for the same reason. The US actually indicted him back in 2008 under the front name “Agustin Reyes Garza”. Pilo’s brother Benjamin Mojarro Juarez is also probably active again after his arrest for weapon possession.

      I haven't really heard the name Fuski mentioned anywhere, then again I was not reading about this in 2010. Have you heard anything from the Fuski guy after the 2010 narcomanta you mentioned? And would he have also moved his operations more towards the Estado de México area like El Pilo (correct me if I'm wrong about this), or somehow stayed more in his original area of influence? If this is even known since as you mentioned, he is a secretive guy.

    14. @ Seregalin: I have not heard anything about Fuski since the LR-CJNG war. But then again, the same was true for Pilo until his 2 tons of coke were seized in Mexico City last year. Nothing for almost 10 years and then 2 tons of his coke gets seized. Fuski and Pilo may have transitioned into what Insight Crime refers to as "invisibles"--traffickers that rely on stealth, cooperation, and extensive legitimate business connections to move their product, rather than relying on physical force or ruling through fear. An interesting fact about Fuski is that unlike Pilo, he was never publicly indicted by the US despite sharing a similar history of trafficking with CDS prior to founding LR.
