In Mexico there is no security strategy, only a rhetoric that, far from combating impunity and addressing insecurity, agrees with organized crime, while local corporations are weakened and the country is militarized, assured the director of the National Citizen Observatory, Francisco Rivas, in an interview with ZETA.
The analyst predicts that by the end of the six-year term, the criminal incidence will remain as it has been until now, and although he acknowledges a slight decrease in the commission of some serious crimes, as there is no clear strategy, there is no downward trend; mainly due to factors such as the reduction in the federal budget allocated to the security branch.
“In security spending, we went from 1.2% of GDP with (Felipe) Calderón, to 1% with Enrique Peña Nieto and 0.89% in the first year of AMLO. Today we are at 0.47% that has been allocated to the local police, the FGR, National Guard, Sedena and the Navy”, argued the director of the ONC.
The foregoing affects the budgets for the professionalization and training of the police and prosecutors, improvements in working conditions and work equipment, leaving them with zero resources to operate, while on the other hand resources are diverted to the Armed Forces and their Infrastructure works.
"We made a cross between homicides, disappearances and the presence of federal forces and the six most violent states in the country, all governed by the Morena political party and with a greater presence of federal forces," Rivas said.
THE AGREEMENT WITH CJNG AND CDS
Another factor that influences the panorama of insecurity in the country lies in an express pact between the Federal Government and criminal groups. Francisco Rivas asserted that in conversations with the military, National Guard agents, prosecutors and Secretaries of Security, they have confessed to the federal order to let the Jalisco New Generation (CJNG) and Sinaloa (CDS) cartels pass.
“When you talk to the GN and the military in short, they tell you, that they have been instructed to let them pass; when you talk to local prosecutors and Secretaries of Security, they tell you what happens, even when there is an arrest, there is an intervention by the Federation to release them, ”he revealed.
In addition, he exemplified the President's statements that when a criminal group controls a certain area, the levels of insecurity are low; He also highlighted what former Governor Jaime Bonilla and the mayor of Tijuana, Montserrat Caballero, said about what happened on August 12 in Baja California.
THE BUSINESS IS IN EXTORTION
Unlike other years, in which the criminal structures moved from state to region to continue operating when there was an arrest, now their mode of operation is to change the business. They leave a crime for another more profitable one and it is still not detected by the authorities.
“Today the main crime carried out by organized crime is extortion in various forms: face-to-face or through the control of legal markets, of the production and distribution of products; they also do it against the municipal authorities, where they come for public money, appoint officials or award public works that don't exist,” said Francisco Rivas.
THEY ARE NOT LOOKING FOR THE DISAPPEARED
According to Rivas, fewer homicides are reported to prosecutors because a structure has been systematically created to limit the search for disappeared persons.
“The Search Commissions don't have personnel, they don't have money, they don't have anything and they rectify as best they can, there are no reagents, they don't know how to identify them; sometimes they have taken animal bones to laboratories, because there are no forensic archaeologists, there are no forensic dentists, a whole structure is missing, ”he stressed.
PROSECUTORS LIE
In the opinion of the head of the ONC, the prosecutors lie by not keeping the chain of connected crimes, they only report the most serious crime; if there was rape and homicide, they only report the homicide, he explained.
There are three categories for kidnapping: express, extortive and illegal deprivation of liberty. As of 2019, this last method increased, and kidnappings decreased to the same extent, "it is very evident that in Baja California it increased 193% in one year," Francisco Rivas pointed out.

Costs of loss of life and general insecurity, loss of actual and potential tax revenue, costs in extortion, crime, theft, social costs like forced displacement, property and infrastructure loss and damage such as repairing pipelines and buildings, insurance costs, people not educated due to criminal involvement and closures of schools, oil theft, corruption costs like corrupt state contracts etc etc etc are more than the entire drug and oil revenues. The only winners are the cartel leaders and corrupt government employees. And most cartel employees earn less than they would in normal jobs if the Mexican economy was growing and thriving which it would if the costs I mention above did not exist. They would all have better paying safe jobs than they now have as poorly paid cartel cannon fodder as only a small percentage of cartel members make meaningful amounts of money. This is what Amlo and the corrupt Mexico are hugging while the nation collapses with over 50% of the country under direct narco rule and the rest under partial rule by serial killer criminal gangs

Even in places where one group is dominant theres been a lot going on. Look at Sonora, even Jalisco. And this fool talks about less money is being spent on security apparatus when in alot of places police are being paid more and better equipped. Alot of the things that he mentions are going on have been happening since before AMLO. The difference is that AMLOs government has been going after corruption and has prosecuted corruption more than any other government hands down. Mexico has been corrupt for awhile and alot of them corrupted individuals have benifited from it greatly. There's going to be resistance against change. And it's going to take awhile to to change. It sure isn't going to happen over night. It's going to take more than one term to get it done.
