The U.S. Must Defeat Mexico’s Drug Cartels By William P. Barr

This is an opinion editorial in The Wall Street Journal by William P. Barr two, time 77th and 85th Attorney General under Trump and George H. W. Bush.

Why read it? Because it's a really good read and gives you insight into Washington. It's come to a point where Republicans want to give a Democrat President more power to combat cartels.

The U.S. Must Defeat Mexico’s Drug Cartels

America can no longer tolerate narco-terrorist cartels. Operating from havens in Mexico, their production of deadly drugs on an industrial scale is flooding our country with this poison. The time is long past to deal with this outrage decisively. Reps. Dan Crenshaw (R., Texas) and Michael Waltz (R., Fla.) have proposed a joint resolution giving the president authority to use the U.S. military against these cartels in Mexico. This is a necessary step and puts the focus where it must be.

Overdose deaths every year—more than 100,000—exceed the number of Americans killed in action during the bloodiest year of World War II. But the devastation from drug abuse goes much deeper. A 2017 analysis, accounting for the costs of healthcare, criminal justice, lost productivity and social and family services, estimated that the total cost of America’s drug epidemic was more than $1 trillion annually, or 5% of gross domestic product. Given the explosion in illicit drug deaths since then, this estimate now seems conservative.

Almost all illicit drugs coming into the U.S. are controlled by the Mexican cartels, principally those based in the states of Sinaloa and Jalisco. These paramilitary organizations use bribery and terror tactics to entrench themselves as essentially states within the state, controlling large areas of Mexico. They have become so powerful they can confront the Mexican government with the narcoterrorists’ stark choice: “plata o plomo”—silver or lead. If they can’t buy off officials, they try to cow them with threats of violence.

An antidrug strategy that leaves the drug supply chain untouched will have minimal impact. Real 
progress requires aggressively attacking the drug supply at its source. The head of the snake is in Mexico, and that is where the main thrust of our efforts must be directed. Experience in the early 1990s proved this, when the U.S. and Colombian governments joined in an all-out attack on the Medellín and Cali cartels inside Colombia, successfully eliminating them. Unfortunately, in the mid-1990s, we pulled back from this kind of extraterritorial engagement.

Mexican cartels have flourished because Mexican administrations haven’t been willing to take them on. The exception was President Felipe Calderón (2006-12) who wanted to go full bore against the cartels, but American priorities were elsewhere at the time. Today, the cartels’ chief enabler is President Andrés Manuel López Obrador, known as AMLO. When he came to power at the end of 2018, he announced the switch to a policy of “hugs, not bullets” and shut down counternarcotics cooperation with the U.S. Under strong pressure from President Trump, he occasionally engaged in a high-profile operation to create the illusion of cooperation, but these were smoke screens. In reality, AMLO is unwilling to take action that would seriously challenge the cartels. He shields them by consistently invoking Mexico’s sovereignty to block the U.S. from taking effective action.

This posture should anger Americans. Under international law, a government has a duty to ensure that lawless groups don’t use its territory to carry out predations against its neighbors. If a government is unwilling or unable to do so, then the country being harmed has the right to take direct action to eliminate the threat, with or without the host country’s approval.

Even if AMLO were willing to move against the cartels, Mexico can’t do the job itself. Its criminal-justice system is dysfunctional: 95% of all violent crimes go unpunished. Pervasive corruption at every level of Mexico’s government makes it almost impossible to mount effective law-enforcement or military operations without the cartels being tipped off in advance. The big cartels have become potent paramilitary forces, with heavily armed mobile units able to stand their ground against the Mexican military.

In October 2019, when Mexican troops went into Sinaloa and arrested El Chapo’s son, they were surrounded by 700 cartel paramilitary fighters with armored cars, rocket launchers and heavy machine guns, and the military was forced to release its prisoner. This past January, it repeated the operation with 4,000 troops, supported by aircraft. As a former Mexican security official complained, the military simply withdrew after capturing El Chapo’s son, leaving the cartel army intact and free to rampage around the state.

What will it take to defeat the Mexican cartels? First, a far more aggressive American effort inside Mexico than ever before, including a significant U.S. law-enforcement and intelligence presence, as well as select military capabilities. Optimally, the Mexican government will support and participate in this effort, and it is likely to do so once they understand that the U.S. is committed to do whatever is necessary to cripple the cartels, whether or not the Mexican government participates.

Second, the danger cartels pose to the U.S. requires that we confront them primarily as national-security threats, not a law-enforcement matter. These narco-terrorist groups are more like ISIS than like the American mafia. Case-by-case prosecution of individuals can be a part of an overall effort, but the only way to defeat them is to use every tool at our disposal inside Mexico. Merely designating the cartels as terrorist groups will do nothing by itself. The real question is whether we are willing to go after them as we would a terrorist group.

The goal isn’t a perfect Mexico. Our objective must be to degrade the cartels to the point that Mexican governments can muster the will and the wherewithal to keep them in check. We can’t get caught in the trap of “nation building.” Attempts to reform Mexico’s institutions and surmount its pervasive corruption will get nowhere as long as cartels hold the dominance they do.

The cartels have Mexico in a python-like stranglehold. American leadership is needed to help Mexico break free. We can’t accept a failed narco-state on our border, providing sanctuary to narco-terrorist groups preying on the American people.

Mr. Barr is a distinguished fellow at the Hudson Institute and author of the memoir “One Damn Thing After Another.” He served as U.S. attorney general, 1991-93 and 2019-20.

  10. UNITED STATES OF AMERICA stay tf out of Mexico! The capture of bosses only creates more violence and does not decrease the flow of drugs. The US Military in Mexico is not an option. Instead, focus on social programs to help educate and curve drug addiction. The US is the #1 illicit drug consumer in the world. Where there is no more demand the supply will stop. Also, the US needs to be held accountable for the amount of American made guns crossing into Mexico further fueling the murder rates. This is not a one sided issue, US intervention has created unrest in Latin countries.

      They allowed addicts to receive free medical grade heroin, as much as they want in a single day, but it had to all be administered medically onsite… and they could not take any home..

      The big catch being you had to undergo their programs for learning about addiction, receive psychotherapy, and work with a career coordinator to find a job… along with having the option to be tapered down medically as well.

      Within 16 months, nearly 90% of their users no longer felt the need to use and the addicts no longer flooded the parks and cities like before….

He also threatened to cancel some sort of trade agreement with Mexico- in which Russia quickly offered Mexico a solution to partner with them - and Trump had to back off .

    I've read Bill Barr's essay and all the comments. Overall, the Big Gorilla in the room escapes notice. The gorilla's name is "Denial-Needs" and sick, suicidal, homicidal miserable addict who is "immortal".
    Denial-Needs was born long ago (like in the opening scenes of the movie "2001, A Space Odyssey "... Denial-Needs is a curious, ingenious, creator, inventor of things and ideas for filling tribal needs, and promoting his genes propagation via defense, aggression, cunning, and crude or subtle violence) Denial-Needs is always dissatisfied... ever unhappy... chronically miserable even when wallowing in esoteric, material wealth, or both. History abounds with stories of this ilk.
    Denial-Needs is largely invisible because to see him/her because we are socialized and manipulated to avoid seeing him/her. The mechanisms and assets devoted to making him/her are enormous, sophisticated, but curiously designed to create uncertainty, unhappiness and misery. Religions (belief and realty systems) were evolved to deal with unhappiness and misery... But with the advent of science and technology...religions became weakened or obsolete. With these realities, came feel good, happy, satisfied, products to deal with those pervasive needs, dissatisfactions, wants, misery.. Namely: Sex orgies, killing sprees (wars), and "games" (symbolic killing / conquest wars---).
    Denial-Needs... is a morphic genius... not always a gorilla... sometimes a snake or seductive Venus.
    Now my main point - (with main focus on America): America has bred generations of people "willfully" designed to be unhappy and miserable...pervasively so! America continues to do so at an alarming rate. Strangely, few, notice the socialization mechanisms at play....You can't blame most, means and ploys are skillfully designed in to create blindness.
    Take a random sample of 1000 Americans ...including children, seniors, races, ethnic groups, IQ, SES levels, etc and look for indicators of dissatisfaction, self deprecation, depression, or misery. Dick too short, tits too small, too dumb, too wanting, inadequate, victim of invented reasons? Yep, all 1000 Americans will score some points on such scales. Now, this knowledge can be exploited by products you have to work for and buy... Whee! Buy brand cars, clothes, foods, ... play at exotic places to mingle with success and accruements of (artificial) happiness... Disneyland, Cancun, Casinos, etc.
    Too poor to afford the above answers to misery? Well, how about alcohol, pot, methamphetamines, opioids to relive the pain and misery of being an inadequate consumer of feel good products.

  24. Bill Barr knows that Biden won't send in the troops. The republicans are trying to make a political issue for 2024. The situation has been out of control in Mexico for 20 years. Nothing has changed since Barr was AG. Trump and Barr didn't send in troops because they are all talk and no action. Barr also overlooks the fact that ELMO will be out of office next year.
    Various states in Mexico have been improving their capacity to take on organized crime. SEDENA and SEMAR aren't what they were 20 years ago and have become increasingly effective at taking on organized crime. Once Mexicans elect a president that will directly confront both the cartels and corruption, violence will decrease in Mexico. Mexico will deal with the cartels. There is no need to send U.S. troops. This is just republican grandstanding ahead of the 2024 election.

    The narco-cartels in a crude (gorilla-like fashion) understand that their narcotics fill humans' needs to avoid or alleviate discomfort, unhappiness, and misery. Big Pharma is constrained by laws and ethics. Mexican narco-cartels could care less.
    Why do kids sniff glue? Why do so many smoke pot? Why do so many use meth, coke, heroin, etc? Well, the big gorilla and the narco-cartel know. Do you?
    I knew a beautiful, smart woman... had every material and social needs overflowing...but she was still unhappy. Got into coke.... lost everything... sold her Mercedes for peanuts.... ended up in jail psych unit...crazy?
    I bet everyone reading this has their own stories... Well, the certain "businesses", and Mexican narco-cartels understand humans (crudely speaking) better than anthropologists, sociologists, neuroscientists, politicians, ....
    America has an obesity problem...Why? Ask the fast food industry. America is bored and unhappy... ask Disneyland, Hollywood, ... Feel out of it... drink Pepsi or Coke..... on and on it goes.... Get it?
    When kids smoke "harmless" pot... Why?
    The happy gorilla in the room sees whole generations of upcoming customers being born and groomed for their own suicide trips to the narco-morgue.... I can see them now as I write.... twerk your cesos around that.

  28. Barr was part of the cover up in Iran Contra and the use of drug sales to help arm a third world country. I think he’s better off sitting this one out… also, he declined to prosecute some high up Mexican politician….

  29. Gorilla in the room: "Wait a bit... Cut off my customers in America... There is Canada, Mexico, Central America, South America, Europe, Middle East, Asia, even Alaska and Africa that "needs" my narcotics!"
    Mexico is the great dealer right now.... and, only when rich and powerful people experience their sons and daughters as happy zombies marching to the morgue with anything of significance be done.
    Again; Why do people "need" narcotics? Yep, you guessed it.... boredom, unhapiness, pain, misery.....
    People in times past used to turn to religion...and cope.... Not anymore! Hand me that greasy taco, fructose loaded Pepsi, pain pill, Marijuana joint, meth, coke, heroin...traque....
    Gorilla in the room just chuckles: "Bola de ciegos, ni me ven."
    If you have kids, I suggest you get involved in solving our society's problems that make people do "feel-good" drugs. Today, many kids are "unhappy" for trivial reasons.... and then get on the gateways roads to alcohol, pot and beyond to zombie land and the last resting place the morgue.
    Want to save the next generations? Find out the things that cause unhappiness and fix that...
    Maybe start by examining the things in society that cause these negatives....
    Oh the churches, schools, traditions, folkways..What do they know?

  30. The US govt has used the cartels just like Mexican govt to fulfill political needs. Ironic Garcia Luna was under Calderon and EPN and yet we had no clue he was helping the cartels? Lol come on what a joke . Yes the cartels are dangerous, and maybe the military should be more involved, it also could be a pandoras box destabilizing Mexico.

    1. Recently there was the TJ story regarding fentanyl users, I think it was multiple parts and by a big paper out of SoCal. It was available here.
      The addicts in México will consume whatever is available and right now fentanyl is it. Before this their was a high quality white heroin that if I understood correctly was a more refined product than Chiva/Black Tar heroin that was the standard produced since a long ass time ago.
      Also when the chemist/cook produced a bunk batch it would be brought up by mixing it with synthetic heroin. Drug dealers can't lose money.
      Yes you are correct how we must find ways to "entertain" ourselves, especially when our lives aren't what we would prefer them to be.

    2. Thanks for your well reasoned response. IMO, Fentanyl use spreading in Mexico ... especially among children ( next adult population) spells huge problems for Mexico on many front.. We will see in ten ydars or so. Mexico-Watcher
