Tribal war, they live in the same huge land that is Mexico but different ways & hostile people that cant get along. In present day we see these sicarios from different states going at it now

Tamaulipas is a bit different because its a melting pot of people from different regions of mexico mainly from southern states even Central Americans that migrate to border towns and join the criminal groups, so in that state its the nuevo laredo transplants vs cdg reynosa guys in the central south of Tamaulipas its a mess of cdn vs cdg of different factions.

Bowing your head when faced with a frontal headshot is your best chance of the bullet not penetrating the skull. I wonder if the doomed sicario knew this or just didn't want to see what was about to happen...
