Head of the DEA Interviewed About the Sinaloa Cartel, the CJNG, AMLO, and Fentanyl

"HEARST" for Borderland Beat

Anne Milgram, the head of the US Drug Enforcement Administration (DEA), was interviewed on the NBC program Meet the Press about the fentanyl crisis in America.

She was asked about if Mexico and China are cooperating with the DEA in their fight against fentanyl and about if designating the cartels as a terrorist organization would help their efforts.

The Interview

Meet the Press is the longest-running program on American television. The show is the premier media outlet for interviews with leaders in US politics, government, and foreign policy.

The program is hosted by Chuck Todd, who sat down with Anne Milgram in an interview broadcast on Sunday, July 2, 2023.

Some the Key Moments from the Interview

“The only limit of the amount of fentanyl that could be made is the amount of precursor chemicals that can be purchased.”

“What we see the cartel doing is they're hiding that fentanyl powder in other drugs, like cocaine, like heroin, like methamphetamine. And they're pressing it into these fake pills made to look exactly like oxycodone or percocet or or adderall, when it's just fentanyl and filler. So tens of thousands of Americans are dying without having any idea that they're taking fentanyl.”

The two primary cartels they are focused on

“We have changed the way we work. Our mission right now is to save lives by defeating these two cartels that are responsible for almost all of the fentanyl in the United States, the Sinaloa Cartel and the Jalisco Cartel. And we have to stop the fentanyl from being made.”

On no longer focusing on capturing high value targets

“Our core task right now is to attack every single part of that supply chain. And this is one way in which we're working differently than we have worked before. So for many years, we've been focused on the high value target or the leader of an organization. That can be an effective way to deal with drug trafficking. But we are now talking about vast global criminal enterprises, with thousands of people in more than 45 countries around the world.”

Chuck Todd asked if China’s cooperation with the DEA has disappeared in the last few years

“For about the past year, we have not had the cooperation that we want to have.”

Chuck Todd asked “we have two countries that are not doing business with the United States in an honest basis. One is China, and I'd argue the other is Mexico. And I'd ask you this: these cartels, who's in charge of Mexico? Is it the government, or is the government afraid of these cartels?”

“Our relentless focus right now is on these two cartels. And while there are two countries that are the major – obviously, Mexico is where Sinaloa and Jalisco are based, and the vast majority of precursor chemicals are coming from China. We are now tracking these two cartels in more than 45 countries, many of whom are good partners to the United States. And so as we look at this as a global supply chain issue, we are able to do work that we have never done before.”

Chuck Todd asked “The Mexican president basically denied that [fentanyl production occurs in Mexico…] It does not seem like he accepts the premise that this fentanyl issue is a problem in Mexico.

“One of the things that we did in April, we announced charges against the Sinaloa Cartel. I would argue to you that they're the leaders right now in fentanyl trafficking to the United States. [...] What we showed in those charges, and that case is still pending, but what we showed is that there's no question that fentanyl, as alleged in the indictment, is being synthesized in Mexico. So there are many things that we are doing and investigating through our cases that I think are critically important.”

Chuck Todd asked if the DEA is getting cooperation from the Mexican government on fighting fentanyl

“The United States is now taking an across-government approach. And so in the past six months, 12 months, we have sat with the Treasury [Department]. We have sat with the State [Department]. We have sat with other federal law enforcement agencies. And the Deputy Attorney General has been to Mexico, as has the President's Homeland Security Advisor. And they're all delivering the message of how important and critical this is. So what we are seeing is some increased cooperation with Mexican law enforcement and the military.”

Chuck Todd asked about if designating the cartels as a terrorist organization would help their efforts

“So, the DEA has vast [legal] authorities. We have the ability to prosecute cases under the 959 Statute, globally. If there was a foreign terrorist organization designation, that would not change our current authorities.”

Chuck Todd asks "Is our fentanyl issue a bigger problem at the border or a bigger problem on social media?"

"The border's an important part of this conversation because most of the fentanyl that we see coming into the United States is coming in through the southwest border. In the indictments we announced in April, what we've charged is that the fentanyl's coming in through every way possible, by air, by land, by sea, by underground tunnels."

Chuck Todd: By Americans?

"By both. But essentially, coming in at very high rates through the southwest border, often in trucks or cars. But yes, coming in through the border. It's an important part of the conversation. Social media is also a vital part of the conversation. It is what I call the last mile. Because what the cartels need – they're selling the deadliest poison we've ever seen – they need that to get – [a platform to advertise.] To be able to expand and sell more, they need to be able to reach people at massive rates. And that's what social media's doing."

On if social media companies are collaborating with the DEA when it comes to fentanyl.

"Law enforcement needs to get information from the social media companies. We have not, until recently, gotten nearly as much cooperation as we need. And finally, this is an outright emergency. So they need to be doing absolutely everything they can to get the deadly drugs off their platform."

    2. now considering everything is safe to say that the Mexican government is not in full control. we know it, and in some cases, they work together with major cartels. The sad thing is that to what extend because there are evidence that military even work with them and politicians too. you have to be really innocent per say or dumb to think they are not working together just saying.
More importantly, the Mexican government is playing the victim card and they do it to profit from it. Now, it is sad for the normal Mexican citizen that do not want to do anything with the drug.

  2. Seems like the Mexican government is only focusing on Sinaloa, and not CJNG.

These are major operations that have taken place against CJNG. Not to mention Rosalinda Gonzalez Valencia (menchos wife) Antonio Oseguera Cervantes (Menchos brother) Ruben Oseguera (Menchos son) Abigail Gonzalez Valencia (menchos brother in law) Jessica Oseguera (Menchos daughter) are in or have been in jail or extradited under AMLO's term. You can claim AMLO is playing favorites but the facts say otherwise.

  3. Chuck Todd asked “we have two countries that are not doing business with the United States in an honest basis..."

Honest? Has the U.S always been honest when doing business with Latin American countries? When the U.S doesn't benefit its viewed as dishonest, even if there's no dishonesty involved.

  4. Since they only focusing on those 2 groups now a nee power will emerge. Like fent is gonna stop being made stop it. The USA gonna do what it always does break up nothing while another cartel becomes as big as those 2. The fbi, Dea suck at there jobs.

  5. Seems like they stopped focusing on the cartel leaders entirely and focused on the supply chain only after AMLO kicked them out, funny how that works. Sometimes you need good leaders to get the point across

  6. She is such a lier. I been using these alleged death pills from random sources online and in the street and I don't die. If you get fent in a "meth" pill your fine. Same with coke. H yes ypu def dead. I wonder why they press M30 s o wait it's cause the Sakler family said oxy is non addictive and the usa was hooked. Ofcourse they pick what was made popular in the USA. We are here because of PURDUE PHARMA, but we do nothing to them and blame Mexico for everything. She need to do her job amd stop doing interviews. I hope the cartels start exposing US agents, and these horrible lying politicians like they do to there gov. No wonder we have a mass shooting every month. So because people are stupid amd just swallow anything or shoot anything it's fent s fault? They sell fent test strips on Amazon for like 7 to 10 $, there are sites to test your product you buy for free!! There are forums where people review what they buy amd from who. There are communitys dedicated to open information. Idk if your dying these days it's cause you wanna die. Everyone knows these pills have fent and if you just use with out atleast using a cheap test strip that's on you. Stop blaming the cartels for providing us American citizens with the drugs we want and desire. There are no surprises just dumb people. Prolly better for society for a few weak people to die off.

    4. She talks like a politician skirting every question almost and not answering directly. This fentanyl stuff may die out.In the 70's lots of heroin overdoses and it finally lost popularity as it had gained after the Vietnam War.My son stopped doing lines of blow because of the fentanyl issue but he was only a weekend warrior but those are the ppl it is killing as they don't have as much tolerance. He says he will stick to his pot and alcohol as these are fentanyl free ( at least the legal pot here).Everybody in Canada blames China for the fentanyl coming in ( not Mexico) but the ports of Vancouver are all on strike so no product or anything else legal coming in there. They need to set up massive rehab centres free of charge and mental health centres again to help people.Needs to be a massive pronged approach to the problem ( but I guess in a democracy and if they are over 18 they can't be forced anymore like years ago).

    5. All this fent is gonna have the opposite effect the cartels are anticipating. People are slowly getting off street drugs. Our pot is way better than that brick weed. They’re gonna legalize mushrooms and acid. What else do you need ? Once the money stops flowing people will get locked up or killed off because everyone will be trying to take what the other narcos have. Really bad times are coming Mexico.

      Delete
    6. @7:44 Rehab centers only work if the addict is ready and willing to kick. Forcing people into rehab doesn't, hasn't, and never will work. Free? If you have money to buy dope, cigs, booze, and a smart phone, you can pay your own bill. Anyone born past 1965 has been told and taught at nauseum about the outcome of illicit drug, tobacco, and alcohol use/abuse. There's no valid excuse. If you willingly entered that world, despite the knowledge against, then you're a fucking idiot, and should pay your own way out. Play stupid games, win stupid prizes. We ALL know the consequences. If you ignore the obvious, then fuck off. As far as I'm concerned if you are a hard drug user, you're committing suicide. Perhaps we should just speed it up, and get you across the finish line.

  7. Have never seen any evidence from the feds or anyone else that anyone intentionally "laced" cocaine with fentanyl, besides lowest level dealers

who either made a mistake, or were selling gram quantities of cocaine and heroin on the street,

    ReplyDelete
    Replies
    1. What have you seen/heard?

Usually, there would be someone prosecuted, and the feds would show everyone what happened and how much, and where, and give someone 25 years. For example, wholesale dealers who were cutting it on purpose.

There was a delivery service in NYC too, that caused three overdose deaths, but again, that seemed either accidental, or just a really stupid idea from the three involved. Which they instantly corrected.

Have seen some smaller cases prosecuted, where it was small amounts, but the prosecutors didn't really detail why or how the defendant ended up selling someone cocaine with fentanyl in it.

      Delete
    2. Who are you that you'd "see evidence?" Delusion much?

      Delete
    3. There was a story here in BB about Mexican narcos lacing, not cocaine, but M30s.

As for cocaine, I've known dealers that would lace it with fent.

Also, cocaine within the U.S has tested to have fent.

I noticed you now added the caveat of prosecutions which wasn't in your original post.

    4. @6:39.....accidental OD? No such thing. Something as easily avoided, and prevented as an overdose is not ever accidental. Don't wanna OD, ruin your life, or go to prison? Don't do drugs. It's just that simple. Empathy should never be shown to persons who willingly use drugs, and fuck their lives up. We don't show empathy to idiots who play Russian Roulette, or smash their car up driving like idiots. So, there's no reason to feel bad and coddle idiots who choose their path.

  8. Chuck Todd being a little belligerent and doesn't really know what he's talking about either

but Milgram doesn't come off very informed in her field

    Very stiff and administrative

and you look at her resume, and its really probably not suited for DEA

She was never a prosecutor, or an agent, at the federal level.

    2. The drug war started when they kidnapped and murdered Kiki. Everything up till that point wasn’t geared and shifted to actual war. But when that happened that’s when you started hearing that war on drugs slogan. Remember Nixon had a war against users not dealers and cartels. Americas Public Enemy No. 1 is drug use. What a dumb ass statement now we have the benefit of hindsight.

    3. @6:29 is correct tricky Dick created the DEA and declared war on drugs long before Ronald Reagan and his wife.. I was there on the front lines at the time running cannabis from Mexico into Texas. I can tell you the drug war back, then was very real. It has escalated over the years but that’s what it started.

  11. Love how she sidestepped the "who's in charge of Mexico" question. Politics. If they weren't our largest trade partner we'd be eradicating the cartels.
