In Narco Banners, Los Chapitos Faction of Sinaloa Cartel Announce Ban on Fentanyl in Sinaloa

Several plastic narco banners signed by "Los Chapitos" banning the "sale, manufacturing, or transport of fentanyl" were found hanging from public places around Sinaloa this Monday morning. 

        So far at least nine large white banners with black text have been reported around Sinaloa, all with the same text. According to El Sol de Sinaloa, the banners have been found in the municipalities of Ahome, Guamúchil, Culiacán and Mazatlán. The message reaffirms a previous ban on fentanyl in the region, as well as blames the press and government for "disinformation" and failing to investigate who is really behind fentanyl production.

The translated text reads:

Due to the incessant disinformation from some communication outlets and the evident omission from the government by failing to investigate and prosecute the true culprits behind this epidemic. In Sinaloa, let it be  clear that the sale, manufacturing, transport, or any type of business involving the substance known as fentanyl, including the sale of chemicals for its creation, are strictly banned. We have never nor will we ever be involved in that business. Be advised of the consequences.

        The "Chapitos" are the four sons of Joaquín "El Chapo" Guzmán, who took over El Chapo's faction of the Sinaloa Cartel after his arrest and extradition to the United States. They are Iván Archivaldo Guzmán Salazar, 
Joaquín Guzmán López, Jesús Alfredo Guzmán Salazar, and Ovidio Guzmán López, who was extradited to the United States in mid September. They maintain a tenuous peace with the "Mayo" faction of the Sinaloa Cartel, led by the elusive kingpin Ismael "El Mayo" Zambada García.

        The United States Drug Enforcement Administration (DEA) has accused Los Chapitos of precisely the crimes they ban in this narco message. In a press release from April 2023, the DEA claimed that Los Chapitos  are involved in "fentanyl trafficking operations, including: coordination of fentanyl trafficking into the U.S.; shipping fentanyl precursor chemicals from China to Mexico". Also in April, the United States Department of Treasury sanctioned 14 entities who allegedly supplied the Chapitos with fentanyl precursor chemicals from China.

        Further, a Borderland Beat report of Los Chapitos and their fentanyl business found that more fentanyl drug labs were found in the Sinaloa Cartel-controlled city of Culiacán than any other place in Mexico. The numbers mirror Mexican government figures of captured synthetic drug labs in Mexico, which show the around 70% are found in Sinaloa state.

        Despite being involved in the fentanyl business, the Sinaloa Cartel has used public messaging such as these narco banners to distance themselves from the drug which has drawn intense focus from the United States government. In May 2022, Sinaloa newspaper Riodoce first reported that the Sinaloa Cartel was regulating the sale of fentanyl within Sinaloa due to rising overdoses in the state. 

In late July 2023, a body was found on top of a pile of fentanyl pills, apparently a warning to those involved.

These informants revealed the scale of fentanyl production. Yet nobody is talking about CJNG & their fentanyl production which is 3 times larger than Chapitos.
