Rafael Melgarejo Reyes, alleged financial operator of Los Zetas, was murdered in the municipality of San Andres Cholula, Puebla, by three men who shot him with long guns while he was having dinner at Plaza One in the Atlixcayotl Territorial Reserve.
The victim, known by the aliases El Profe, El Jirafales or El Contador, had been arrested in 2014 in the Bosques de San Sebastián neighborhood in the city of Puebla by the Mexican Navy (Semar) when he was traveling in a pickup truck.
This was the second time that Melgarejo Reyes, a key figure in the money laundering activities of the Zetas, a criminal group that gained presence in Puebla during the six-year term of Governor Rafael Moreno Valle Rosas, was arrested during his administration; Daniel Fernandez and Manuel Rodolfo Trillo, of the Sinaloa Cartel; Daniel Landia Gutierrez, of the Beltran Leyva; and William de Jesus Torres Solorzano, one of the main Zeta leaders in Puebla and Veracruz.
The first arrest of Melgarejo Reyes was on October 1, 2008, when this group was the armed wing of the Gulf cartel: federal agents from SEIDO apprehended him at the Los Arcos restaurant, located on the corner of Liverpool and Niza streets, Colonia Juarez in Mexico City, with six members of Los Zetas accused, according to criminal case 261/2008-I, of organized crime, crimes against health, carrying and possession of firearms for the exclusive use of the Armed Forces.
The others arrested along with Melgarejo Reyes were Gastón Morquecho Morales, Pedro Morquecho Morales, Hugo Enrique García Avilés, Víctor Fernández Lastra, Rogelio Pérez Santiago, Rafael Melgarejo Reyes and Gustavo Palacios González, who were found with computer material containing accounting information of the criminal group then commanded by Heriberto Lazcano Lazcano, alias El Lazca.

In March 2020, Governor Miguel Barbosa Huerta presented a diagnosis of the criminal groups operating in the city of Puebla and neighboring municipalities; in it he stated that "security sources report that Los Zetas and Familia Michoacana have solid operations in Puebla (...) while Los Beltran Leyva and the Jalisco New Generation Cartel (CJNG) have some criminal cells".
Against Melgarejo Reyes, one of the financial brains of the Zetas in the state, "it is presumed that it was a direct attack; assault is ruled out," said the Secretary of Public Security and Citizen Protection of San Andrés Cholula.
At around 9:09 p.m. a call was received indicating that a man was injured in the vicinity of El Regio Parrilla, in the plaza of the hotel ONE Periférico Angelópolis, near Ciudad Judicial.
In 2015, a year after Melgarejo Reyes' arrest, a DEA report placed Puebla as a territory where the Zetas Cartel was the predominant criminal group. The National Risk Assessment presented by the Financial Intelligence Unit (UIF) of the Ministry of Finance and Public Credit reported that both Los Zetas and the Jalisco New Generation Cartel (CJNG) launder money in Puebla; the latter, allied with local criminal groups, has been displacing the former in money laundering, drug sales, the collection of plaza and illegal extraction of hydrocarbons.
