Mexico Making Preparations Ahead of US Release of Gulf Cartel, Zetas Leader Osiel Cárdenas

This morning, President Andres Manuel Lopez Obrador addressed questions from reporters on the release and potential deportation of Osiel Cardenas-Guillen, who once headed the Gulf Cartel and Los Zetas
During a press conference this morning, Mexico's President Andrés Manuel López Obrador (AMLO) addressed the release of Osiel Cárdenas Guillén, who is months away from being released from a US federal prison.

AMLO stated that Rosa Icela Rodríguez, the head of the Attorney General's Office (FGR), is making preparations should Cardenas Guillen be deported back to Mexico. He said that he is not certain if the FGR has charges against him but that they will conduct a thorough investigation.

He further stated that the government would make an announcement to Mexican citizens on the actions taken in a timely fashion.

AMLO also clarified that if Cardenas Guillen does not face charges in Mexico, the FGR would not fabricate charges against him just to secure his arrest.

Reporters asked AMLO if there was a possibility that Cardenas Guillen could become a protected witness upon his return to Mexico, to which AMLO responded that this was not a strategy the government is planning to employ.

Background

Cardenas Guillen served as the top leader of the Gulf Cartel from 1999 to 2003. During his leadership, he recruited several ex-military members to establish the cartel's paramilitary wing, Los Zetas. At the peak of his influence, he became one of the most sought-after international fugitives.

Arrested in Mexico in 2003, Cárdenas Guillén was subsequently extradited to the U.S. in 2007. Initially sentenced to 25 years in prison without the possibility of parole in 2010, his sentence has undergone multiple reductions.

As per the Federal Bureau of Prisons (BOP), Cárdenas Guillén's anticipated release date is set for August 30, 2024. He is currently held at the USP Terre Haute in Indiana.

It is unclear if Cardenas Guillen will be deported back to Mexico upon serving his sentence. As reported by Borderland Beat, the legal language in his US indictment does not stipulate that he will be ordered for immediate deportation, a clause that other Gulf Cartel members indicted with him do have. This omission may signal that Cardenas Guillen could remain in the US—possibly as a protected witness—instead of being deported to Mexico.

Earlier this month, a federal judge dropped firearm charges against Cárdenas Guillén after the charge had reached its statute of limitations. This motion is yet to be approved by another court, which will be the final arbiter to decide if the charges will be upheld or dismissed.

Cardenas Guillen is not the only high-ranking Gulf Cartel and Zetas member to be released from a US prison this year. Tomas Yarrington Ruvalcaba, the former Governor of Tamaulipas, is also scheduled to be released from prison in November.

Borderland Beat records show that Yarrington was a key figure in the Gulf Cartel's ascension as one of Mexico's leading criminal groups in the late 1990s and early 2000s. During that era, the cartel was headed by kingpin Osiel Cárdenas Guillén.

    4. 7:38 is correct. "Oziel" (as he was known in old criminal files) was a pretty unknown figure in US fed intelligence before November 1999. He had been arrested in Brownsville, TX, before but the idea that he would go on to head one of the largest cartels later was unimaginable. By 1996 his name started to pop-up in Matamoros newspapers so a small federal task force in South Texas was low key investigating him, but nothing crazy.

      But then that day of November 1999, everything changed when they nearly killed 2 US agents in Matamoros. The US federal government then issued an arrest warrant for his capture in 2000. He was posted on the FBI Most Wanted list.

      I hate to say this but in the 1990s-early 2000s when Yarrington and Osiel were in power, Tamaulipas experienced a lot of economic growth. During his time Yarrington was praised in Tamaulipas by lots of people, including middle class. He built a lot of highways, sport centers, schools, etc. There was also way more money in Matamoros, Reynosa, Miguel Aleman, Nuevo Laredo, and lots of Tamaulipas pueblos.

      I'm sure a lot of it was with CDG/Zetas money... different times, I guess...

    3. US agents are doing lots of undercover work in Mexico and do cross to Mexico, sometimes armed, to look around. FBI and DEA have a local task force in Brownsville and McAllen so they saw the opportunity with the journalist and crossed to Matamoros. But Matamoros was under tight grip and their camionetas alarmed the Zetas.

      Now… what’s the possibility that the US fabricated this entire story after discovering Los Zetas existed? There has never been any proof other than the US agents claiming it happened. There’s of course no video or audio recording. I’m open to that possibility too…

Call me a conspiracy theorist if you want, but I think there’s a possibility that the US government fabricated the story that the FBI and DEA agents being threatened at gunpoint by Osiel and others in Matamoros. Osiel was hardly ever in the streets driving around with his bodyguards in Matamoros, what a fucking coincidence he was there the day the agents crossed to investigate. Idk, the story seems fishy.

    There’s also no other proof other than the US agents saying it happened. That’s good enough in the eyes of any US federal judge because law enforcement testimonies under oath are “good proof” for claims like this.

    I’m open to the idea this was fabricate to bring much more attention to Los Zetas, which was making a militarized group never seen before in Mexico.

His contracting and recruiting campaign was to hire deserters from MX and US… yes, Americans too. A lot of them would actually join at 18 and then go to specialty trainings and schools and then go work for him. They would chop off heads of ANYONE who got in the way.   22. The irony of it all is that Oziel saved the FBI Agent and DEA agent. They were about to be killed when Oziel said, stop stop, get the F out of my town and never come back. He was the one that actually saved them from being assassinated, yet he gets blamed for the whole incident because it was his guys that stopped the car in the first place. Facts.
