The people he aligned with out of necessity were families and local mobs that took over that trade instead of destroying it, but that was often about survival, because the money paid to local authorities came from those labs. They were facing an invasion, and were dealing with local authorities they thought might turn at any time. He was "No Angel", if that's your real point.
