Osiel Cárdenas Guillén Incorrectly Reported as Being Released, the Former Gulf Cartel Leader is Still in US Prison

 "Socalj" for Borderland Beat

With Contributions from "Itzli" "Char" & "Enojon"

Recently, the news outlet Zeta Tijuana reported that the former leader of the Gulf Cartel and co-founder of the Los Zetas had already been released from USP Terra Haute Federal Prison in Indiana more than a month earlier than his scheduled release date of August 30, 2024.

However, Zeta Tijuana was accessing a Web 3 variation of the BOP Inmate Locator Registry, likely an outdated database on an internal or test server. That database showed his Release Date [future tense] as 07/01/2024. But his BOP Inmate Number 62604-079, still maintains his August release date on the official BOP website.

From Zeta Tijuana's Article

Based on the Zeta Tijuana screenshot and Borderland Beat's research; they accessed the BOP portal via www3.fed.bop.gov/inmateloc. The correct BOP website for locating prisoner records is www.bop.gov/inmateloc.

Screenshot of BOP Inmate Locator Site

Based on our research, it seems that the incorrect database is outdated by 2 years so may have reflected his potential release date at the time. His release date has changed several times in recent years following cooperation deals.

He was initially scheduled for release in 2035, this date was later reduced to 2028 and further to 2025, accounting for his time served in Mexican custody and in the U.S. before his formal sentence.

Searching for federal US prisoner status can often be tricky as Spanish naming conventions and slight alterations to prisoner's names can result in not being found. However, as we saw with the Borderland Beat revelation of "La Barbie's" possible cooperation and US Marshal protection during the Garcia Luna trial; the location, custody status and release dates of federal prisoners are kept up with accurately.

Osiel's listing is one of those odd ones as his first name is registered as "Oziel," while his son was listed under Osiel. Oziel was recorded in older DEA documents so that is likely where the spelling difference stemmed from.

Osiel Cárdenas Guillén, 57 years old, was born in Matamoros, Tamaulipas, on May 18, 1967. The former leader of the Gulf Cartel, was imprisoned since 2010, in the maximum security prison Florence ADMAX, in Colorado, USA, serving a 25-year sentence for the crimes of drug trafficking, money laundering and extortion of federal agents of the United States.

Court records revealed that his legal team successfully arranged for him to be held in less restrictive federal penitentiaries in Atlanta and Florida, affording him more privileges than in ADX Colorado. He was ultimately moved to USP Terra Haute and would be under supervised release for 5 years.

On March 7, 2005, the Mexican government granted Cárdenas Guillén's extradition, but his surrender was not immediate. He was finally extradited on January 19, 2007 to the United States, where he faced 19 charges in a federal court in Houston, Texas.

Then, in July 2009, during his trial, Cárdenas Guillén pleaded guilty to one count of drug trafficking, one of money laundering, and three counts of extortion and attempted murder of U.S. federal agents. In exchange, the former CDG leader had 12 other charges dropped in 2010, and was sentenced to 25 years in prison and fined $50 million.

No,no,no Garcia Abrego is top notch president family's man,he pleaded not guilty and continuing to work until today..

    5. 4:41 Nope. Top dog was this order during the administrations of CSDG and EZPDL: JGA, ACF and BAF. That coincidentally is the order of when each cartel was at the height of its power.

Garcia Abrego was worth 15 billion while Amado was at 25 billion, neither was "chump change".

    8. @11:10 Cartel de Tijuana was already a powerhouse by 1995. The AFO was already at the peak of vintage Medellin and Cali. The Tijuana organization had ACF under siege for the last 2 years of his life. Ramon Arellano would personally jet to Cuidad Juarez to get a 20 on Amado in his own turf. The restaurant attempt in D.F. was a very close call for Amado.
Not even with General Rebollo in his back pocket could Amado decimate the Arellano clan. At the end , the Aretes flew too close to the sun and paid dearly for it.

    10. 7:36 ACF was considered to be in a league of his own but as time has shown he had many "operators" or lieutenant's that had their own factions.
Carrillos, Esparragozas, Quinteros, Beltranes, Zambadas, Coroneles, Muñoz Talavera, Flaco Quirarte, El Chaky Hernández etcétera. Those were some of the known members of CDJ, some prominent business people of that region were also rumored to be silent investors of the cartel.
That famed 25 billion dollar fortune some claimed he was worth has proven to be a bogus claim.
4:44 CAF did go at ACF because he protected Zambada. If I remember correctly CAF wanted to charge Zambada millions of dollars for smuggling drugs into the USA through TJ and MIZG wouldn't pay up. With the death of ACF practically all the top "operators" went their own way and left CDJ. VCF disputed the leadership of the cartel with the Muñóz Talavera brothers and eventually took control of CDJ after their deaths.
J Blancornelas was of the opinion CAF was the most powerful cartel of Latin America but not because of the scale of their trafficking.

    11. 7:36
Garcia Abrego had more influence than Amado on both sides of the border.

      Delete
    12. @6:38 CAF was exporting on a massive scale as well, my man. AFO was sourcing up to 30-40% of the cocaine in the states during their height. Coquio Castro ran a very intensive and embedded network for the AFO during the 90s.
They had the whole California to the Midwest sewed up.
El “Mayel” had his own routes by air and sea. AFO also had silent partners and angel investors. If there is 2 historic cartels that deserve a spot on Mt. Rushmore of narco trafficking it’s Tijuana and Juarez. The rest after that copied their blueprint.

    13. 11:28 all I'll write about JGA and his time as Boss of CDG is this: it's claimed CDG cloned INS buses and loaded them with drugs to transport to Houston. Do the math. It's comical when you think about it. Google it. As someone has previously wrote on here, only Cali product was moved and Cali had a non stop pipeline that kept the supply plentiful. CDG is the oldest "cartel" in México.
JGA was captured in January 96, ACF reign as the biggest Capo lasted until July 97. Then CAF started to dominate but still took hits like in 98 when their plaza boss "El Chipilon" of Obregon was gunned down in his new Navigator.
What year did AFO have to bury that plane in BCS because the sand damaged the engines? I maybe mistaken but that was their 1st big load delivered by plane. Loads of that size have to be paid for practically on delivery. Add in the cost of the plane and we can see that they had their limitations on product movement and money. "Caso Baturi" November 95.

      Delete
    14. @3:32 it wasn’t that much of a mother load. It was only 10-15 tons of escamita de pescado from caso baturi. Manuel Galindo “ El Caballo” picked up the tab for that load. One of the financial wizards of the AFO.
The other bosses were also making orders. CAF was already a multi-million dollar apparatus.
After Cali got nipped in a bud, the AFO had direct links with Norte del Valle and later FARC. That is when they started flooding the southwest US with cocaine with impunity. Lets not forget that they also had the tunnels. Some were AFO and others were Chapo’s.

These grammatical "rules" seem to cramp some people's style, they feel it's limiting their right to free expression, but without some order, it's all willy nilly and chaotic, (but also lots of fun!) 😹

The person at 9:05 said he's walking around the airport by himself but the comment at 5:53 said that's incorrect. It's a common misconception that individuals in witness protection have guards 27/7. They don't. Only when they go to court. They only check in once a year with the government. So, technically, 9:05 was correct.
