MEXICO CITY (apro).- President Andrés Manuel López Obrador decreed a pause in the dialogue with the embassies of the United States and Canada in Mexico until they clarify that there must be respect in the decisions that correspond to Mexicans because it is in their Constitution.
The decision followed the refusal to engage in a dialogue requested by the U.S. diplomat, Ken Salazar, after talking about the risks involved in the popular election of judges, magistrates and ministers, included in the reform of the Judicial Power.
“That there be a clarification from them, however, that they express that in the matter of the Constitution of our government, in the application of our democracy, in the decisions taken by our legitimately constituted legal government, they have to be respectful”, he indicated.
He clarified that the relationship with both countries continues and that the pause only applies at embassy level, in spite of the fact that since previous days he assured that “it is not Ken Salazar”, but that the U.S. State Department is behind it.
The relationship with Salazar “is still good, but it is in pause since he declared that. Pausing means that we are going to give ourselves our time, because hopefully the State Department, because it is not him either, what a coincidence that at the same time that they make a statement in Mexico through the embassy, the Canadians do it, which is also a shame for the government of Canada, it seems like an associated state, together”.
He considered that the attitude of the officials of both countries is because “they would like to interfere in matters that only correspond to Mexicans. It is from the State Department, the letter is from him (Ken Salazar), the relationship continues, but hopefully there is a ratification from them that they are going to respect Mexico's independence, the sovereignty of our country, as long as there is not that and they continue with that policy, there is a pause with the embassies”.
Specifically, he said that also with Canada, “yes, of course they have to learn to respect Mexico's sovereignty, it is not just any old thing. We are not going to give them advice there, not to say what is right and what is wrong. We want them to be respected and for there to be a reciprocal relationship in terms of respect”.
Again, he clarified that the pause is in the dialogue with Ambassador Salazar and not with the Biden administration because “it is only that they understand that it was imprudent to manifest themselves as they did”.
Of the ambassador he recognized that “he is looking for us to talk. Imagine that he comes here -and I stress this is not a personal matter- he comes here, he is received by the President of Mexico, he is not Andrés Manuel, it is the investiture and suddenly he comes out to say 'I came to give you my opinion that the people of Mexico should not elect judges, magistrates, ministers because that is undemocratic, it complicates things even more', what a shame, now, as the philosopher would say: 'what a necessity', we better wait for time to pass”.
“If there is no respect, as long as I am here, we will not allow any violation of our sovereignty. I am going to leave, there are already 30 days left, but as long as I am here I cannot allow our Constitution to be violated,” he added.
President López Obrador considered that President-elect Claudia Sheinbaum will maintain this position because “any government has to defend the sovereignty of its people, besides, these are our things. What is more, the president-elect already said it and she said it well: 'Dialogue yes, but there are things that only concern our country”.
If we continue to allow foreigners to give their opinion on Mexican law processes, said the president, it is like allowing officials from any other country to do the same.
At the beginning of these statements, the President said: “How can we allow the ambassador -with all due respect, this is not a matter of quarrel or enmity-, to give his opinion that what we are doing is wrong, but we are not going to tell him to leave the country, no, but we do have to read the Constitution to him, which is like reading him the card”.

The Biden administration came in and intentionally abandoned almost all border enforcement within weeks of taking office in 2021 and triggered the largest illegal immigration wave in U.S. history as a result. The legislation you refer to from May of this year was presented by Democrat's as being necessary to address the problem but in reality it was a campaign ploy by the Democratic Party to deflect responsibility for more than 3 years of massive illegal migration they caused, the Dems included in the bill provisions that they knew most Republicans would reject, including provisions that actually would have made it harder for future U.S. Presidents to control illegal immigration and there was only one provision in the bill that would have actually strengthened enforcement. So Basically the bill was designed to elicit Republican opposition so that democrats could then shift the political blame for the last 4 years onto Republicans leading into the election. That bill was an election year ploy by democrats, nothing more, they wanted Republicans to reject it from the beginning, that was in fact the whole point of it, it’s why they included stuff in the bill that actually would have undermined border enforcement so that when most Republicans inevitably came out against the bill the democrats could say “see we tried and Republicans stopped it”. ReplyDeleteI doubt it, this was one of the many reforms AMLO had vowed to reform long before he became president. It never passed in the past because the majority ruling party was El PRI and these types of reforms were a threat to the establishment. Now that MORENA is the majority leader, AMLO's reforms are moving forward... many of the anti mexico comments here are out of spite or ignorance. These reforms are beneficial to Mexico. This means the people will elect the judges, rather than being appointed by corrupt politicians. This reform also puts terms caps on their time as judges and they can be recalled if they're not living up to their promises.

Not only is he giving the power back to the people and allowing them to choose their judges, but also has the balls to stand up to the U.S and tell them to pound sand. How many times have we not all witnessed on this very website, corrupt judges releasing known criminals. All of these are appointed by corrupt politicians and as long as everyone is getting their cut the only ones who get screwed are the honest, hardworking mexicans. What hypocrisy from the U.S, judges are elected in their country by means of a democratic process but as soon as Mexico tries to implement the same process, the U.S claims it's a threat to democracy? How does the U.S even make sense of that? The only way I can make sense of their claims are, the U.S has a dog in that fight, they too are probably guilty of corrupting Mexican judges. The 30k personnel were absorbed by the Guardia and an additional 90k GN personnel were hired. 600 military stations have been constructed throughout the country to house the 120k Guardia Nacional personnel....
But when you look at what the U.S has done in terms of sentencing them criminals, we'll they've cut some sweet deals for all of those who were extradited and asked to testify against el chapo. ReplyDeleteThe reform document presented by the Mexican Government proposes modifying Article 95 of the Constitution to elect judges by direct and secret vote for a period of 12 years and not 15 as is currently the case.
If the reform is approved, an extraordinary election will be held in 2025 to renew ministers, magistrates and judges and those who currently occupy these positions can be candidates, the head of the Ministry of the Interior, Luisa María Alcalde, reported in February.
For ministers of the Supreme Court of Justice of the Nation (SCJN), those elected would remain in office for eight, 11, and 14 years, depending on the results of the vote.
Currently, ministers are proposed by the president from a list of three, and the winner must be supported by at least two-thirds of the senators at the time of the vote, while magistrates and judges are appointed by the Federal Judicial Council.
New integration of the SCJN
The third paragraph of Article 94 of the Constitution is expected to be amended in order to reduce the number of Supreme Court justices from 11 to nine and their term of office would be reduced from 15 to 12 years.
The two chambers that the Supreme Court currently has would be eliminated and only plenary sessions would be held, which must be public and transparent so that everyone has access to the issues being discussed.
It also includes the elimination of the life pension for current and future ministers and an adjustment to their salaries to the maximum limit established for the president of Mexico, which, according to the federal government, is about US$8,000 per month.
Replace the Federal Judicial Council (CJF)
The changes include replacing the CJF, which is responsible for the administration of the Judiciary and monitoring the performance of judges. The proposal seeks to replace it with two institutions: the Judicial Disciplinary Tribunal and the Judicial Administration Body.
The former will be responsible for administrative functions, judicial career and internal control, as well as preparing the budget for the Judiciary, according to the reform document.
The Judicial Administration Body would be made up of five people appointed for a period of six years. The Executive Branch would appoint one; the Senate, another; and the SCJN, three.
Its functions include receiving complaints from any person or authority and investigating ministers, magistrates, judges and judicial personnel for acts contrary to the law or the Administration of Justice.
Currently, the Federal Judicial Council is made up of seven members, one of whom is the president of the Supreme Court and also of the Council; three from among the magistrates and district judges, appointed by the full Court by a majority of at least eight votes; two counselors appointed by the Senate, and one by the President of Mexico.
New procedural rules
The reform proposes four new rules:
• Expedited justice: proposes a maximum period of six months for the resolution of tax matters, and one year for criminal matters.
• Suspensions: It is prohibited to grant suspensions against laws with general effects in amparos, constitutional controversies and unconstitutionality actions.
• Local justice: the judicial powers of the federative entities must establish rules for the direct election of their magistrates and judges, as well as independent administrative and disciplinary bodies.
• Judicial Branch Trusts: When pending trials have been concluded, they must be returned to the Welfare Pension Fund, respecting the rights and benefits of workers.

The U.S and Canada exploit certain industries with the help of the judiciary system and since this reform is going to pass, these special interest groups will be threatened. I'm almost certain that Ken Salazar made those comments because some lobbyists slipped a suitcase full of cash so that he can influence or sway the publics opinion. Remember, the U.S and Canada own a large percentage of Mexico's mining industry. under AMLO they were placed on a 15 year time cap before the Mexican government decides to end their contracts. The judicial reform will only help facilitate the removal of those foreign companies that are exploiting Mexico's resources.

You don not need a judicial reform to limit those company’s. You should keep this in mind and start looking at the bigger picture like aligning the „judicial class“ behind the politicians, no more surprise raids, no seized assets and no frozen accounts at the banks.
Delete938 let's speculate, that the judges that are currently in place have been corrupted and have accepted bribes in favor of allowing these foreign companies to operate with impunity. With this reform, hypothetically speaking, those companies would be shaking in their boots because there is a potential threat of their political backing to be disrupted. This is just one aspect of the benefits to the political reform, and my guess as to why the U.S and Canada are frowning upon it.

You have GDS, Gringo Derangement Syndrome. Mexico has prospered having the US as a relatively friendly neighbor. The current world conflicts and many precious wars were not started by the US and cost got the US billions of dollars to keep the world in a relatively peaceful order. Ukraine would be Russian territory were it not for the US contributions. The same the Philippines, South Korea, Taiwain, even Japan might not exist with out the protection of the US.

The Mexican constitution was changed by Salinas de Gortari so that he could sell off Mexico's state run industries. Mexico as a nation did not profit from NAFTA, the U.S and Canada did. Although jobs were sent south, the wages for the Mexican worker stayed the same, so if Mexico has been a relatively third world state it has been a result of the Gringo policies and corrupt Mexican politicians that bought in to. When Mexicans speak of corruption and Mexico being sold off, they're referring to the previous administrations you fool. Salinas "privatized" the mining industry, the banking industry and telecommunications, Zedillo sold off the railroads, Fox privatized Mexicos electricity sector, Calderon tried to privatize the oil industry but was unsuccessful so instead he privatized the roads. Peña Nieto privatized Pemex, and all this was due to De Gortari's move to change the constitution. AMLO has reversed that. The U.S and Canada condemn his actions because a lot of Gringo run companies in Mexico will no longer be able to exploit the country for its resources.
