"Char" and "Enojon" for Borderland Beat

On Friday, September 13, 2024, a decapitated body was found in Park 87 in Culiacan, but the head was not found. Later that same day in the night a head was found at the Republica Mexicana street. The head reportedly belonged to the body found in Park 87 and the eyes were gouged out. The man allegedly was a hawk or look out for the Los Chapos his job was to report rival's movements or military movements on a walkie-talkie.

Are the cartels intentionally doing this in order to recruit new blood so parents can feed their kids due to not being able to reach their legitimate jobs?
Or will the cartels again terrorize citizens and then come back with a truckload of toys and food packages trying to look like the good guys?
