I don’t think these other “families” are in MF nomina. Chapitos seemed to have more direct control over groups under them but that means paying “nomina”.

They'll usually target the intelligence networks, in cities- halcones at truck depots working for one side or the other, taxi drivers, and the local police that co-ordinate with them, otherwise any attack they made against the armed enemy would be suicide. So many innocents get killed during that first wave of violence because the kids who've never fought are under pressure to be forceful and the "enemy" is elusive.
